DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

 

Minutes:

Councillor Engel disclosed an interest in Minute 59 “Community Chest” as her child attended a group that had received funding.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

WOODHEAD ROAD, BRADFORD - OBJECTION TO A PROPOSED TRAFFIC REGULATION ORDER pdf icon PDF 193 KB

The report of the Strategic Director, Place (Document “AB”) considers an objection to a recently advertised Traffic Regulation Order for proposed waiting restrictions on Woodhead Road and Summerville Road, Bradford.

 

Recommended –

 

That the objection be overruled and the pedestrian refuge on Woodhead Road be constructed and the proposed Traffic Regulation Order at the junction of Woodhead Road and Summerville Road be sealed and implemented as advertised.

Minutes:

The report of the Strategic Director, Place (Document “AB”) considered an objection to a recently advertised Traffic Regulation Order for proposed waiting restrictions on Woodhead Road and Summerville Road, Bradford.

 

The Committee highlighted importance of the Highways and Planning Section to work closely with one another in order to accelerate and resolve the issues of parking in the Bradford West area.

 

Resolved

 

That the objection be overruled and the pedestrian refuge on Woodhead Road be constructed and the proposed Traffic Regulation Order at the junction of Woodhead Road and Summerville Road be sealed and implemented as advertised.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR BRADFORD WEST - 2017/18 pdf icon PDF 89 KB

The Report of the Strategic Director, Place (Document “AC”) provides information on Capital Highway Maintenance funding for 2016/17 – 2017/18 and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites for 2017/18.

 

Recommended –

 

That the Bradford West Area Committee approves the proposed programme of works for 2017/18 as shown in Appendix 2 and 3.

Minutes:

The Report of the Strategic Director, Place (Document “AC”) provided information on Capital Highway Maintenance funding for 2016/17 – 2017/18 and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites for 2017/18.

 

The Committee shed light on the issue of debris left behind after previous works at various locations in the Bradford West area and advised the Principal Engineer to reaffirm to contractors the importance of cleaning following conclusion of works.

 

Resolved

 

That subject to consultation with City and Clayton Fairweather Green Ward Members in relation to amendments to proposals in their respective wards, that the Bradford West Area Committee approves the proposed programme of works for 2017/18 as shown in Appendix 2 and 3.

The Report of the Bradford West Area Co-ordinator (Document “AD”) outlines the work of the Bradford West Area Co-ordinator’s Office in the addressing the Ward priorities contained in the six Ward Plans.

 

Recommended –

 

(1)       That the work of the Bradford West Area Co-ordinator’s Office in supporting Ward priorities within the Bradford West Ward Plans 2016-2017 be noted.

 

(2)       That the commitment and involvement of residents, local community, voluntary organisations and partner agencies in supporting the priorities be welcomed and supported.

 

(3)       That the constructive engagement with local communities at Neighbourhoods and through other forms of Community Engagement in meeting the Ward Plan priorities be noted.

That the work of the Community Development (CD) Workers on behalf of the commissioned organisations during the period April 2016 to March 2017 to support Ward priorities within the Bradford West Ward Plans 2016-17 be noted.

Minutes:

The Report of the Strategic Director of Place (Document “AE”) outlined the work of Community Development Workers on behalf of the four commissioned organisations during the period April 2016 to March 2017 to support Ward priorities set out within the Bradford West Area Committee Ward Plans 2016-17.

 

The Chair praised the Community Development Officers for their work on behalf of organisations. In addition Girlington Centre, Manningham Mills and CNet were thanked for the delivered projects within communities.

 

Resolved –

 

That the work of the Community Development Workers on behalf of the commissioned organisations during the period April 2016 to March 2017 to support Ward priorities within the Bradford West Ward Plans 2016-17 be noted.

That the wide range of applications from groups, organisations and individuals across Bradford West are noted and welcomed.

 

That the Bradford West Area Co-ordinator’s Office continue to ensure the effective allocation of the Community Chest Budget by providing appropriate advice and support to applicants.
