To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

The following public questions were submitted relating to the proposed disposal of Skirrow Street Car Park, Cottingley:

 

  1. What risk assessments have been carried out to determine impact of the sale on local residents and what were their findings?
  2. What are the costs to the council associated with maintaining the car park as things stand?
  3. How do BMDC intend to ensure access to the village (of emergency, council and delivery vehicles) without compromising resident’s ability to park relatively near their homes?
  4. How to BMDC intend to compensate local businesses for loss of custom and income associated with people not visiting their premises if they are unable to find a parking space with easy access?
  5. How do BMDC intend to compensate local residents for any negative impact on their ability to sell their properties if there is decreased access to nearby parking?
  6. How do BMDC propose replacing community activities if neither participants or volunteer facilitators are able to park near Cottingley Town Hall Church, endangering the viability of the building held in trust for Cottingley residents?
  7. Overall is compromising the safety and quality of local communities consistent with BMDC long terms aims and objectives towards its population?

SHIPLEY AREA NEIGHBOURHOOD POLICING TEAM UPDATE pdf icon PDF 101 KB

The report of the Shipley Neighbourhood Policing Team (Document “T”) will be presented to the Committee and gives an update of some of the work undertaken by the Shipley Area Neighbourhood Policing Team and an overview of the Shipley Constituency performance data.

 

Recommended –

 

1.         That the work undertaken by the Shipley Neighbourhood Policing Team from 1 January and 31 December 2023 that contributed to addressing priorities within the ward plans for the Shipley area be noted.

 

2.         That the positive partnership working that has been established with elected members, council officers, community organisations, volunteers and residents within the Shipley area be noted.

The report of the Neighbourhood Policing Team (Document “T”) was presented to Members and provided an update on the work carried out including performance information and statistical information.

 

The overall number of crimes reported has increased slightly from the previous year and the report provided a breakdown of the types of crimes committed indicating any increases or decreases accordingly.

 

An update on staffing and work carried out was included to provide additional context and the challenges faced by the Police force locally, stating that the manner in which prolific offenders were dealt with, reporting and recording of crime statistics had become more transparent.  Members were informed that sentences for commercial burglary tended to be less extensive, a fact that was not lost on those carrying out this type of crime.  The Inspector also updated Members relating to the ongoing incidents involving theft of VW centre consoles and that proactive work was being carried out.  Four people had been caught and had been attributed to eighteen crimes between them.

 

There was a brief discussion regarding crimes known as violence without injury and how they were classified as such.  The number of these were increasing due to the use of social media in particular.

 

Further work was needed to address the ongoing problem of e-scooters and off-road vehicles such as quad bikes.  Work around how these were marketed was still needed to deter irresponsible use.

 

It was also noted that the number of hate crimes incidents had increased with the likelihood of overseas issues spilling over into the UK.  The representative from West Yorkshire Police was also able to update Members in relation to a recent incident in the constituency involving knife crime.  In relation to those involved, who were young all people and were on bail as a result, he confirmed that nearly all of the parents were positive and supportive.  There was also an update in relation to a nearby fire and a brief discussion took place relating to off-road quad bikes and whether there was an issue as incidents had not been reported.

 

Members were then given the opportunity to comment and ask questions, the details of which and the responses given are as below.

 

A Member asked if there was a lead contact for Neighbourhood Watch and was advised that the contact for the Police was Howard Buckley.

 

A Member asked how many Officers were on duty at night but the Inspector was unable to confirm specifics for the constituency as deployment of Officers varied but did state that there was a minimum of 50 on duty across the District.

The report of the Strategic Director, Place (Document “U”) will be presented to the Committee and seeks approval to include additional sites to that list of locations comprising the proposed 2023/24 Shipley Area Wide Traffic Regulation Order.

 

Recommended –

 

That option 1 be approved to include those additional sites identified within Appendix 2 of this report within its proposed 2023/24 Shipley Area Wide Traffic Regulation Order.

The report of the Strategic Director, Place (Document “U”) was presented to Members seeking approval to include additional sites to the list of locations comprising the proposed 2023/24 Shipley Area Wide Traffic Regulation Order.  Following approval of the 2023/24 order, the report was submitted and sought approval to include additional sites (all within close proximity to schools) within that proposed TRO.

