Being awarded the City of culture 2025 brought a lot of excitement and hope for the young people of Bradford, however with the news the former chief executive of Bradford Council, somebody who was responsible for failing the young people of the city not once but twice, having been appointed to a prominent position, can we be assured that we are not a city that rewards failure?

I welcome the news that an Advanced Robotics and Engineering Institute in Keighley has been announced through the latest Levelling Up national competition.  I understand that the intention is to use the council’s Stockbridge depot for this purpose. 12.1 - Shipley Eastern Bypass

To be moved by: Councillor Paul Sullivan

This Council notes that:

 

·         The great determination that the council used to generate evidence to support the CAZ scheme for the City and the zeal employed to secure the £400k to develop and £2 billion (recently allocated by the Conservative Government) to construct a new rail station in Bradford.

 

·         The council has previously blamed funding issues for the seemingly never-ending delays to the Shipley Eastern Bypass, which would alleviate all day congestion, reduce emissions from slow moving traffic and thus improve air quality. 

 

·         The Conservative Government has now committed to fully funding the Shipley Eastern Bypass, further to the government having funded a feasibility study which confirmed the need for the scheme to be delivered.

 

·         The current Labour Council still seems to be looking to generate evidence to deny the residents of the district from benefiting from a scheme which would benefit them.

 

·         The residents of the outer towns and villages have long perceived the Labour Council to be unduly City Centric.

 

This Council resolves to:

 

  • To stop prevaricating in this matter and expend as much energy in delivering this funded scheme for the benefit of the district’s residents and economy. 
  • To build “active travel” measures into the scheme to encourage people across the Shipley area and beyond, to choose alternative modes of travel to motor vehicles, such as cycling and walking, which will become much more attractive to people when the Bypass reduces traffic and air pollution.

 

 

12.2 -   Proactive prevention of illegal encampments

This Council notes that:

           Bradford Council provides two official traveller sites, with overall occupancy levels indicating significant current overprovision for the levels of demand for legal occupation.

           Despite this, over the years numerous illegal encampments throughout the district have been occupied by travellers, with some sites having frequent illegal encampments, such as Ilkley, Marley and Odsal, the latter of which has experienced very serious damage.

           The courts have often been involved to ensure the departure of the culprits and further expense has been required to clean up, make safe and try to secure the sites afterwards.

           Local residents should not have had to suffer the anti-social behaviour that sometimes came with the encampments and then pay for life to return to normal.

           The Council regularly engages with representatives of the traveller community in a bid to enhance community cohesion.

           In a Supreme Court ruling on Wednesday 29 November 2023, five Supreme Court Judges led by Lord Reed, upheld the Appeal Court's verdict, that Councils can take out court injunctions to bar Travellers from sites across their boroughs before they arrive, even if they cannot identify the Travellers in advance of their arrival.

Bradford Council acknowledges the peaceful demonstrations that have been happening almost daily in Bradford and Keighley.  We hear the calls of communities across the district and join with them in asking for an immediate and permanent ceasefire.  We thank West Yorkshire Police for their responsible policing of these demonstrations.

APPOINTMENT OF THE HONORARY RECORDER DOTX 40 KB

The purpose of the report of the Director of Legal and Governance

(Document “A”) is to formally invite the Council to approve the appointment

of His Honour Judge Jonathan Rose as Honorary Recorder of Bradford.

 

Recommended -

 

(1)  That the appointment of His Honour Judge Jonathan Rose as Honorary Recorder of Bradford during his tenure as Resident Judge at Bradford Crown Court, in accordance with the Courts Act 1971 be formally approved.
