ALTERNATE MEMBERS (Standing Order 34)

The City Solicitor will report the names of alternate Members who are attending the meeting in place of appointed Members. 

 

2.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

REFERRALS TO THE OVERVIEW AND SCRUTINY COMMITTEE

Any referrals that have been made to this Committee up to and including the date of publication of this agenda will be reported at the meeting.

PRIMARY MEDICAL CARE UPDATE - BRADFORD DISTRICT AND CRAVEN pdf icon PDF 187 KB

A representative of Airedale and Wharfedale Clinical Commissioning Group (CCG) will present a report (Document “AA”) which sets out some of the challenges facing general practice and describes initiatives that CCGs and primary care providers are undertaking to improve the quality of services delivered which includes access to services and how they are engaging patients in the process.

 

Recommended –

 

1.    That the CCGs’ commitment and actions taken to improve quality within primary medical care and access to appropriate primary medical care services be noted.

 

2.    That the initiatives being developed that will impact the primary medical service offer to residents, contained in Document “AA” be noted.

(1)  That the work of the Patient Engagement Leeds be welcomed and commended.

6.

SEXUAL HEALTH SERVICES pdf icon PDF 1 MB

The Strategic Director, Health & Wellbeing, will present Document “AB” which advises Members that Local Authorities are responsible for providing comprehensive open access sexual health services.  While they are able to make decisions about provision based on local need, there are also specific legal requirements ensuring the provision of certain services which are set out in the Local Authorities (Public Health Functions and Entry to Premises by Local Healthwatch Representatives) Regulations 2013.

 

Recommended –

 

That the report be noted.

7.

REVIEW OF THE AUTHORITY'S 'A' BOARD BAN pdf icon PDF 3 MB

The report of the Strategic Director, Place, (Document “AC”) reviews the progress and processes surrounding the current ‘A’ Board ban within Bradford District.

 

Recommended –

 

1.    That the report be noted.

 

2.    That the Strategic Director, Place, be requested to update the Committee regarding enforcement of the ‘A’ board ban in 12 months time.

(1)  That further proactive enforcement of the Authority’s ‘A’ Board ban be encouraged.

 

(2)  That a further update be provided in 12 months that includes options for addressing issues related to obstructions and ‘A’ boards placed on private land.
