To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

The Strategic Director Place submitted a report (Document  “W”) which provided information on Capital Highway Maintenance funding and made recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites for 2018/19.

The Chair stated that in relation to the Spen View Lane scheme there were planning proposals in the pipeline, which would have a impact on the viability of the scheme, and it would be prudent to delay works until the completion of any development, and it was therefore:

Resolved –

That the proposed programme of works for 2018/19 as shown in Appendix 1 and 2 to Document “W” be approved subject to deferment of the surface dressing scheme pertaining to Spen View Lane.

The Strategic Director Children’s Services will submit a report (Document “U”) which provides an update to the report presented to South Area Committee in 2017 regarding the issue of child sexual exploitation (CSE). It sets out the arrangements that have been put in place, and which continue to develop, to safeguard children from CSE.

Resolved –

(1)       That the contents of the report be noted.

(2)       That ways in which CSE can be tackled at a local level be            considered.

The Strategic Director Children’s Services submitted a report (Document “U”) which provided an update to the report presented to Bradford South Area Committee in 2017 regarding the issue of child sexual exploitation (CSE). It set out the arrangements that have been put in place, and which continue to develop, to safeguard children from CSE.

The Assistant Director Performance highlighted the success of a early intervention and prevention programme which had been pioneered in Bradford South entitled ‘Build a Girl Project’.  Representatives from the Project were present at the meeting and gave a presentation on the important work undertaken by Bradford Safeguarding Children Board.  In addition it was highlighted by the project coordinator that the project had empowered the young people to share experiences and created an environment for girls to build their self esteem.

Following the presentation, Members of the Committee thanked the participants for providing an informative presentation and acknowledged the benefits of the project and its impact.

The Project Coordinator thanked Members for their comments and stated that the group was also preparing a art project in collaboration with the University.

During the discussion, a Member stressed the importance of spotting the signs of CSE and that vigilance was key to addressing the issue.  Within this context the Health and Wellbeing Portfolio Holder stated that Councillors also had a crucial role to play in tackling CSE.

Resolved –

(1)       That the contents of the report be noted.

(2)       That participants of the ‘Build A Girl Project’ be thanked for         attending and making an informative presentation, in addition the         work being undertaken across Bradford South, in particular within      Schools and Youth Clubs also be commended.

The Strategic Director Health and Wellbeing will submit a report (Document “V”) which informs Bradford South Area Committee about the work of the Public Health department, in particular how the work contributes to the health and wellbeing of the population on the Bradford South area.

It is recommended that the report be welcomed by Bradford South Area committee and that the views and comments of the Bradford South Area Committee be recorded and included in future recommendations.

The Strategic Director Health and Wellbeing submitted a report (Document “V”) which informed Bradford South Area Committee about the work of the Public Health department, in particular how the work contributed to the health and wellbeing of the population in the Bradford South area.

This report was considered together with the report on the Clinical Commissioning Group.

Officers from Public Health gave an overview of the health issues affecting Bradford South and the measures in place to tackle them.  Particular attention was drawn to infant mortality, obesity and average life expectancy rates.

Work with Trading Standards to deal with illegal tobacco sales and to catch shop keepers that sold cigarettes to under age children was also alluded to, together with the measures to help people quit smoking.

During the discussion, Members drew attention to the anecdotal evidence that the number of people vaping had increased and that the habit was also becoming prevalent amongst the young; and that the dangers of vaping were not fully understood.  In response the lead officer explained that statistics showed an actual decline in the number of young smokers, however e-cigarettes were still an aid which enabled people to quit smoking, and in addition the product contained no tar and there was no carbon monoxide inhalation.

In relation to a question on obesity levels, it was stated that a number of programmes and initiatives were on going including encouraging take up of activity like the daily mile, as well adopting healthy lifestyles and attracting young

children to take up active play through initiatives like play street, where streets would be closed to traffic.  The Health and Wellbeing Portfolio holder stressed that there were plans to encourage the take up of more Play Streets scheme as a

resident-led initiative to enable children to play freely and safely in their own street

A Member raised concerns around the take up of healthcare provision amongst the Eastern European communities and that efforts were on going via the ward officers to try and breakdown these barriers and improve access and take up.

A Member highlighted the issue of poor dental health amongst children and stated that the recent T& A campaign could be pivotal in addressing an issue which was a national one.

Members also raised a number of issues around the NHS cancer screening programmes and in particular the low take up amongst the black and minority ethnic communities was of particular concern, and it was important that take up rates amongst this community improved, in order to realise the benefits of early detection and treatment.

Resolved –

That the report be welcomed and that the views and comments of the Bradford South Area Committee be recorded and included in future recommendations.

The Strategic Director Children’s Services submitted a report (Document “Y”) which provided a summary of the volume of work undertaken locally relating to children, young people and families.  The report addressed education attainments and attendance, poverty levels, information about looked after children and other key issues.

During the discussion, a Member stated that given the number of transient families, a child could potentially move to a number of schools within a short period of time, and ascertained what the Service was doing to address this issue.  In response it was stated that the Service was aware of this and addressing the issue by working with schools and the families in questions.

A Member stated that it would have been useful to get a better understanding of managed moves and how they affected the overall statistics.

A Member also suggested that further information would be useful around missing and attendance figures and how this translated within the Bradford South area.

Resolved –

That Members comments be addressed in a future report to this Area Committee.

(2)       That Bradford South Area Committee requests Council Officers, partner agencies and community organisations to support the implementation of the draft updated Bradford South Area Ward Plans 2018-19.

(3)       That Bradford South Area Committee requests the Area Co-ordinator to continue to work with the relevant officers to support the implementation of the Ward Plans.

(4)       That the Bradford South Ward Plans 2018-19 should be considered in future revisions of District-wide strategies and budget-setting processes.

The Strategic Director Place submitted a report (Document “Z”) which presented the Bradford South Ward Plans for 2018-19. The Chair and Members of the Committee commended officers in the Area Office for their effort in compiling the Ward Plans and the invaluable support they had and continue to offers Councillors in the Bradford South area, and it was therefore:

Resolved–

(1)       That the draft updated Bradford South Ward Plans 2018-19 be approved.

(2)       That Council Officers, partner agencies and community organisations be requested to support the implementation of the draft updated Bradford South Area Ward Plans 2018-19.

(3)       That the Area Co-ordinator be requested to continue to work with the relevant officers to support the implementation of the Ward Plans.

(4)       That the Bradford South Ward Plans 2018-19 should be considered in future revisions of District-wide strategies and budget-setting processes.

(5)       That the Area Coordinator, Ward Officers and staff in the Bradford South Office be commended for their hard work in compiling the Ward Plans and for the support offered to Ward Councillors.
