That the creation of a shop is not considered to generate additional traffic movements, parking and delivery requirements, which will exacerbate highway safety issues. 

 

And that the application be subject to the following conditions:

 

(i)         The use of the premises shall be restricted to the hours from 08:00 to 20:00.

 

Reason: In the interests of the amenities of neighbouring residents and to accord with Policy DS5 of the Core Strategy Development Plan Document.

 

(ii)        The development hereby permitted shall be constructed using external facing and roofing materials to match the existing building as is specified on the submitted application.

10/09/2019 - BACKING BRADFORD'S BID TO BE UK CITY OF CULTURE IN 2025 ref: 3119    Recommendations Approved

(1)       That the Council backs the bid to become UK City of Culture 2025.  The bid will be led by a Culture Trust and supported by the Cultural Place Partnership and Cultural Voice Network.

 

(2)       That Council be recommended to approve Section 9 - Option 3 of this report and allocate funding up to a maximum of £1,435,000 over 3 years, as detailed in appendix 3 and that this funding be made available to the accountable bodies concerned via existing Council annual grant application protocols or in the case of contracts for services that are awarded through compliant procurement procedures.  It is noted that this investment will be used to leverage much greater external investment in the cultural sector in the District.

(I)         SINGLE USE PLASTICS SCRUTINY REVIEW

Resolved –

 

(1)       That it be recommended to the Executive that it approves

            and adopts the findings and recommendations contained within

            the Single Use Plastics Scrutiny Review Report.

 

(2)       That it be recommended to Council that it considers the

            findings and             recommendations contained within the Single Use

            Plastics Scrutiny Review Report and that it also appoints a Single

            Use Plastics Members Champion.

In receiving the above recommendation the Executive resolved:

 

(1)       That Executive welcomes the recommendations of the Single Use

            Plastics Scrutiny Review Report. It approves the appointment of

            Councillor Jenkins as Member Champion against Single

            Use Plastics, requests the Councillor in consultation with the

            the Portfolio Holder and Executive Assistant to consider the viability

            of the adoption of the Review recommendations (1, 3 - 6, 8 -13) in

            conjunction with the Council’s Climate Change Framework for Action and    

            report back to the Executive.

 

(2)       That  Recommendation 7 of the Scrutiny Review Report be approved, namely             that Bradford Council’s Chief Executive and Leader of the Council

            write to the Local Government Association, requesting that they

            lobby the packaging industry to develop alternatives to plastic

            packaging.

 

 

2.Corporate Overview and Scrutiny Committee - Wednesday, 10 July 2019   

 

(II)        FULL-YEAR PERFORMANCE REPORT

Resolved –

 

(1)       That this Committee requests the Executive to separate Libraries and Museums from Markets in relation to the total number of visits to

            cultural attractions, in readiness for the mid year performance

            reporting.

 

(2)       That this Committee requests that a report be presented to this Committee which relates to the Evaluation of the HR Plus Contract.

That, having considered all valid representations made by the parties to the hearing; valid written representations received during the statutory period; the published statement of licensing policy and relevant statutory guidance, the Panel finds as follows:-

 

(1)  That the hours of existing licensable activities for the sale/supply of alcohol and regulated entertainment be restricted as follows:

·         Monday to Sunday 1200 to 0200

 

(2)  That no licensable activity shall take place at the premises unless or until a CCTV system (with satisfactory internal and external coverage) of a standard acceptable to and to the written satisfaction of West Yorkshire Police and the Licensing Authority has been installed at the premises. The approved CCTV shall be maintained in good working order and used at all times the premises remain open to the public for licensable activities. Any CCTV footage shall be kept for at least 28 days and be available to the Licensing Authority or a Responsible Authority on request.
