ALTERNATE MEMBERS (Standing Order 34)

The City Solicitor will report the names of alternate Members who are attending the meeting in place of appointed Members. 

 

2.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

*SHIPLEY AREA COMMITTEE AND SHIPLEY CONSTITUENCY AREA PARTNERS' ADVISORY GROUP (SCAPAG) ISSUES

Up to a maximum of 15 minutes will be allowed for SCAPAG members to raise new items of information, questions, requests or suggestions that may have arisen within their organisation/neighbourhood and which are relevant to raise at the meeting.

 

Issues raised in accordance with the above must be received in writing by the Shipley Area Co-ordinator’s Office in Shipley Town Hall, Shipley, BD18 3EJ, by mid-day on Monday 9 March2020.

8.

PROTECTING CHILDREN AND VULNERABLE ADULTS AT RISK OF EXPLOITATION pdf icon PDF 1 MB

The report of the Chief Executive Office (Document “Y”) provides an update to and builds on the report presented to the Shipley Area Committee on the 16th January 2019 regarding the issue of Child Sexual Exploitation (CSE).  The report now focuses on the Strategic Response to all forms of exploitation in Children and Adults and how partners from the Working Together to Safeguard Children – the Bradford Partnership and the Bradford Safeguarding Adults Board work to drive improvements across the District and to hold agencies to account for their work in their area. This report also outlines the emergence of other complex safeguarding themes and outlines how partners are effectively collaborating and focussing upon the protection of vulnerable Children and Adults.

 

Recommended –

 

(1)       The Area Committee is invited to consider the contents of this   report and how members can support local activity.

 

(2)       The Area Committee shall receive a further update on the            progress of the response to exploitation in 12 months time.

 

(3)       Partners will seek further funding opportunities from Government        funding streams to enable the continuation of service provision             as outlined in this report.

 

(4)       This report is a call to action for all partners to recognise             exploitation in its widest sense and continue to provide a           coordinated safeguarding response to children and vulnerable    adults.

(1)       That the Shipley Area Committee requests the protection of        children and vulnerable adults at risk of exploitation be given   priority.

 

(2)       That a further update on the progress of the response to             exploitation be presented to the Shipley Area Committee in 12          months time.

 

(3)       That partners seek further funding opportunities from       Government funding streams to enable the continuation of           service provision as outlined in Document “Y”.

 

(4)       That Document “Y” be regarded as a call to action for all partners         to recognise exploitation in its widest sense and continue to       provide a coordinated safeguarding response to children and        vulnerable adults.

9.

SHIPLEY AREA NEIGHBOURHOOD POLICING TEAM ACTIVITY TO ADDRESS THE "SAFER COMMUNITIES" PRIORITIES WITHIN THE SHIPLEY CONSTITUENCY WARD PLANS FOR 2017-2019 pdf icon PDF 520 KB

The report of the Shipley Neighbourhood Policing Team (Document “Z”) gives an update of some of the work undertaken by the Shipley Area Neighbourhood Policing Team and an overview of the Shipley Constituency Performance data.

 

Recommended -

 

(1)       That Shipley Area Committee notes the work undertaken by the Shipley Area Neighbourhood Policing Team from 1 January  and 31 December 2019 that contributed to addressing priorities within the ward plans for the Shipley Area.

 

(2)       That the Shipley Area Committee notes the positive partnership working that has been established with Elected Members, Council Officers, community organisations, volunteers and residents within the Shipley Area.

The report of the Area Co-ordinator (Document “AA”) summarises the Community Chest Grants awarded in the financial year April 2019 to March 2020 for the benefit of communities within the Shipley Constituency.

 

Recommended -

 

(1)       That the wide range of groups, organisations and individuals across the Shipley Area which have benefited from receiving a Community Chest grant be noted and welcomed.

 

(2)       That the Grants Advisory Group is thanked for their work in allocating Community Chest grants.
