The final model for SEND Transformation of the specialist teaching and support services for children and young people aged 0-25 years

Approval is by Executive sought to implement the final agreed model.The Executive is asked to approve the final model for the delivery of Specialist Teaching Support Services (TSS) for children and young people aged 0-25 years with SEND (Option 3).

The final model has been revised following an extended period of formal consultation with partners, stakeholders, staff, children, and their families; agreed by Executive on 9 January 2018.

The restructure and delivery of a new model of working for the TSS will be implemented in order to achieve significant savings from the High Needs Block (HNB).  Under this proposal a new Inclusive Education Service will be formed which will be 70% funded by the HNB and 30% funded through income generation.

A proportion of the current funding for the service will be utilised to increase the number of much needed SEND specialist early year places. 

This proposal sits alongside other financial structural changes to the way that SEND and Behaviour Services are funded agreed by Schools Forum on 10 January 2018.

Consultation process

Initial engagement 2 May to 6 June; first formal consultation 26 June to 31 August; July 2017 on-line school survey. Extended formal consultation from 17 January – 28 February 2018.
