ALTERNATE MEMBERS (Standing Order 34)

The Director of Legal and Governance will report the names of alternate Members who are attending the meeting in place of appointed Members. 

2.

DISCLOSURES OF INTEREST

Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

(2)      Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(3)      Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(4)      Officers must disclose interests in accordance with Council Standing Order 44.

Any referrals that have been made to this Committee up to and including the date of publication of this agenda will be reported at the meeting.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

WASTE AND FLEET SERVICES - PERFORMANCE AND CONTRACT REVIEW 2023-24 pdf icon PDF 311 KB

The Strategic Director, Place will submit a report (Document “R”) which provides a description of the service provision and all Waste related activities during 2023/24, 2024/25 and those planned for 2025/26, to improve the management of waste to more sustainable levels in line with the Waste Strategy (Municipal Waste Minimisation and Management Strategy 2015).

The report also includes details on the performance of Fleet Services and the “Managed Stores” contract.

 

Recommended –

 

(1)  That the contents of this report be noted.

 

(2)  That a further update on activity be provided in 12 months’ time.

§  comparative information in relation to other authorities;

§  food waste recycling.

FLY-TIPPING IN THE BRADFORD DISTRICT pdf icon PDF 239 KB

The Director, Place will submit a report (Document “S”) outlining the activities of the Environmental Enforcement Team in partnership with the Street Cleansing Service, focusing on fly tipping and other waste related offences.

 

Recommended –

 

(1)  That the contents of this report be noted.

 

(2)  That a further update on activity be provided in 12 months’ time.

That this Committee requests a further progress report be presented in 12 months, which also specifically includes:

 

§  Education, awareness raising campaigns across the District;

§  Environmental enforcement and sanction outcomes.

The report of the Chair of the Regeneration and Environment Overview and Scrutiny Committee (Document “T”) will be submitted to the Committee and represents the Work Programme for 2024-25.

 

Recommended –

 

That the Work programme 2024-25 continues to be regularly reviewed during the year.
