MEMBER QUESTION TIME

To deal with supplementary questions arising from the following questions of which written notice has been given. 

 

Notes:

 

(i)         Answers to written questions shall be circulated at the commencement of the meeting.

 

(ii)        The Lord Mayor will have regard to the list of questions and the political composition of the Council in calling on Members to put their supplementary question to the Leader of Council and Portfolio Holders.

 

(iii)       A period of up to 30 minutes shall be available for supplementary questions to Members of the Executive.

 

1.         Councillor Aneela Ahmed

Restart a Heart Day was developed in 2013 by the European Resuscitation Council to teach members of the public how to help restart the heart of someone who has suffered a cardiac arrest.The following year, Yorkshire Ambulance Service NHS Trust offered all secondary schools in Yorkshire the opportunity to receive free CPR training for pupils on Restart a Heart Day (on or around 16 October), also known as Shocktober, and many in our district have taken it up. Will the Leader and everyone across the chamber join me in pledging that they will encourage secondary schools in their wards to take up this initiative so Restart a Heart 2020 onwards will be even bigger and better with an aim to have 100% of our secondary schools involved and trained in CPR?

 

2.         Councillor Geoff  Winnard

Further to the recent negative Ofsted Report regarding the levels of service provided to Bradford Council Cared for Children, the hold ups to improvements at the Bradford Train Stations, amongst a number of other significant service level concerns, to which the Council’s recruitment and retention failures have contributed, could the Leader of the Council provide members with a comparison of the salaries of Key Professional positions within this council, our neighbours and other comparable Councils?

 

3.         Councillor David Ward

To the portfolio holder for Education. When does the Portfolio Holder intend to take action to deal with the mounting deficit at Hanson School?

 

4.         Councillor Martin Love

Question for the Leader: Can the Leader of Council tell us how many of the organisations that subscribe to the West Yorkshire Pension Fund have declared a Climate Emergency?

 

5.         Councillor Anne Hawkesworth

Facing the harsh fact that the Ilkley Car Parking Strategy combined with the new on-street car parking charges and revised car parking charges regime introduced into Ilkley on 29th July 2019 are manifestly misconceived in that they are failing to reduce car parking pressure on the residential streets producing social friction and degrading social cohesion damaging business with the consequential threat to livelihoods and the value of commercial property investments and clearly failing to produce the predicted revenue stream will the Portfolio Holder as a temporary measure (until such time as new and fully workable proposals are implemented) agree to suspend the on-street car parking charges and the charges for the Railway Road and Leeds Road car parks and whilst maintaining waiting restrictions re-allocate all-day business parking permits from the residential streets to the farther on-street parking areas so that they accept all-day business parking permits  as well as short term parking whilst maintaining sufficient short term parking in central Ilkley?

Can the portfolio holder update members on how the roll-out of electric vehicle charge points across the district is progressing?

 

7.         Councillor Sinead Engel

What consequences will there be for the contractors who resurfaced Allerton Road earlier this year for their failure to completely clear the mounds of residual tar and stones left littering Chapel Lane?

 

8.         Councillor Debbie Davies

Please could the relevant Portfolio Holder clarify the size of the site to be sold after Ian Clough Hall and Baildon library are demolished and how many public parking spaces will remain?

 

9.         Councillor Taj Salam

Does the portfolio holder for Healthy People and Places share in my excitement about the success of the UCI cycling world championships in our district which brought communities together and surely encouraged a love of cycling for us all?

 

10.       Councillor Nazam Azam

Can the portfolio holder explain the strategic investment in culture and what additional funding or activities it is attracting in to the district?

 

11.       Councillor Zafar Ali

Would the Leader of the Council please be kind enough to inform members, in detail, of the Council’s plans for the former Keighley Carnegie Library Building?

Can the Leader update members on steps being taken to reduce the waiting times for adults in Bradford in need of an autism assessment?

 

13.       Councillor Jeanette Sunderland

Question to the Portfolio Holder for Adult Social Care. Can the Portfolio Holder advise Council if they have any plans to replace overnight care-workers caring for people with complex care needs with technology?

 

14.       Councillor Ralph Berry

Can the Leader of Council update members of council on the numbers of families with children requiring discretionary housing support in the last two years in order to prevent disruptive home moves?

