DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

 

Minutes:

In the interests of transparency, Councillor Jeanette Sunderland declared that she was a Trustee on Bradford East Good Neighbours (Children and Young People Charity).  The interest was not prejudicial and she reamined in the meeting during discussion and voting.

YOUTH SERVICE UPDATE - BRADFORD EAST pdf icon PDF 269 KB

The Strategic Director, Place will submit Document “F” which gives an update on work undertaken by the Youth Service in the Bradford East Area in the past 12 months and outlines the direction of travel for the next 12 months.

 

The report outlines the following information:

·         An overview of youth provision and a timeline of the Youth Service’s response to the Covid 19 pandemic.

·         An update on how the Youth Service continues to respond to increased demand and complexity of need.

·         An introduction to the work of the Young Covid Recovery Ambassadors and their role in the community.

·         An update on youth provision ward by ward and key developments.

 

Recommended-

 

That the work undertaken by the Youth Service in the Bradford East Area as detailed in Document “F” be welcomed.

Minutes:

                                            

The Committee was provided a report of the work undertaken by the Youth Services in the Bradford East Area during the last twelve months and an overview outlining the work proposed to be undertaken during the next twelve months.

 

The Committee was provided a presentation which sets out the work undertaken by the Youth Services and also highlighted the positive work carried out in supporting young people, in particular during the pandemic. The Youth Services would continue to explore working with more partner agencies.

 

Young Covid Ambassador for Bradford East and Youth Work Ward Lead for Bradford Moor were present at the meeting and gave an overview of the work undertaken with the young people and highlighted some of the significant challenges that young people experience and the difficulties faced in the services provided in Bradford East Area.

 

Whilst it was acknowledged that progress had been made in improving services for young people working together with Police and wardens, it was recognised that further work was required to ensure that young people received the appropriate support and access to services to help them better their lives.  Furthermore, the Young Covid Ambassador was keen to seek support from Elected-Members to provide consistent services young people.

 

The Committee recognised the vulnerability of young people and recognised that there were gaps across the distinct to better understand the challenges and needs of the young people in the Bradford East Area. Furthermore, it was acknowledged it was important to ensure that young people were getting the help and support needed to reduce any problems they might experience, in particular for the new communities that moved into the area and the challenges they faced.

 

On behalf of the Committee, Members’ thanked the Young Covid Ambassador and Youth Work Ward for the update provided and for their contribution.

 

Resolved-

 

(1)  That a further report to be provided to the Committee in respect of Youth Services work undertaken with partners and communities, including identifying any gaps in the service provision and funding details to also be provided; and

 

(2)  That the work undertaken by the Youth Service in the Bradford East Area as detailed in (Document “F”) be noted.

 

 

21.

LOCALITY WORKING REVIEW - BRADFORD EAST APPROACH AND CREATING A LOCALITIES PLAN FOR THE AREA pdf icon PDF 121 KB

The Strategic Director, Place will submit Document “G” which reports that the Council with its partners is reviewing the approach to Locality Working.  The report outlines the District wide approach emerging from the Review, considers the data available to support the process and presents some options on how to develop the approach in Bradford East.   

 

Recommended-

 

(1)  That the committee notes the Localities Review and implications for the Bradford East Area Committee.

 

     (2) That the Committee chooses one of the three approaches to develop a localities plan for Bradford East.

 

(3)  That the Area Coordinator is asked to lead on the approach and develop an             engagement plan, keep Councillors updated on the progress and report back progress to the committee in 2022.

The Strategic Director, Place submitted a report (Document “G”) which provided the Locality Working Review.

 

The Bradford East Area Co-ordinator provided an overview and requested the Committee to look at best models to develop Bradford East Locality Plan around early help and prevention for the local community. The Plan would also include engagement work with partner/agencies and potential services provided to the community for the future.

 

In the ensuing debate Members’ raised a number of concerns, including the challenges around engaging with residents dealing with their issues.   Some Members expressed their concerns and were keen to understand the process of the localities plan and how residents would be reporting issues to the Council. The Area Co-ordinator explained that this would be dependent on the circumstances of each individual and that residents and Members were always welcome to contact the Council in order to progress the query. 

 

The Area Co-Coordinator gave examples of the various types of preventative action that could be undertaken. This scheme would promote opportunities where communities resolved issues without any interventions and how services could be delivered differently. It was acknowledged that there were challenges, however help would be provided by the Council if required.

 

Members wanted assurance that the scheme would not relapse and would be sustainable. Members felt it was important that a clear process and commitment was in place to ensure that there was effective coordination of understanding across the partnership. 

 

Members noted that the data provided within the report was from 2019, it was suggested that an additional information should be provided which required with up to data and information in relation to Bradford East Area profile.

 

The Committee commented that it was prudent to have an open and transparent approach to address the issues and a robust plan was required to improve engagement with local communities and partners. 

 

The Committee recommended workshop session be provided to all Elected Members for Bradford East in order for them to better understand the changing needs of the resident and explore the best options.

 

Resolved:

 

(1)  That the committee notes the Localities Review and implications for the Bradford East Area Committee;

 

(2)  That the Area Coordinator is asked to lead on the approach and develop an engagement plan, keep Councillors updated on the progress and report back progress to the committee in 2022; and

 

(3)  That a workshop to be arranged in January 2022, with all Bradford East Councillors to discuss and agree an approach to develop a sustainable engagement plan for the local communities.

NEIGHBOURHOOD WARDENS AND ENVIRONMENTAL ENFORCEMENT OFFICERS pdf icon PDF 147 KB

The Area Co-ordinator will submit Document “H” which provides information on the work of the Neighbourhood Wardens, Covid Support Workers and Environmental Enforcement Officers in Bradford East. 

Recommended-

 

(1)  That the Area Committee notes the progress of the Environmental Enforcement Service since the last report in February 2021.

 

     (2)  That the Area Committee support the proposed developments to improve the performance of the service through the work of the Environmental Task Force over the coming 18 months.

 

    (3)  That a further report is brought to the Area Committee in 12 months’      time.

Minutes:

The Area Co-ordinator submitted a report (Document “H”) which provided information on the work of the Neighbourhood Wardens, Covid Support Workers and Environmental Enforcement Officers in Bradford East.

 

The Environmental Services and Enforcement Manager and the Warden and Environmental Enforcement Manager were present at the meeting and provided a comprehensive overview of the activities undertaken, in particular, recruitment and training, the positive community engagement work done during the pandemic and work of the Covid Hub.

 

A member stressed that in some areas of Bradford East there were issues with people using the recycling bins for general waste which caused contamination to the recycled waste. It was recognised that the Council needed to work with residents where there was high level of waste contamination and educate them to recycle properly. 

 

A member expressed their concerns in relation waste/litter left by patrons, in particular, on Leeds Road. Businesses should be responsible to ensure that the area around the perimeter of their premises was kept clear of litter and refuse. It was suggested that Environmental Rating Scheme should be introduced (similar to Food Hygiene Rating Scheme) and that the businesses should be part of the scheme.

 

Resolved:

 

(1)  That Bradford East Area Committee notes the progress of the Environmental Enforcement Service since the last report in February 2021;

 

(2)  That Bradford East Area Committee support the proposed developments to improve the performance of the service through the work of the Environmental Task Force over the coming 18 months; and
