DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

The Strategic Director, Place submitted Document “AD” which considered the proposal to name a new street on the development at the Former Little Blue Orange pub, Otley Road, Baildon after the Yorkshire and England Cricketer Brian Close.

 

Members were informed that the proposal had been put forward by Baildon Town Council and that the three Ward Councillors and the developer of the site had been consulted and all were in favour of the proposal.

ARRANGEMENTS BY THE COUNCIL AND ITS PARTNERS TO TACKLE CHILD SEXUAL EXPLOITATION pdf icon PDF 701 KB

The Strategic Director, Children’s Services will submit Document “AE” which provides an update to the report presented to Shipley Area Committee in 2017 regarding the issue of child sexual exploitation (CSE). It sets out the arrangements that have been put in place, and which continue to develop, to safeguard children from CSE.

 

Recommended –

 

(1)       That the contents of the report be noted.

 

(2)       That ways in which CSE can be tackled at a local level be considered.

Minutes:

The Strategic Director, Children’s Services submitted Document “AE” which provided an update to the report presented to the Committee in 2017 regarding the issue of child sexual exploitation (CSE). It set out the arrangements that had been put in place, and which continue to develop, to safeguard children from CSE.

 

The Manager of the Bradford Safeguarding Children Board (BSCB) spoke of the important work undertaken by the Board and the preventative work undertaken locally with children and young people regarding grooming and CSE.  He highlighted that the Shipley Constituency had 29 young people flagged at risk of CSE; the lowest of all the constituencies across the district.  Representatives from the Police and Youth Service were present at the meeting and spoke of how CSE issues were being jointly tackled via the multi-agency CSE Hub and how this was aided through partnership working and information sharing. 

 

During the presentation, the Advanced Practitioner (Shipley Youth Service) referred to good working relationships with Titus Salt School and Bingley Grammar School.  The Chair queried the level of engagement with other schools and youth facilities in the area.   In response, it was stated that all schools were not equally engaged but it was anticipated they would be when it became mandatory for school to report safeguarding concerns.

 

In response to Members’ questions, it was reported that:

 

·         There were 21 safe school officers working in schools and every primary school in Bradford had a key contact.

·         There were 6 PCSOs who assisted in the delivery of the cyber safety training sessions in schools across the district.

·         Section 175 of the Education Act 2002 placed a statutory duty on all schools to ensure they had regard to the need to safeguard children.  This information was collated by the local authority.

·         Section 11 of the Children Act 2004 placed duties on a range of organisations and individuals to ensure their functions were discharged having regard to the need to safeguard and promote the welfare of children.

·         If the BSCB was not satisfied with the outcome following a safeguarding audit, they could refer the matter to Ofsted.  If there were any trends identified in schools/localities, the BSCB could look to offer additional support.

·         Awareness raising of CSE issues had been undertaken by Barnardo’s with the night time economy e.g. takeaways and taxi firms.

·         Training and awareness raising delivered in schools was helping to make children and young people take responsibility for their actions and understand the consequences of what they do, particularly with regard to social media.

·         Looked after children were the most at risk in terms of CSE victims.

·         Operation Dalesway, which had been established to investigate historic CSE concerns, worked in conjunction with the multi-agency CSE Hub.

 

Members praised the theatre productions delivered in schools to raise awareness of CSE and stated that there was much more awareness of the issues than before.

The Strategic Director of Children’s Services will submit Document “AF” which provides a summary of the volume of work undertaken locally related to children, young people and families. It addresses education attainments and attendance, poverty levels, information about looked after children and other key issues.

(Children’s Services and Health and Social Care Overview and Scrutiny Committees)

Minutes:

The Strategic Director of Children’s Services submitted Document “AF” which provided a summary of the volume of work undertaken locally related to children, young people and families. It addressed education attainments and attendance, poverty levels, information about looked after children and other key issues.

 

The Deputy Director Education and Learning provided a summary of the report, which was followed by a detailed overview of the work undertaken by the Targeted Early Help Team (currently consisting of 7.5 FTE staff assisting 65 families) provided by the Targeted Early Help Team Manager and concluded with a short statement from the Executive Support Manager, Children’s Services stating that the overall picture for the Shipley constituency, which  contained 14% of the overall child population of the district, was positive, with school attendance (94.95%) being higher than the district average (93.9%).

 

In response to Members’ questions, it was reported that:

 

·         The school attendance figure for the Shipley constituency was above the national average and was not an area of concern.

·         Domestic Abuse, Recovering Together (DART) was a service aimed at helping mothers and children after domestic abuse.  Officers were not aware of any similar service available for fathers but would feed this back to Family Action.

·         Only local authority maintained schools or academies were provided in the list of schools in the Shipley area (Appendix 1 to Document “AF”).  Although independent schools were not on the list, the service had links with them, particularly with regard to children with special educational needs and disabilities that attended them.

·         Since September 2017 there was a requirement for independent schools to notify the local authority if a child moved off their roll to assist the local authority in ensuring the safety of all children within the district.

 

The Chair queried  whether there was any correlation between children known to be missing in education and child sexual exploitation issues in the area, as outlined in the previous report (Minute 79).  In response, it was explained that the service had links to the Bradford Safeguarding Children Board and followed a strict protocol to keep track of children known to be missing from education. 

 

Resolved –

 

That the report (Document “AF”) be received for information and the work undertaken by Children’s Services staff be welcomed.

The Shipley Area Co-ordinator will submit Document “AG” which summarises the Community Chest Grants awarded in the financial year April 2017 to March 2018 for the benefit of communities within the Shipley Constituency.

 

Recommended –

 

(1)       That the wide range of groups, organisations and individuals across the Shipley Area which have benefited from receiving a Community Chest Grant be noted and welcomed.

 

(2)       That the Grants Advisory Group be thanked for their work in allocating Community Chest Grants.

 

(Corporate Overview and Scrutiny Committee)

Minutes:

The Shipley Area Co-ordinator submitted Document “AG” which summarised the Community Chest Grants awarded in the financial year April 2017 to March 2018 for the benefit of communities within the Shipley Constituency.

 

The Shipley Area Co-ordinator stated that the Community Chest budget for 2017/18 was £11,500 and that 38 organisations had been supported through the grants awarded as outlined in Appendix A of Document “AG”. 

 

In response to Members’ questions, he confirmed that the grant provided to the Eccleshill Adventure Playground had been used within the Shipley constituency and that approximately 15 applications had been rejected through the allocations process.

 

Resolved –

 

(1)       That the wide range of groups, organisations and individuals across the Shipley Area which have benefited from receiving a Community Chest Grant be noted and welcomed.

 

(2)       That the Grants Advisory Group be thanked for their work in allocating Community Chest Grants.
