DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

(2)       Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(3)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

Minutes:

In the interests of transparency, Cllr Steele declared that he was the Chair of Menston in Bloom and Menston Community Association but was not involved with grant applications or allocations as detailed in Appendix A of Document “P”. (minute no. 32)

 

In the interests of transparency, Cllr Dearden declared that he was a member of the Bingley Remembrance Group but was not involved with grant applications as detailed in Appendix A of Document “P”. (minute no. 32)

INSPECTION OF REPORTS AND BACKGROUND PAPERS

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

*SHIPLEY AREA COMMITTEE AND SHIPLEY CONSTITUENCY AREA PARTNERS' ADVISORY GROUP (SCAPAG) ISSUES

Up to a maximum of 15 minutes will be allowed for SCAPAG members to raise new items of information, questions, requests or suggestions that may have arisen within their organisation/neighbourhood and which are relevant to raise at the meeting.

 

Issues raised in accordance with the above must be received in writing by the Shipley Area Co-ordinator’s Office in Shipley Town Hall, Shipley, BD18 3EJ, by mid-day on Monday 4 December 2023.

ALLOCATION OF COMBINED FUNDING 2023-2024 pdf icon PDF 106 KB

The report of the Strategic Director, Place (Document “O”) summarises the applications received from eligible local organisations, across the Shipley Constituency, from the amalgamation of funding from United Kingdom Shared Prosperity Fund (UKSPF), West Yorkshire Mayor’s Cost of Living fund (CoLF) and Household Support Fund (HSF).

 

Recommended –

 

1.    That the proposals for the funding allocations circulated at the meeting be approved.

 

2.    That the Grants Advisory Group be thanked for their work with the combined funding allocations.

The report of the Strategic Director, Place (Document “O”) was presented to the Committee with a summary of applications received from eligible local organisations, across the Shipley Constituency, from the amalgamation of funding from United Kingdom Shared Prosperity Fund (UKSPF), West Yorkshire Mayor’s Cost of Living fund (CoLF) and Household Support Fund (HSF).

 

Officers advised that there were funds to still be allocated and included an overview that showed that all funds would be allocated with funds being distributed by Christmas 2023.

 

Resolved –

The Strategic Director, Place, will present a report (Document “P”) which provides a summary of the Community Chest grant awarded between April 2023 to October 2023, for the benefit of communities within the Shipley Constituency.

 

Recommended –

 

1.    That the wide range of groups, organisations and individuals across the Shipley area which have benefited from receiving a Community Chest grant be noted and welcomed.

 

2.    That the Grants Advisory Group be thanked for their work in providing guidance to the Shipley Area Co-ordinator in the effective allocation of the Community Chest grant.

Minutes:

The report of the Strategic Director, Place (Document “P”) was presented to provide Members with a summary of the Community Chest grant awarded between April 2023 to October 2023, for the benefit of communities within the Shipley Constituency.  An additional appendix to the above report was circulated at the meeting with a detailed breakdown of funds allocated.

 

Officers advised that new allocations for 2024 would be subject to new funding being received.

 

Resolved –

 

1.    That the wide range of groups, organisations and individuals across the Shipley area which have benefited from receiving a Community Chest grant be noted and welcomed.
