Purpose of the consultation

What is the consultation about?


The Council is considering to extend, discharge or vary the existing Public Space Protection Order (PSPO) for Bradford District relating to the consumption of alcohol in Bradford City Centre, Keighley Town Centre and Shipley Town Centre


The Council wants your views and feedback on the PSPO before it considers its options. Please complete and submit a survey.


Public Spaces Protection Orders (PSPO) deal with a particular type of activity in a defined public space (Bradford District) where this is having a negative impact on the quality of life for those in that public space.


(1) A local authority may make a public spaces protection order if satisfied on reasonable grounds that two conditions are met.

(2) The first condition is that—

(a) activities carried on in a public place within the authority's area have had a detrimental effect on the quality of life of those in the locality, or

(b) it is likely that activities will be carried on in a public place within that area and that they will have such an effect.

(3) The second condition is that the effect, or likely effect, of the activities—

(a) is, or is likely to be, of a persistent or continuing nature,

(b) is, or is likely to be, such as to make the activity.


A PSPO can stop or require an activity. For example, it may limit or stop vehicles or persons associated with them causing nuisance.


Before introducing a PSPO the Council must decide:


·       Whether or not the behaviour is having or is likely to have a negative effect.

·       If the effect or likely effect of the activity is recurring therefore making it unreasonable.


A PSPO lasts for a maximum of three years and can be renewed if necessary.


Failure to comply with an ‘Order’ can result in a Fixed Penalty Notice or a maximum Fine of £1000.



When does the consultation close?

The consultation will run for a period of 4 weeks and close on the 25 August 2022
