1.

ALTERNATE MEMBERS (Standing Order 34)

The Director of Legal and Governance will report the names of alternate Members who are attending the meeting in place of appointed Members.

2.

DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

(2)       Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(3)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

PUBLIC QUESTION TIME

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

To hear questions from electors within the District on any matter that is the responsibility of the Committee. 

 

Questions must be received in writing by the Director of Legal and Governance in Room 112, City Hall, Bradford, BD1 1HY, by midday on Tuesday 25 March 2025.

B. BUSINESS ITEMS

DE-CLASSIFICATION OF ADDINGHAM ROAD pdf icon PDF 357 KB

The report of the Strategic Director, Place (Document “O”) will be presented to the Committee and sets out the results of a consultation to reclassify sections of road through Addingham and re-route traffic around the village centre to avoid sections of highway that are unsuitable for large volumes of traffic.

 

Recommended –

 

1.          That the consultation responses outlined in Appendix 2 be noted.

 

2.          That the proposed route reclassification changes be approved.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR KEIGHLEY & ILKLEY CONSTITUENCY - 2025/26 pdf icon PDF 233 KB

The report of the Strategic Director, Place (Document “P”) will be submitted to the Committee and provides information on the Capital Highway Maintenance funding element of the Local Transport Plan for 2025/26 and makes recommendations on the allocation for Non-classified road resurfacing schemes and Surface Dressing sites in the Keighley & Ilkley constituency.

 

Recommended –

 

That the recommended schemes contained within Appendices 1 and 2 be approved.

7.

EMPLOYMENT AND SKILLS UPDATE pdf icon PDF 233 KB

The report of the Assistant Director, Office of the Chief Executive (Document “Q) will be submitted to the Committee and report provides an update on how the district’s approach to employment and skills is being implemented in Keighley and Ilkley. It covers some of the key challenges in the district, our strategic response as a partnership, activity at an area level and our future plans.

 

Recommended –

 

1.          That the content of this report, the challenges faced by the Bradford District and the strategic response be noted.

 

2.          That the continued impact and progress of the partnership be welcomed, noted and promoted this within members’ wider networks

 

3.          That consideration be given to how their connections and networks can support the partnership to expand its reach in Keighley and Ilkley

 

4.          That a follow up report be presented in 12 months’ time.

PREVENTION AND EARLY HELP pdf icon PDF 172 KB

The report of the Assistant Director Early Help and Transformation (Document “O”) will be submitted to the Committee and provides an update on progress and activity across Early Help and Prevention.

 

Recommended –

 

1.          That the contents of the report be considered  and the progress being made be noted.

 

2.          That the efforts in the key objective of increasing the number of children and families benefitting from the Early Help Assessment and Team Around the Family approach be endorsed and supported.

 

3.          That the implications, should government funding for the programme be reduced or withdrawn be recognised.
