DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct. Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

 

 

Minutes:

In the interest of clarity, the following Councillors disclosed interests in the item relating to Annual Update on Road Safety in Bradford West (Minute 15):

 

·         Chair, as his wife was an employee at a school in the area.

·         Councillor Akhtar, by virtue of her employment with West Yorkshire Police.

·         Councillor Ahmed, by virtue of her employment with Yorkshire Ambulance Service.

·         Councillor Engel, as she had a child attending a school in the area.

·         Councillor Duffy, as she was a Local Authority Governor Chair of Sandy Lane Primary School.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted.

BACK ST MARGARET'S TERRACE - PETITION pdf icon PDF 11 MB

The report of the Strategic Director, Place (Document “E”) considers a petition to carry out maintenance work on Back St Margaret's Terrace, Bradford.

 

Recommended –

 

(1)       That Back St Margaret's Terrace be added to the list of roads to be       considered for inclusion on the highway maintenance capital         programme for Non-PRN (Non-classified roads) 2019/20 along          with other similar requests received or identified throughout the            year.

 

(2)       That the lead petitioner be informed accordingly.

Minutes:

The report of the Strategic Director, Place (Document “E”) considered a petition to carry out maintenance work on Back St Margaret's Terrace, Bradford.

 

The Principal Engineer gave a synopsis of the report.

 

A Member of the Committee, also a Ward Member, highlighted that he had been informed of owners of commercial properties who would be willing to contribute towards remedial works; the fact that there were disabled persons residing on the street too.

 

A question and answer session ensued:

·         What was the main purpose of the petition?

o   Following survey, St Margaret’s Terrace was in a undulating and deteriorating condition but with no safety defects at present due to remedial works being carried out, however rain water had pondered in several areas;

·         Could further work be carried out as a priority in order to meet the needs of the petition?

o   The road was classified as a local access road as it served the rear of only a limited number of properties however, should the Committee agree, remedial works for St Margaret’s Terrace could be added alongside other streets that were on the priority list;

·         Owners of commercial properties had also signed the petition and following the statement by the Ward Member, was it possible whether they could be asked if willing to voluntarily financially contribute towards remedial works?

o   This would not conform to a standard practice, nevertheless, Highways would move towards the direction of the Committee;

·         Was it possible for this petition to be classed as an urgent priority?

o   This would be based on the context of the budget; and,

·         What would be the cost of repairs?

o   In the region of £8,000.

 

The Chair ended the discussion by highlighting the sentiments echoed by the Ward Member in relation to businesses contributing towards works and therefore:

 

Resolved –

 

(1)       That Back St Margaret's Terrace be added to the list of     roads to        be considered for inclusion on the highway            maintenance capital          programme for Non-PRN (Non- classified roads) 2019/20 along         with other similar requests received or identified throughout       the             year.

 

(2)       That the lead petitioner be informed accordingly.

 

(3)       That the Principal Engineer be requested to explore the possibility       of approaching local businesses who may wish to financially         contribute towards the maintenance of Back St Margaret’s    Terrace, Bradford.

SAFER ROADS DEVOLVED BUDGET pdf icon PDF 91 KB

The report of the Strategic Director, Place (Document “F”) updates the Bradford West Area Committee on changes to the apportionment of the Safer Roads budget (recently approved by Executive) and seeks approval for a programme of schemes in Bradford West for 2018/19.

 

Recommended –

 

(1)       That the Bradford West Area Committee notes the changes to the apportionment of the Safer Roads budget (approved by Executive on 12 June 2018).

 

(2)       That the Bradford West Area Committee approves a programme of Casualty Reduction schemes for 2018/19 listed in Appendix 1.

 

(3)       That the Bradford West Area Committee approves the proposed programme of Traffic Management schemes for 2018/19 listed in Appendices 2 and 3.

 

(4)       That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members.

 

(5)       That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration or in the event of there being no valid objections the Traffic Regulation Orders be sealed and implemented and the traffic calming or pedestrian facilities be implemented as advertised.

 

(6)       That the Bradford West Area Committee formally abandons previously approved schemes for St Margaret’s Road area, Haworth Road and Thornton Road (as detailed in paragraphs 3.1 - 3.2).

Minutes:

The report of the Strategic Director, Place (Document “F”) updated the Bradford West Area Committee on changes to the apportionment of the Safer Roads budget (recently approved by Executive) and sought approval for a programme of schemes in Bradford West for 2018/19.

