DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

In the interests of transparency, the following declaration of interests were received:

(1)  Councillor Bob Felstead disclosed interest in item 29 relating to street naming dedication for flight lieutenant David Stead.

(2)  Councillor Rowe disclosed an interest in item 28 relating to Highfield Road traffic calming measures as the majority of the highway measures fell in the Bradford East Constituency and although she was currently employed by the Labour MP for Bradford East, she had no prior involvement in the determination of the highway measures.

HIGHFIELD ROAD, TRAFFIC CALMING MEASURES - OBJECTION pdf icon PDF 408 KB

The Report of the Strategic Director Place (Document “M”) will be submitted to the Committee. This report considers an objection to recently advertised proposals for traffic calming measures on Highfield Road.

 

Recommended –

 

(1)  That notwithstanding the objection for the reasons given in this report Document “M” the proposed traffic calming measures on Highfield Road be implemented as advertised.

 

(2)  That the proposed 20mph speed limit on a section of Highfield Road and adjacent roads be implemented as advertised.

 

 

(3)  That the objector be informed accordingly.

Minutes:

The report of the Strategic Director, Place (Document “M”) was submitted to the Committee. The report considered an objection to recently advertised proposals for traffic calming measures on Highfield Road, Bradford.

 

The Officer reported that a portion of the proposals were within the Shipley Constituency (Windhill and Wrose ward). Location of the proposed traffic calming measures was illustrated in Appendix 1.

 

It was reported that one objection was received.

 

Resolved –

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR SHIPLEY CONSTITUENCY - 2023/24 pdf icon PDF 239 KB

The report of the Strategic Director, Place (Document “O”) will be submitted to the Committee and presents Members with information on the Capital Highway Maintenance funding element of the Local Transport Plan for 2023/24 and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites in the Shipley constituency.

 

Recommended –

 

That the Shipley Area Committee approves the proposed list of schemes for 2023/24 as shown in Document “O” Appendices 2 and 3.

The report of the Strategic Director, Place (Document “O”) was submitted to the Committee and presented Members with information on the Capital Highway Maintenance funding element of the Local Transport Plan for 2023/24 and made recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites in the Shipley constituency.

 

The Officer reported that Appendix 1 of the report Document “O” provided a summary of the resurfacing schemes completed and those still outstanding from 2022/23 approved list. Members of the Committee were advised that Appendix 2 provided a recommended list of Non-Classified resurfacing scheme for the 2023/24 financial year and a recommended list of Surface Dressing sites for 2023/24 financial year was included in Appendix 3.

 

It was reported that varying types and classifications of roads were surveyed annually using standardised survey and video equipment. The sites chosen for inclusion were those that were shown to be in the most need for repair following in-house and third party condition analysis. This analysis was supplemented with routine site monitoring by officers. Those roads that were known to have suffered increased deterioration due to the aging process and recent winter weather were also considered when formulating annual list schemes.

 

Members sought further clarification on the rationale behind funding for resurfacing. In response the Officer reported that funding was based on internal inspections along with an annual video survey and analysis carried out by a third party consultant. The Officer provided further information detailing the evidence based approach that was taken to allocate funding.

 

Members of the Committee questioned figures provided in the report.

In response the Officer provided Members with the actual spend figures and reported that over a period of time the figures would even out across wards.

 

A Member of the Committee was keen to understand if resident complaints were taken into consideration and if they had any significance when funding was allocated. In response the Officer reported that resident’s complaints were taken into consideration when funding was decided, as well as evidence collected from surveys carried out.

 

A Member asked if a video survey was carried out on all the roads to see the conditions of the roads. In response the Officer reported that a 100% of the adopted roads were covered while carrying out video surveys in the last few years. The Officer also informed Members that a road listed on the reserve list for resurfacing could be moved to the priority list if deemed necessary to address local concerns.

 

 

Referring to page 20 and 21 of the report, Members sought further clarification on how the priority list was decided and questioned if roads could be swapped from the reserve list to priority list. In response the Officer reported that swapping roads would be going against the evidence.

This report provides an overview of the progress made within the Shipley area on Family Hub Prevention and Early Help Services and progress on our district-wide Family Hubs Start for Life delivery plan.

(1)  That the Shipley Area Committee note the report.

 

(2)  To make recommendations which support implementation of local services and plans.

Minutes:

The report of the Strategic Director Children’s Services (Document “Q”) was presented to the Committee. This report provided an overview of the progress made within the Shipley area on Family Hub Prevention and Early Help Services and progress on our district-wide Family Hubs Start for Life delivery plan.

 

 

In response to a Members questions it was reported that outcomes typically relied on the demographic, South, West and East wards had other challenges. There was more up take on childcare settings in Shipley. In Shipley, Officers have been out door knocking and making families aware of the services available.

 

Members asked what more could be done in terms of services, if there were more resources.

In response to Members questions the Officer replied that there needed to be further development on extending partnership work. Currently SEND sessions were carried out at the Keighley library and it was felt that this was something that could really work at the Shipley library due to a very positive feedback from a recent event where 15 children and parents attended.

The Officer further reported that the team had been speaking with families to identify ways of improving the service and how the service could be made more accessible. It would be good to have more family support workers in and around schools for more service visibility.

 

Members of the Committee thanked the officers from Children’s Services for the comprehensive report and on the huge amount of work carried out in Shipley.
