Resolved –

That, having considered all valid representations made by the parties to the hearing; valid written representations received during the statutory period; the published statement of licensing policy and relevant statutory guidance, the Panel refuses the application for the following reasons:-

(1)  The Panel has concerns in respect of the licensing objective regarding the prevention of public nuisance and has had no opportunity to resolve those concerns with the applicant

(2)  The Panel does not consider that there are conditions to apply which could mitigate those concerns.