 

Following a summation of the report, the Chair moved towards a question and answer session, as follows:

·         Explanation was sought in relation to the scheme on Thornton Road in junction with Whetley Lane?

o   This was a fairly large scheme and be part of a different larger project;

·         Were there any proposals for works in the Duckworth Terrace area?

o   No works had been flagged up however this area could be looked into.

o   In response to answer, the Committee highlighted that a Ward Member had raised particular issues in this area and it was understood that surveys had been undertaken in the past but a report had not been presented to the Committee;

·         How realistic was it to finance £100,000 for the conversion of two Zebra Crossings to Puffin Crossings on Horton Grange Road?

o   According to present budget, not possible;

·         For what reason was a cost of £3,000 put to a study on Thorn Street, as highlighted on the list of outstanding requests received for Traffic Management Measures in Bradford West?

o   A detailed project which also included officer time.

o   In response to answer, a Member of the Committee highlighted that he had received an email that the work had already been completed? The Principal Engineer stated that he would look into this matter;

·         What was the reason for Appendix 4, which contained major work items, but served no purpose due to lack of funding for highways?

o   They were listed as reference points for other streams of funding which could become available such as being put into conditions during new developments by companies;

·         There were a number of schemes that were attached with a high cost of works, for e.g. £40,000 cost for a Zebra Crossing?

o   This was owing to the fact that considerable work had to be undertaken in order for the correct form of safety measures being implemented. Nevertheless work was always awarded to the cheapest contracts;

·         How were estimates priced by Highways Officers?

o   In reflection of previous years cost of works.

 

The Committee kindly requested that the junction on Duckworth Lane with St Leonard’s Road be inspected as raised by a Ward Member in the past.

 

Resolved –

 

(1)       That the changes to the apportionment of the Safer Roads budget (approved by Executive on 12 June 2018) be noted.

 

(2)       That the programme of Casualty Reduction schemes for 2018/19 listed in Appendix 1 be approved.

 

(3)       That the proposed programme of Traffic Management schemes for 2018/19 listed in Appendices 2 and 3 be approved.

ANNUAL UPDATE ON ROAD SAFETY IN BRADFORD WEST pdf icon PDF 662 KB

The report of the Strategic Director, Place (Document “G”) seeks to update the Bradford West Area Committee on current casualty levels and trends in Bradford West and on the Road Safety education, training and publicity initiatives aimed at reducing these casualties.

 

Recommended –

 

(1)       That the Bradford West Area Committee notes the information in           respect of casualty trends and Road Safety activities Bradford    West. 

 

(2)       That the Bradford West Committee continues to support the       evidence based approach to determine Road Safety priorities.

Minutes:

The report of the Strategic Director, Place (Document “G”) seeks to update the Bradford West Area Committee on current casualty levels and trends in Bradford West and on the Road Safety education, training and publicity initiatives aimed at reducing these casualties.

 

The Team Leader of Road Safety was present and gave a breakdown of casualties in the Bradford West area.

 

It was asked if the Road Safety team worked with community organisations. In response it was stated that the service would appreciate working with community organisations and thanked the Committee for the suggestion. The Committee then queried whether there was any form of training for Members in the area of Road Safety so that they could assist during community sessions. In reply, it was said that this could be arranged should the Committee wish. Finally, in addition to Local Authority schools and Academies, were private schools engaged with to which the Team Leader confirmed that the team engaged with all schools.

 

Resolved –

 

(1)       That the information in respect of casualty trends and Road       Safety activities Bradford West be noted. 

 

(2)       That the evidence based approach to determine Road Safety     priorities be continued.

UPDATE FROM COMMUNITY ACTION BRADFORD & DISTRICT (CABD) pdf icon PDF 349 KB

The report of the Chief Executive Officer of Community Action Bradford & District to the meeting of Bradford West Area Committee (Document “H”) provides an update on the work undertaken by CABD in supporting and developing voluntary and community sector organisations in the Bradford West Constituency.

 

Recommended –

 

Bradford West Area Committee is asked to note the contents of Document “H”.

Minutes:

The report of the Chief Executive Officer of Community Action Bradford & District to the meeting of Bradford West Area Committee (Document “H”) provided an update on the work undertaken by CABD in supporting and developing voluntary and community sector organisations in the Bradford West Constituency.

 

Representatives from CABD attended the meeting and introduced the report. They explained that they had focused the report on 3 sections, (a) the focus on work of the infrastructure; (b) identified further district wide prospects for the transformation programme; and, (c) What the CABD undertook in each of the Bradford West Wards. The work accomplished had been highlighted the report.

 

The Committee asked if it was possible to send organisations to CABD for their assistance, these being organisations that were located in the Bradford West area for the benefit of communities. In response the representatives confirmed they would welcome organisations that may need assistance or direction

 

Resolved –

 

That contents of Document “H” be noted.
