DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

HOUSING AND HOMELESSNESS STRATEGY - PROGRESS UPDATE pdf icon PDF 98 KB

A Place to Call Home: Housing and Homelessness Strategy for Bradford District 2014 – 2019’ was agreed by the full Council on 25 March 2014.

 

The report of the Assistant Director, Economy and Development (Document “F”) updates the committee on progress made towards the strategy objectives.

 

Recommended –

 

That Members note progress made towards the objectives of the Housing and Homelessness Strategy.

Minutes:

A Place to Call Home: Housing and Homelessness Strategy for Bradford District 2014 – 2019’ was agreed by the full Council on 25 March 2014.

 

The report of the Assistant Director, Economy and Development (Document “F”) updated the Committee on progress made towards the strategy objectives.

 

Following a synopsis of the report, the Chair welcomed a question and answer session, as follows:

 

·         What was the reasons behind the significant number of long term empty homes in the District?

o   This was a long standing issue due to a number of reasons such as people making investments, inheritance through a death in the family, emotional ties to dwellings or other matters of choice. The service was trying to deal around a 1000 empty properties that were causing problems for neighbourhoods;

·         Figures in report showcased properties that showed continuous problems and therefore was there anything Councillors could do in their respective Wards to assist the Council in trying to reduce the number of empty properties?

o   The Council had already offered a substantial amount of help. The offers of loans were available and 8000 leaflets had been circulated for this sole purpose.

o   In relation to landlords, the Council was exploring whether loans were available for the sake of home efficiency;

·         How had the Council progressed with the element of a surcharge costs for empty homes since last year?

o   The Council Tax had increased some time ago on empty properties and this was looked on as an incentive to make use of properties but some long term standing empty properties were held on by owners as previous empty status;

·         When would White Rose Energy come into effect?

o   The Executive in January 2017 had approved Bradford Council to enter into a partnership with Leeds City Council to promote White Rose Energy and this energy would come into effect in the near future;

·         How were properties brought back into use?

o   The Council was reliant on partners to undertake work and secure inter agency funding. There was an arrangement with a number of partners that bought properties and so that they could bring back to full use; and,

·         The was knowledge of empty properties around the district for a number of decades and every occasion a Compulsory Purchase Order was issued, the owners would undertake minor remedial work to avoid the order. On what basis were owners able to avoid orders?

o   People were entitled to keep properties, occupied or not and this was their right providing Council Tax was paid and if owners of empty dwellings fulfilled certain obligations that the Council requested then orders could be avoided.

·         Information was sought on loans for homeowners?

o   The Council had been working on a regional basis to develop an Energy Repayment Loan (ERL), which was approved by the Executive in December 2016. The report of the Strategic Director, Place (Document “G”) updates members on progress with the delivery of the Council’s Affordable Housing programme and advises members of the potential procurement of contracts with a value in excess of £2m associated with the delivery of the future programme.

That the report be noted.
