SAFER ROADS DEVOLVED BUDGET

Members are asked to consider Document “E” which updates the Committee on changes to the apportionment of the Safer Roads budget (recently approved by the Executive) and seeks approval for a programme of schemes in Shipley for 2018/19.

 

Recommended –

 

(1)       That the changes to the apportionment of the Safer Roads budget (approved by the Executive on 12 June 2018) be noted.

 

(2)       That the proposed programme of recommended Casualty Reduction schemes and Locally Determined/Community Projects for 2018/19, listed in Appendix 1 to Document “E” , be approved.

 

(3)       That the proposed programme of recommended Casualty Reduction schemes for 2018/19, listed in Appendix 2 to Document “E”, be approved.

 

(4)       That the proposed programme of recommended works for 2018/19, as listed in Appendix 3 to Document “E”, be approved.

 

(5)       That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members.

 

(6)       That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration, or in the event of there being no valid objections, the Traffic Regulation Orders be sealed and implemented and the traffic calming or pedestrian facilities be implemented as advertised.

Minutes:

Members were asked to consider Document “E”, a report submitted by the Strategic Director, Place, which updated the Committee on changes to the apportionment of the Safer Roads budget (recently approved by the Executive) and sought approval for a programme of schemes in Shipley for 2018/19.

 

The Strategic Director, Place explained that the Executive, on 12 June 2018, had approved to establish a top-slice of the Safer Roads budget to enable the promotion of strategic or District wide projects and for each Area Committee to retain an indicative sum for general traffic management measures.  He confirmed that the outstanding schemes identified within Appendix 1 to Document “E” that were all near realisation and subject to significant financial commitment would need to be progressed.  Some high priority schemes, set out in Appendix 2 to Document “E”  would be completed and funding would be available for Member determined projects.

 

A Member queried the position in relation to the Traffic Regulation Order (TRO) in Baildon and questioned why it had not been included in the capital works programme.  In response the Strategic Director, Place stated that there was merit in the scheme and at some point all the proposed TROs would be grouped together to be undertaken as a whole.  Bradford South Area Committee had undertaken this approach and it may be possible for other Committees to adopt the same process.      

 

With regard to the other casualty reduction schemes, the Strategic Director, Place clarified that the remaining proposed projects would be progressed when funds were available. 

 

The Chair stated that previously budgets had been allocated once the staffing element had been added and very few schemes had been completed, however, since it had been removed more projects were being finalised.  He indicated that the Committee would need to understand the current situation before any other schemes could be considered.  The Strategic Director, Place reported that the budget would be in a stronger position next year and the Member determined element would become more prominent. 

 

A Member then questioned the regulations in respect of 20 miles per hour (mph) speed limits.  In response the Strategic Director, Place confirmed that 5 years ago the Association of Chief Police Officers (ACPO) had resolved that the 20 mph limit could be enforced if so wished, however, it was at the discretion of each Chief Constable to enforce and no police force had done so to date.  Police advice was that the limit should be self-enforcing and regulations stated that schemes under certain thresholds could introduce 20 mph limits.  Members noted that a number of 20 mph schemes had been established in the Bradford District, however, it needed to be ensured that they would work in the chosen location or it could bring the project into disrepute.

 

A representative of Wrose Parish Council was present at the meeting and queried what would be addressed in relation to the scheme in Shipley.  The Strategic Director, Place explained that the funding would improve a number of aspects including signage and driver discipline and the Parish Council would be consulted prior to the commencement of the scheme.

 

In relation to a number of schemes highlighted by Members that were outstanding requests, the Strategic Director, Place indicated that they could be put forward for implementation next year and looked at prior to a decision being made.

 

In conclusion the Chair informed Members that there may a small amount of residual funds remaining and suggested that it would seem sensible to allocate the money to an appropriate scheme.

      

Resolved –

 

(1)       That the changes to the apportionment of the Safer Roads budget (approved by the Executive on 12 June 2018) be noted.

 

(2)       That the proposed programme of recommended Casualty Reduction schemes and Locally Determined/Community Projects for 2018/19, listed in Appendix 1 to Document “E” , be approved.

 

(3)       That the proposed programme of recommended Casualty Reduction schemes for 2018/19, listed in Appendix 2 to Document “E”, be approved.

 

(4)       That the proposed programme of recommended works for 2018/19, as listed in Appendix 3 to Document “E”, be approved.

 

(5)       That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members.

 

(6)       That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration, or in the event of there being no valid objections, the Traffic Regulation Orders be sealed and implemented and the traffic calming or pedestrian facilities be implemented as advertised.

 

(7)       That any residual Committee underspend be allocated to an appropriate Casualty Reduction Scheme by the Strategic Director, Place, in consultation with the Chair.
