DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from Members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the Member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic or Assistant Director whose name is shown on the front page of the report.

The Assistant Director (Planning, Transportation & Highways) will

submit a report (Document “N”) outlining the application for demolition of former Fountain Inn Public House and construction of Mosque and Community Centre requesting consideration of access, layout and scale.

That the application be approved subject to the conditions set out

in Appendix 1 to Document “N”.

Minutes:

The Assistant Director (Planning, Transportation and Highways) submitted a report (Document “N”) which set out the application for demolition of former Fountain Inn Public House and construction of Mosque and Community Centre.

 

The Planning Officer provided an overview of the proposed development, showing photographs of the site, plans and drawings and summarising the representations that had been received.

 

Members noted that the proposed shortfall in car parking would potential have patrons parking on the on-street parking particularly on the side streets.

 

The applicant’s agent, together with Ward Councillors were present at the meeting, and at the request of the Chair, addressed the Committee with the following points:

 

·         the proposed scheme was stainable and complied with the Local and National Planning Policy Framework;

·         the application provided a must needed facility for the community in Heaton, in particular, for the young population and the women. A lot of effort and work had been put in with regards to this application to provide a fit for purpose-built premises which would enable better use for everyone.

 

The Committee welcomed the proposal and deemed it to be fit for purpose which the local communities would benefit.

 

Resolved –

 

That the application number 20/02593/OUT for the construction of a new Mosque and Community Centre be approved, subject to a s106 agreement and conditions set out in Appendix 1 to (Document “N”) and also subject to the following additional condition:

 

notwithstanding, from the date of first occupation of the development a minimum of 2 car parking spaces shall be equipped with fully operational purpose built electric vehicle charging points.  These shall be 7.5kw (32A) Mode 3 type 2 charging (AC electric current) in accordance with IEC 62196 and will have CE Certification.  The charging points shall be installed adjacent to the designated parking bays complete with protective crash barrier to prevent damage to the charging stations. The electric vehicle charging points shall be clearly marked with their purpose and information about how to use them. The location of the charging points shall be clearly signposted and their existence highlighted in staff induction packs and building user information. Details of the types of charging points to be provided and planned maintenance schedule shall be provided to City of Bradford MDC for their approval prior to the date of first occupation of the development.

 

Reason: To facilitate the uptake and use of low emission vehicles by future occupants and reduce the emission impact of traffic arising from the development in line with the Council's Low Emission Strategy, policy EN8 of the Bradford Local Plan and National Planning Policy Framework (NPPF).

Proposed changes of the Hackney Carriage Table of Fares pdf icon PDF 140 KB

The Assistant Director (Planning, Transportation & Highways) will

submit a report (Document “O”) for a variation to the Table of Fares requested by the Hackney Carriage Owners and Drivers Association.

 

 

Recommended –

 

That the Council agree to the variation set out in Appendix 2 to Document “O” submitted by the Association and allow the fare to change as of the 1st December 2021.

Minutes:

The Assistant Director (Planning, Transportation and Highways) submitted a report (Document “O”) for a variation of fares requested by the Hackney Carriage Owners and Drivers Association.

 

The Enforcement Manager informed the Committee that the Hackney Carriage Owners and Drivers Association had requested fares be increased. Members were informed the no representations were received during the fourteen-days public consultation. Members noted that the last increase of tariffs was 12 years ago.

 

Resolved –

 

That the application be approved, subject to the conditions set out in Appendix 2 to (Document “O”).
