7.

BUDGET FORECASTS MAINTAINED SCHOOLS (I) pdf icon PDF 121 KB

The Business Advisor (Schools) will present a report, Document RN, which, following the presentation at the last meeting of balances that were held by maintained schools at the end of the 2023/24 financial year, and discussion on this, provides high level information on 2024/25 budgets and 3-year forecasts that have now been submitted by maintained schools. This information is presented for the Forum’s awareness.

8.

The Assistant Director will present a report, Document RO, which presents the Authority’s recommendations and strategic plan relating to Alternative Provision (in response to permanent exclusion) and the financial implications on the High Needs Block. This report is presented alongside the Document RP, which is presented under the next agenda item.

9.

HIGH NEEDS BLOCK FORECAST AND MITIGATION (I) pdf icon PDF 117 KB

The Business Advisor (Schools) will present a report, Document RP, which provides an update on the Authority’s forecast of the future High Needs Block / DSG deficit and management. This report is to facilitate further discussion with the Schools Forum, especially on mitigating activity.

(2)       The Forum is asked to consider whether it wishes to reconstitute a subgroup to further discuss and take forward the matters and actions that are raised.

The Business Advisor (Schools) will present a report, Document RQ, which provides an overview of local formula funding review priorities for the 2025/26 financial year for the Schools Block, High Needs Block and Early Years Block.

(1)       The Schools Forum is asked to consider and to note the information provided.

 

(2)       Forum Members are invited to (remotely) attend a ‘Formula Funding Working Group’ session, on Wednesday 25 September (8am) or Thursday 26 September (8am) or Tuesday 1 October (8am). As in previous years, these sessions will enable Forum Members to consider in more detail the impact of national formula funding decisions and to explore and guide the proposals for 2025/26 for Bradford’s Schools and High Needs Block formula funding arrangements that are anticipated will be set out for consultation in October.
