Purpose of the consultation

We invite you to examine the proposals for East Morton Village shown in the plans below and send your comments. The proposal is a direct result of residents’ concerns over speeding vehicles through East Morton Village.

Why are traffic calming features being proposed now?

 

Regular complaints have been made about vehicle speeds throughout the village despite the 20mph speed limit for many years however as traffic levels increase this has become more of a problem. Surveys show speeds to be more than the threshold used for self-enforcing schemes.

 

What is the speed threshold?

 

For a 20mph zone, the threshold for a self-enforcing scheme is an 85th percentile speed of 24mph. The 85th percentile speeds shown on the plans are from April 2022 to March 2023 and have been taken from the West Yorkshire Speed Compliance Tool.

 

What is the 85th percentile speed?

 

This is the speed at or below which 85% of vehicles are travelling.

 

Would there need to be additional signs and lines?

 

There would be no need for any additional signs and lines within the existing 20mph zone. Outside the 20mph zone there would be a requirement for warning signs for any traffic calming features installed. We are looking at providing extra signs and lines at the entry points to the zone.

 

Will the traffic calming features damage my vehicle?

 

The proposed traffic calming features will be constructed in accordance with the Department for Transport’s technical guidelines.  If the speed restriction is observed, there will be no damage to your vehicle. 

 

How many accidents have occurred within the proposed scheme limits?

 

In the last 5 years there have been 4 accidents resulting in 1 serious injury and 3 slight injuries.