 

A discussion followed to provide Members with the necessary information in order for a decision to be made with clarification sought on timescales for the work to be carried out.

 

Resolved –

 

That option 1 be approved to include those additional sites identified in Document “U”, Appendix 2 as detailed within its proposed 2023/24 Shipley Area Wide Traffic Regulation Order.

PETITION REPORT - AVONDALE ROAD pdf icon PDF 4 MB

The report of the Strategic Director, Place (Document “V”) will be submitted to provide Members with details of a petition request to address residents’ concerns relating to speeding and dangerous driving along Avondale Road, Shipley.

 

Recommended –

 

That Members approve option 1 to:

 

note the petitioners’ concerns and recommend no further action other than:

 

i.    Avondale Road remaining on the list of scheme candidates to be considered annually by this Committee for possible inclusion within its future Safer Roads Programme.

 

ii.   West Yorkshire Police be formally advised of the petitioners’ concerns regarding speeding on Avondale Road.

 

iii. The lead petitioner be advised accordingly.

Minutes:

The report of the Strategic Director, Place (Document “V”) was presented to Members to provide details of a petition which was received by the Council. The petition requested measures to address the speed and volume of traffic on Avondale Road, Shipley, with concerns being expressed regarding careless and dangerous driving.  Petitioners requested restrictions on the volume and speed of traffic (particularly HGV access) with a view to improving the safety of residents and pedestrians and to mitigate environmental pollution.

 

The Highways Officer gave an overview of the existing road and provided some relevant information and statistics for context.  Members were informed that there had been no traffic collisions involving injury during the previous 5 years and then presented the outcome of a traffic survey that was carried out as a result of the petition being submitted.

 

Traffic was monitored from 7am to 7pm with speed data collected at 4 points.  The results indicated that HGV use was minimal but excess speeding was recorded.  He then provided the schemes proposed for the road which was on the list of candidates for funding and had been since 2019.

 

Projects identified included signage and speed reduction ‘humps’ with associated costs totalling approximately £18K.  He indicated that the local Town Council were not going to contribute any funding.

 

There was a brief discussion relating to what measure may be effective and what were already, or had been in place.  It was confirmed that the road was a scheme candidate since 2019.

 

The Chair asked when the road would be considered for improvement measures again and was informed that the next round of road works schemes would be under the Safer Roads programme due for consideration in July 2024.  He further stated that Avondale Road was unlikely to qualify as the Safer Roads programme was specifically targeted at accident reduction schemes, whereas this was a speed reduction scheme.  It was acknowledged that speeding was an issue and some damage had occurred to the kerbside on a bend in the road.  The Highways Officer also informed Members that West Yorkshire Police were already aware of the problem of speeding in that location.

 

Resolved –

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR SHIPLEY CONSTITUENCY - 2024/25 pdf icon PDF 245 KB

The report of the Strategic Director, Place (Document”W”) will be presented to the Committee and provides information on the Capital Highway Maintenance funding element of the Local Transport Plan for 2024/25 and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites in the Shipley constituency.

 

Recommended –

 

1.         That the proposed list of schemes for 2024/25 as shown in Appendices 2 and 3 be approved

Minutes:

The report of the Strategic Director, Place (Document “W”) was presented to Members and provided information on the Capital Highway Maintenance funding element of the Local Transport Plan for 2024/25 and makes recommendations on the allocation for non-classified road resurfacing schemes and Surface Dressing sites in the Shipley constituency.

 

The Highways Officer informed Members that due to the cancellation of HS2, additional funding of £195K was available under the heading of Network North Funding as detailed in Appendix 2 of the report.

 

Appendix 3 of the report provided a list of sites proposed for road surface dressing with a total cost of around £450K. 

 

It was noted that some of the sites listed on the reserve list in appendix 2 had been on the list for a long time and that the lists had changed due to winter weather conditions affecting some road surfaces.

 

Resolved –

 

That the proposed list of schemes for 2024/25 as shown in Document “W” Appendices 2 and 3 be approved.
