DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

PROTECTING CHILDREN AND VULNERABLE ADULTS AT RISK OF EXPLOITATION pdf icon PDF 1 MB

The report of the Chief Executive Office (Document “Y”) provides an update to and builds on the report presented to the Shipley Area Committee on the 16th January 2019 regarding the issue of Child Sexual Exploitation (CSE).  The report now focuses on the Strategic Response to all forms of exploitation in Children and Adults and how partners from the Working Together to Safeguard Children – the Bradford Partnership and the Bradford Safeguarding Adults Board work to drive improvements across the District and to hold agencies to account for their work in their area. This report also outlines the emergence of other complex safeguarding themes and outlines how partners are effectively collaborating and focussing upon the protection of vulnerable Children and Adults.

 

Recommended –

 

(1)       The Area Committee is invited to consider the contents of this   report and how members can support local activity.

 

(2)       The Area Committee shall receive a further update on the            progress of the response to exploitation in 12 months time.

 

(3)       Partners will seek further funding opportunities from Government        funding streams to enable the continuation of service provision             as outlined in this report.

 

(4)       This report is a call to action for all partners to recognise             exploitation in its widest sense and continue to provide a           coordinated safeguarding response to children and vulnerable    adults.

Minutes:

The report of the Chief Executive (Document “Y”) was presented to the Committee to provide an update and extension on the previous report presented on 16 January 2019. The latest report focused on all forms of exploitation of children and adults and detailed the work carried out with partners to drive improvements across the District, holding agencies to account for the work in their areas.

 

The emergence of other complex safeguarding themes was also outlined in the report and how partners were collaborating and focusing on protection of vulnerable children and adults.

 

Working Together to Safeguard Children – The Bradford Partnership (TBP), (previously known as The Bradford Safeguarding Children Board was now co-ordinating work to ensure that support and protection of children was improving. The focus of the report was on the strategic response to all forms of exploitation and how partners were contributing to the improvement of service provision across the District.

 

It was further explained that changes in safeguarding arrangements had occurred nationally, following published guidance in 2018 and measures had been agreed and implemented in the District. The actions being taken and how the issues of all forms of exploitation were being addressed by the TBP. The work involved a number of bodies who were taking a variety of actions to address the problems arising from all forms of exploitation of both children and vulnerable adults. These included an expanded ‘front door’ service, the commissioning of an independent thematic serious case review of CSE, training by the Bradford District Police Cyber Team and other partners on topics relating to exploitation and on-line safety. In addition, improved, consistent and enhanced communications for practitioners, parents, carers, children and their communities were being provided by a District Communications and Engagement sub-group, provision which now included a website.

 

Officers provided a comprehensive account of the work being undertaken and by whom and were able to share information around funding and staffing to indication what funding had been provided, from where and how it had been spent.

 

In response to the detailed information contained in the report, the committee praised the extra efforts of all officers involved in delivering the comprehensive work carried out with partners to drive improvements across the District.

 

Resolved –

 

(1)       That the Shipley Area Committee requests the protection of children and vulnerable adults at risk of exploitation be given priority.

 

(2)       That a further update on the progress of the response to             exploitation be presented to the Shipley Area Committee in 12       months’ time.

 

(3)       That partners seek further funding opportunities from Government funding streams to enable the continuation of service provision as outlined in Document “Y”.

 

(4)       That Document “Y” be regarded as a call to action for all partners to recognise exploitation in its widest sense and continue to provide a coordinated safeguarding response to children and vulnerable adults.

SHIPLEY AREA NEIGHBOURHOOD POLICING TEAM ACTIVITY TO ADDRESS THE "SAFER COMMUNITIES" PRIORITIES WITHIN THE SHIPLEY CONSTITUENCY WARD PLANS FOR 2017-2019 pdf icon PDF 520 KB

The report of the Shipley Neighbourhood Policing Team (Document “Z”) gives an update of some of the work undertaken by the Shipley Area Neighbourhood Policing Team and an overview of the Shipley Constituency Performance data.

 

Recommended -

 

(1)       That Shipley Area Committee notes the work undertaken by the Shipley Area Neighbourhood Policing Team from 1 January  and 31 December 2019 that contributed to addressing priorities within the ward plans for the Shipley Area.

 

(2)       That the Shipley Area Committee notes the positive partnership working that has been established with Elected Members, Council Officers, community organisations, volunteers and residents within the Shipley Area.

Minutes:

The report of the Shipley Neighbourhood Policing Team (Document “Z”) was presented to the Committee to provide an update of some of the work undertaken and an overview of the Constituency performance data.

 

Figures for 2019 showed an overall reduction in the number of incidents and Members were provided with a breakdown of the types of crime committed. The largest single increase related to violence without injury and was one of four areas showing an increase on the previous year.

 

Data was provided relating to anti-social behaviour and nuisance as well as reports of hate crime incidents.

 

The Shipley Neighbourhood Team Inspector provided details of Police resources and how they had been deployed to best effect for the Ward and the specific types of crime being tackled locally. Efforts to recruit more members to become part of the many Neighbourhood Watch schemes, the number of which were the highest in the District, were ongoing. The Inspector praised the work of the volunteers involved and was proud of the new Community Alert system which was launched and had the highest number of subscriptions in the District.

 

He gave Members details of how the Ward Team was recording crimes and, despite some obstacles, were still committed to reducing all crimes, with focus on burglaries and vehicle crime in particular. A breakdown of foci and initiatives in each area of the Ward was also shared with Members.

 

Resolved –

 

(1)       That the work undertaken by the Shipley Area Neighbourhood Policing Team from 1 January  and 31 December 2019 that contributed to addressing priorities within the ward plans for the Shipley Area be welcomed.

 

(2)       That the positive partnership working that has been established with Elected Members, Council Officers, community organisations, volunteers and residents within the Shipley Area be welcomed.

The report of the Area Co-ordinator (Document “AA”) summarises the Community Chest Grants awarded in the financial year April 2019 to March 2020 for the benefit of communities within the Shipley Constituency.

 

Recommended -

 

(1)       That the wide range of groups, organisations and individuals across the Shipley Area which have benefited from receiving a Community Chest grant be noted and welcomed.

 

(2)       That the Grants Advisory Group is thanked for their work in allocating Community Chest grants.
