ELECTION OF LORD MAYOR

To elect a Lord Mayor for the 2022/23 municipal year.

Minutes:

Resolved – That Councillor Love be appointed as Lord Mayor for the 2022/23 municipal year.

 

(The newly elected Lord Mayor then made a declaration of acceptance of office in the prescribed form and assumed the Chair.)

 

2.

APPOINTMENT OF DEPUTY LORD MAYOR

To appoint a Deputy Lord Mayor for the 2022/23 municipal year.

Minutes:

Resolved – That Councillor Edwards be appointed Deputy Lord Mayor for the 2022/23 municipal year.

 

(The newly appointed Deputy Lord Mayor then made a declaration of acceptance of office in the prescribed form.)

 

3.

EXPRESSION OF APPRECIATION

Minutes:

The Lord Mayor together with Councillors Hinchcliffe, Poulson, Stubbs and Warnes placed on record their appreciation to the retiring Civic Team on behalf of their respective Political Groups.  The Lord Mayor presented badges to Councillor S Hussain and his consort to commemorate his term of office as Lord Mayor.  In response the former Lord Mayor thanked all who had assisted him during his term of office, expressed his pride in the district and all of its people and thanked them for the honour which had been bestowed upon him.

 

4.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

7.

WRITTEN ANNOUNCEMENTS FROM THE LORD MAYOR (Standing Order 4)

A copy of the Lord Mayor’s announcements had been circulated and published on the Council’s website.

 

Former Lord Mayor, Irene Ellison-Wood

 

Members paid tribute to former Lord Mayor, Irene Ellison-Wood who sadly passed away on 17 March 2022.

 

Irene served the constituents of the Keighley West Ward from 1990 to 2007, and did so with great vigour and no small amount of personal charm.  She was invariably approachable, practical and pragmatic in serving those in her Ward.  Irene was determined, even dogged, when dealing with difficult or persistent problems and this earned her much admiration among those whom she so ably represented over her 17 years as a Councillor.

 

Irene served in Civic Office first as Deputy Lord Mayor in 2001/2002 and then as Lord Mayor in 2004/2005.  She took to the roles with much enthusiasm and her year as First Citizen was marked by her customary warmth and an easy good humour, which helped all those she met to overcome any sense of natural reticence when meeting the Lord Mayor.

 

A minute’s silence was observed in memory of the former Lord Mayor.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.

 

Certain reports and background papers may be restricted.

9.

AMENDMENTS TO THE CONSTITUTION pdf icon PDF 31 KB

To receive and consider a joint report from the Interim City Solicitor and the Director of Finance and IT providing details of the proposed amendments to the Constitution, including amendments to Contract Standing Orders and Financial Regulations recommended by Governance and Audit Committee.

 

It is recommended to Council that:

 

a)    the proposed amendments to the Constitution, as agreed and recommended to Council for approval by Governance and Audit Committee and as set out in the Interim City Solicitor’s report and appendices for the meeting of Governance and Audit Committee held on 21 April 2022; and

 

b)    the proposed amendments to the Council’s Contract Standing Orders and Financial Regulations, as agreed and recommended to Council for approval by Governance and Audit Committee and as set out in the Director of Finance and IT’s report and appendices for the meeting of Governance and Audit Committee held on 21 April 2022, subject to clarification of Paragraph 12.1 (Appendix 1 of the Director of Finance’s report to Governance and Audit Committee) as detailed in the decision of Governance and Audit Committee, and subject to the consistency of terminology relating to Appropriate Officer in Appendix 2 of the Director of Finance’s report to Governance and Audit Committee,

 

be approved and implemented;

 

c)    the Interim City Solicitor be granted delegated authority to make any consequential amendments required to the Council’s Constitution as a result of any recommendations approved by full Council.