 

15.       Councillor Rebecca Poulsen

Local and rural roads can become narrowed by overhanging vegetation and overgrown verges which makes them dangerous for drivers and pedestrians.  What is the council doing to ensure roads and pavements are not blocked by overhanging vegetation and overgrown verges?

Does the Leader join with me in supporting the staff at the BRI in their ongoing dispute?

 

17.       Councillor Angela Tait

Can the Leader report back on the success of the City of Culture launch events at Kala Sangam in Bradford and at the Southbank Centre in London?

 

18.       Councillor Robert Hargreaves

Could the relevant Portfolio Holder confirm the cost to the Council, of the Playing Pitch strategy produced by management consultants from Bury?

 

19.       Councillor Hassan Khan

Can the portfolio holder tell us the progress to date on 20mph zones and what further plans there are for the roll-out?

 

20.       Councillor Mohammed Shafiq

Given our declaration of a climate emergency can I have an update on what work we can do or are already doing with schools on this agenda to improve the environment?

 

21.       Councillor Jeanette Sunderland

Question to the Portfolio Holder for Children’s Services. How many children and young people (listed by age group) are living in the District in semi-independent accommodation that is not subject to Children’s Homes regulations or regulation by OFSTED?

 

22.       Councillor Vanda Greenwood

Can the portfolio holder tell us about some of the cultural events and shows that families can look forward to in the run-up to Christmas in the district?

 

23.       Councillor Mike Pollard

In the light of the shortcomings revealed in recent OFSTED inspections of Children’s Social Care in several Local Authorities including Bradford, does the Leader of Council agree with her Party’s Conference announcement, which has suggested that OFSTED should be disbanded and that Local Authorities will be allowed to ‘mark their own homework’ in this vital field of activity?

Does the portfolio holder share my great frustration that still the government is yet to announce a plan to address the national crisis in funding for adult social care?

 

25.       Councillor Shakeela Lal

Can the Leader describe what we as a council and district are doing to support police and other agencies to tackle modern slavery?

 

26.       Councillor Debbie Davies

In July we were told that 40 new SEND school places would be provided at Oastler School from September 2019 – please can the relevant Portfolio Holder clarify where these 40 children are currently being educated as I understand there is insufficient space at the school for these pupils and no building work has begun at Oastler School?

Can the portfolio holder tell me what support we are giving to rough sleepers?

 

 

28.       Councillor Anne Hawkesworth

What progress has your department made in progressing and implementing 20 mile per hour zones in Ilkley with particular reference to Ben Rhydding?

 

29.       Councillor Tariq Hussain

As a council we have protected a number of community facilities from government cuts by transferring them to communities. Can the portfolio holder give an update on how many asset transfers we have successfully completed so far?

Question to the Leader of Council. Since the Council declared a Climate Emergency, how many flights both internal and external to the UK have been purchased by the Council. Please detailing who (Member or Officer) and the purpose of the trip?

Can the portfolio holder give an update on the Sedbergh leisure centre opening and what new facilities are on offer at the site?

 

32.       Councillor Jackie Whiteley

Can the Portfolio Holder please confirm that the updated SHMA is correct and that 30% of the Bradford workforce is actually employed out of the district?  Are our employment figures skewed because of this? Secondly, as this Council has announced at the first Partial Review of the Core Strategy workshop that it is acting independently of other authorities in the area why are our housing numbers still so high?

Can the portfolio holder outline how many families in Bradford have been assisted with s17 payments under the Children Act?

 

34.       Councillor Dale Smith

Could the Leader of the Council be so kind as to advise colleagues how many Apprentices, broken down by departments, has the Council on their books as at 1st July 2019?

 

35.       Councillor Geoff Reid

Can the Portfolio Holder please detail how many motorists have been fined across the District for idling their engines over the past 3 years?

 

36.       Councillor Robert Hargreaves

Can the Leader of the Council confirm the amount of money the Council has paid to outside organisations in relation to Council Tax collections, broken down to show fees for “over the counter” payments via banks and The Post Office etc, and  payments to debt collection agencies, bailiffs etc over the past 5 years?

 

37.       Councillor Alan Wainwright

Could the readings of noxious fumes be shown for all the gateway roads into Bradford City centre and including Tong Street?
