ALTERNATE MEMBERS (Standing Order 34)

The City Solicitor will report the names of alternate Members who are attending the meeting in place of appointed Members. 

 

22.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

The following referrals have been made to this Committee up to and including the date of publication of this agenda.

 

The Committee is asked to note the referrals listed above and decide how it wishes to proceed, for example by incorporating the item into the work programme, requesting that it be subject to more detailed examination, or refer it to an appropriate Working Group/Committee.

DELIVERING A NEW YOUTH OFFER FOR BRADFORD DISTRICT pdf icon PDF 141 KB

The report of the Strategic Director – Environment and Sport (Document “BH”) proposes a way forward for establishing a new Youth Offer for the Bradford District in response to the recommendations made in the Youth Offer Review report produced in November 2014.

 

Recommended -

 

(1)               That the work undertaken by the Youth Offer Working Group as detailed in Appendix A of Document “BH”be welcomed.

 

(2)               That the Committee considers and comments on the proposals and recommendations made by the Youth Offer Working Group in Appendix A to Document “BH”.

SCHOOL CAPITAL FUNDING ANNOUNCEMENT AND SCHOOL EXPANSION PROGRAMME 2016-2017 pdf icon PDF 124 KB

The report of the Director of Children’s Services (Document “BI”) details the recent school funding announcements from the Education Funding Agency (EFA) and also details the school expansion projects the Authority is currently undertaking.

EQUALITY ACTION PLAN PROGRESS REPORT pdf icon PDF 117 KB

 

This report of the Deputy Director of Education, Employment and Skills (Document “BJ”) provides an annual progress update on the Council’s Equality Action Plan (published in 2013), as the Council’s means of meeting its statutory duties.

 

Recommended –

 

That the Committee considers what it would like to put in the work programme for the next municipal year on the Equality Action Plan.

SCRUTINY OF HOME SCHOOLING - DRAFT TERMS OF REFERENCE pdf icon PDF 165 KB

On 22 March 2016 Council resolved amongst other things:

 

To:

(1)       Continue to make safeguarding of every child in the District a priority.

(2)       Ask that the Children’s Services Overview and Scrutiny Committee to ensure that a comprehensive and robust review of the Council’s approach to elective home education is carried out over the next six months in which the safeguarding of children is central.

(3)       Request the Chief Executive to write to the Secretary of State for Education expressing support for a review of national policy on elective home education which should include support for local authorities and partner agencies in cases where access to children is refused so that they can satisfy themselves that all children’s education and welfare needs are being met.   

 

In addressing the above resolution from Council, the Committee will be asked to consider the draft Terms of Reference for the proposed scrutiny review of Home Schooling (Document “BK”) to follow.
