DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

(3)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR KEIGHLEY CONSTITUENCY - 2024/25 pdf icon PDF 249 KB

The report of the Strategic Director, Place, (Document “L”) provides information on the Capital Highway Maintenance funding element of the Local Transport Plan for 2024/25 and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites in the Keighley constituency.

 

Recommended –

 

That the proposed list of schemes for Non-Classified road resurfacing schemes and Surface Dressing sites in the Keighley constituency for 2024/25, as shown in appendices 2 & 3 of Document “L” be approved.

Minutes:

The report of the Strategic Director, Place, (Document “L”) provided information on the Capital Highway Maintenance funding element of the Local Transport Plan for 2024/25 and made recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites in the Keighley constituency.

 

The background information contained in the report revealed that the varying types and classifications of roads were surveyed annually using standardised survey and video equipment. The sites chosen for inclusion were those that were shown to be in the most need of repair following in-house and third-party condition analysis. That analysis was supplemented with routine site monitoring by officers. Those roads that were known to have suffered increased deterioration due to the ageing process and recent winter weather were also considered when formulating annual schemes lists.

 

For information purposes, Appendix 1 summarised the resurfacing schemes completed and those still outstanding from the 2023/24 approved list.

A recommended list of Non-Classified resurfacing schemes for the 2024/25 financial year was included in Appendix 2. A recommended list of Surface Dressing sites for the 2024/25 financial year was included in Appendix 3.

           

It was explained that the full list of Non-Classified resurfacing sites

(Appendix 2) was detailed in priority order, based on road condition. The cut off between ‘priority’ and ‘reserve’ sites coincided with a value of circa £750,000 as described in paragraph 4.1. Memberswere advised they may seek to substitute schemes from the priority list with those from the reserve list as was deemed necessary to address local highway maintenance concerns. Also, if it transpired that it was not feasible to progress any of the originally selected schemes, those would be substituted with alternatives from the reserve list.

 

Resolved –

 

That the proposed list of schemes for Non-Classified road resurfacing schemes and Surface Dressing sites in the Keighley constituency for 2024/25, as shown in appendices 2 & 3 of Document “L”, be approved.
