(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report.

PUBLIC QUESTION TIME

To hear questions from electors within the District on any matter this is the responsibility of the Committee.

Public questions submitted as follows: -

 

Question 1:   Relating to Leatherbank TRO, double yellow lining. This matter has been through public consultation, and the double yellow lining at the top of Leatherbank was promised to be completed before the financial year end, and ahead of the summer 2023 wild swimming season.

Question 2:   Relating to Bingley Road, Menston. Bingley Road has seen significant housing development along its length, and residents have consistently complained about the lack of a crossing point for school children to cross the road safely. Bingley Road has the national speed limit to a point that’s 50 yards beyond the entrance and crossing point for new housing. It is only a matter of time before there’s a serious accident at this location. Road traffic along this stretch, even within the 30mph limit, is often travelling at 60+ mph.

 

In response it was commented that questioners’ frustration was understandable however, this issue needed to be addressed by the Highways department.

 

No resolution was made.

Up to a maximum of 15 minutes will be allowed for SCAPAG members to raise new items of information, questions, requests or suggestions that may have arisen within their organisation/neighbourhood and which are relevant to raise at the meeting.

CITIZENS JURY ON CLIMATE CHANGE pdf icon PDF 93 KB

The report of the Strategic Director, Place (Document “J”) will be submitted to the Committee to provide information on the outcome on a Citizens Jury on Climate Change including recommendations to the Town council address the Climate Emergency.

 

Recommended –

 

1.     That members welcome the report from the Citizens Jury in addressing the Climate Emergency

 

2.     That members consider referring the report to the Executive.

The report of the Strategic Director, Place (Document “J”) was submitted to the Committee to provide information on the outcome on a Citizens Jury on Climate Change including recommendations to the Town council address the Climate Emergency.

 

The Town Councillor addressed the Committee with climate change concerns, it was reported that in order to bring about changes to tackle climate emergency it would require significant changes in everyday life for the public.

 

Several members of the Shipley Citizens’ Jury on Climate Change provided the Committee with details of some of ways in which things can be improved within Shipley to aid climate change such as:

 

·         The aim is to encourage people in Shipley to cycle more

·         To encourage people to car-share more often

·         Encourage residents to use electric cars and provide clear information regarding electric car charging leads

·         Find every opportunity to support and improve nature

·         Developing a Shipley Climate Change Information Hub

·         Support people to reduce energy usage at home

·         Find opportunities for buildings in Shipley to generate power and transfer from gas boilers to fossil fuel free energy sources

·         Embed climate change in school curriculum

·         Create an educational campaign

 

It was reported that the full report would be launched in February 2023.

 

 

 

Resolved –

 

1.          That Members of the Shipley Area Committee welcome the report from the Citizens Jury in addressing the Climate Emergency; and

 

2.          That the Strategic Director, Place submit the final report of the Citizens Jury on Climate Changeback to Shipley Area Committee for final approval before referral to Executive for information purposes.

NEIGHBOURHOOD WARDENS AND ENVIRONMENTAL ENFORCEMENT UPDATE pdf icon PDF 177 KB

The report of the Shipley Area-Co-ordinator (Document “K”) will be submitted to provide the Committee with information on the work of the Neighbourhood Wardens and Environmental Officers in the Shipley Area.

 

Recommended –

 

1.          That the Shipley Area Committee notes the progress of the Environmental Enforcement & Neighbourhood Warden Service in the past 12 months and specifically contributing to the actions in the Shipley Area Locality Plan.

 

2.          That a further report detailing the progress of the Environmental Enforcement & Neighbourhood Warden Service is brought to the Area Committee in 12 months’ time.

The report of the Shipley Area-Co-ordinator (Document “K”) was submitted to provide the Committee with information on the work of the Neighbourhood Wardens and Environmental Officers in the Shipley Area.

 

The Officer presented a report which provided information on the work of the Neighbourhood Wardens and Environmental Enforcement Officers in the Shipley Area.

 

It was reported that in the last 12 months the total number of service requests dealt with by the Warden and Enforcement Service was 10,437 and the number of service requests dealt with in Shipley was 747.

Information was provided on how the service requests were allocated to Enforcement Officers via the Council contact centre. Members were advised that there was also a dedicated email address for the Environmental Enforcement Team, where complaints were received and allocated to the Team.

 

The Officer reported that the service was trialling cameras at busy junctions to address fly tipping issues, this may then be rolled out throughout Bradford.

 

Members of the Committee raised the following questions and made comments.

 

·         Members were concerned that fly tipping was getting worse and asked of what the process was to get camera’s installed in problematic areas.

·         In response the Officer reported that a referral needs to be made for camera installation, however majority of the areas that have regular fly tipping issues already have cameras.

·         Members were keen to understand what grot spots were and what the process was to deal with grot spots.

·         In response the Officer reported that grot spots were identified as places where people were dumping household waste. A service request is raised which is then allocated to a Warden and notices were then issued for the land to be cleared.

·         Members were concerned that at times it could be months before the rubbish is removed.

·         A Member of the Committee asked if Neighbourhood Wardens/Enforcement Officers had the power to remove hazardous waste from gardens.

·         In response the Officer reported that Neighbourhood Wardens/Enforcement Officers had the ability to get hazardous waste removed.

·         A Member commented that there were many places that could be identified as grot spots and are in need of cameras and these were the areas that required attention and not busy junctions.

 

The Chair and Members of the Committee thanked the team for all the litter free areas and good works carried out.

 

Resolved –

 

1.    That the Shipley Area Committee noted the progress of Environmental Enforcement & Neighbourhood Warden Service in the past 12 months and specifically contributing to actions in the Shipley Area Locality Plan.

 

2.    That a further report detailing the progress of Environmental Enforcement & Neighbourhood Warden Service is brought to the Area Committee in 12 months’ time.

The report of the Strategic Director, Place (Document “L”) was submitted to the Committee and presents Members with an update on the priorities in the Shipley Locality Plan 2022-25.

 

The report provided a summary of progress made on priorities up to January 2023.

 

It was reported that as part of the Shipley Locality Plan 2022-2025 the team was committed on taking preventative action in reducing domestic abuse and sexual violence, drugs and anti-social behaviour. As a result, there was more awareness of domestic abuse and sexual violence leading to positive action in response to the impact of crime and anti-social behaviour.

 

It was further reported that 3 Assistant Ward Officers and 3/4 Ward Officers and the manager from Environmental Services from Shipley Ward had completed the Active Bystandar Training in November 2022.  There were meetings taking place between Domestic violence & Sexual Violence Team manager and the Domestic Abuse team to explore how they can best support/collaborate and work with neighbourhoods at ward level.

 

The Officer reported that there had been a development on providing safe spot spaces across the Shipley Area which made the service more accessible for the people who most need it. As part of the next operation, the team was looking into getting local schools and community centres involved in order to identify and recognise signs of possible abuse, this operation may be rolled out across the whole of Bradford District.

 

Members were keen to understand if the police would be involved in the operation.

In response the Officer reported that there would be various agencies working together.

 

Members sought further clarification on national figures relating to domestic abuse and sexual violence.

 

Members expressed concern at the high number of reported domestic abuse related cases and asked if there was any data of what was not reported.

In response the Officer reported that the abuse could be going for a number of years before the victim would report it, there would be a high number of cases that were unreported.

 

 

Resolved –

 

Members noted the progress on the priorities in the Shipley Locality Plan 2022-25 as detailed in Document “L”.
