SAFER ROADS DEVOLVED BUDGET

The report of the Strategic Director, Place (Document “F”) updates the Bradford West Area Committee on changes to the apportionment of the Safer Roads budget (recently approved by Executive) and seeks approval for a programme of schemes in Bradford West for 2018/19.

 

Recommended –

 

(1)       That the Bradford West Area Committee notes the changes to the apportionment of the Safer Roads budget (approved by Executive on 12 June 2018).

 

(2)       That the Bradford West Area Committee approves a programme of Casualty Reduction schemes for 2018/19 listed in Appendix 1.

 

(3)       That the Bradford West Area Committee approves the proposed programme of Traffic Management schemes for 2018/19 listed in Appendices 2 and 3.

 

(4)       That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members.

 

(5)       That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration or in the event of there being no valid objections the Traffic Regulation Orders be sealed and implemented and the traffic calming or pedestrian facilities be implemented as advertised.

 

(6)       That the Bradford West Area Committee formally abandons previously approved schemes for St Margaret’s Road area, Haworth Road and Thornton Road (as detailed in paragraphs 3.1 - 3.2).

Minutes:

The report of the Strategic Director, Place (Document “F”) updated the Bradford West Area Committee on changes to the apportionment of the Safer Roads budget (recently approved by Executive) and sought approval for a programme of schemes in Bradford West for 2018/19.

 

Following a summation of the report, the Chair moved towards a question and answer session, as follows:

·         Explanation was sought in relation to the scheme on Thornton Road in junction with Whetley Lane?

o   This was a fairly large scheme and be part of a different larger project;

·         Were there any proposals for works in the Duckworth Terrace area?

o   No works had been flagged up however this area could be looked into.

o   In response to answer, the Committee highlighted that a Ward Member had raised particular issues in this area and it was understood that surveys had been undertaken in the past but a report had not been presented to the Committee;

·         How realistic was it to finance £100,000 for the conversion of two Zebra Crossings to Puffin Crossings on Horton Grange Road?

o   According to present budget, not possible;

·         For what reason was a cost of £3,000 put to a study on Thorn Street, as highlighted on the list of outstanding requests received for Traffic Management Measures in Bradford West?

o   A detailed project which also included officer time.

o   In response to answer, a Member of the Committee highlighted that he had received an email that the work had already been completed? The Principal Engineer stated that he would look into this matter;

·         What was the reason for Appendix 4, which contained major work items, but served no purpose due to lack of funding for highways?

o   They were listed as reference points for other streams of funding which could become available such as being put into conditions during new developments by companies;

·         There were a number of schemes that were attached with a high cost of works, for e.g. £40,000 cost for a Zebra Crossing?

o   This was owing to the fact that considerable work had to be undertaken in order for the correct form of safety measures being implemented. Nevertheless work was always awarded to the cheapest contracts;

·         How were estimates priced by Highways Officers?

o   In reflection of previous years cost of works.

 

The Committee kindly requested that the junction on Duckworth Lane with St Leonard’s Road be inspected as raised by a Ward Member in the past.

 

Resolved –

 

(1)       That the changes to the apportionment of the Safer Roads budget (approved by Executive on 12 June 2018) be noted.

 

(2)       That the programme of Casualty Reduction schemes for 2018/19 listed in Appendix 1 be approved.

 

(3)       That the proposed programme of Traffic Management schemes for 2018/19 listed in Appendices 2 and 3 be approved.

 

(4)       That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members.

 

(5)       That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration or in the event of there being no valid objections the Traffic Regulation Orders be sealed and implemented and the traffic calming or pedestrian facilities be implemented as advertised.

 

(6)       That the Bradford West Area Committee formally abandons        previously approved schemes for St Margaret’s Road area,             Haworth Road and Thornton Road (as detailed in paragraphs 3.1 -     3.2).

 

(7)       That officers remove those items from the outstanding lists of    schemes that are more than 5 years old, subject to consultation      with respective ward members.
