ELECTION OF LORD MAYOR

To elect a Lord Mayor for the 2019/2020 municipal year.

Minutes:

Resolved –

 

That Councillor Doreen Lee be appointed as Lord Mayor for the 2019/20 municipal year.

 

The newly elected Lord Mayor then made a declaration of acceptance of office in the prescribed form and assumed the Chair.

2.

APPOINTMENT OF DEPUTY LORD MAYOR

To appoint a Deputy Lord Mayor for the 2019/2020 municipal year.

Resolved –

 

That Councillor Shabir Hussain be appointed Deputy Lord Mayor for the 2019/20 municipal year.

 

The newly appointed Deputy Lord Mayor then made a declaration of acceptance of office in the prescribed form.

3.

EXPRESSION OF APPRECIATION

Minutes:

Councillors Mike Gibbons, Susan Hinchcliffe, and Jeanette Sunderland placed on record their appreciation to the retiring Civic Team on behalf of their respective Political Groups.

 

The Lord Mayor presented badges to Councillor Zafar Ali and Mrs Zeabunnessa Zafar to commemorate their year of office as Lord Mayor and Lady Mayoress.

4.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

ELECTIONS

The Lord Mayor welcomed everybody to this Annual Meeting of Council, extending a special welcome to those elected for the first time.

 

DEATH OF FORMER COUNCILLOR KEITH THOMSON

It was with sadness that the Lord Mayor reported to Council the death of former Councillor Keith Thomson, who had passed away on 22 April 2019, aged 82.  Former Councillor Thomson represented the Wibsey Ward from 1990 until 2004.  He was long associated with environmental issues and helped to establish, and became treasurer of, the Bradford Metropolitan Food Bank.  For many years he taught, and was also Head Teacher at Grange School in Bradford from 1974 to 1989.  Since 2007 he also wrote the Envirowatch column for the Telegraph & Argus. 

 

The Lord Mayor placed on record the Council’s gratitude for the work former councillor Thomson undertook and the Lord Mayor had written, on behalf of the people of the District, to his widow and family to offer sympathies on his passing.

 

Members paid their own tributes and stood for a minute’s silence.

 

34TH BRADFORD CITY AFC FIRE MEMORIAL

Saturday 11 May 2019 marked the 34th anniversary of the Bradford City AFC fire, a tragedy which resulted in 56 people sadly losing their lives and countless others being injured or otherwise affected. The annual service of remembrance was held at the Memorial Sculpture in City Park attended by the Lord-Lieutenant, High Sheriff, and Civic dignitaries from Lincoln who laid floral tributes alongside the Lord Mayor. Staff and players from the Club joined members of the emergency services, Council and Elected Members and hundreds of people gathered to remember friends, family, colleagues, fellow Bradfordians and football fans. A collection was taken for the Plastic Surgery and Burns Research Unit at Bradford University.

AMENDMENTS TO THE CONSTITUTION - CONTRACTS STANDING ORDERS AND FINANCIAL REGULATIONS pdf icon PDF 80 KB

At the meeting of the Governance and Audit Committee held on18 April 2019 consideration was given to the report of the Strategic Director Corporate Resources (Governance and Audit Committee Document “AO”)on the annual review of the Contracts Standing Orders and Financial Regulations section of the Council’s Constitution. The Committee made recommendations for their amendment contained in Document “A”.

 

Recommended-

 

That the proposed changes to Contracts Standing Orders and Financial Regulations (detailed in Document “A”) be approved to support improvements in the organisation’s financial and procurement processes and procedures.

At the meeting of the Governance and Audit Committee on 18 April 2019 the report of the City Solicitor (Governance and Audit Committee Document “AP”) detailed proposed amendments to the Constitution for recommendation to Council. The City Solicitor’s report is attached as Document “B”.

 

Recommended-

 

(1)          That the proposed amendments to the Constitution set out in Appendices 1-3 of Document “AP” be adopted and implemented.

 

(2)          That the City Solicitor be granted delegated authority to make consequential amendments to the Constitution as a result of any recommendations approved by full Council.

 

(3)          That the City Solicitor ensures that any agreed amendments are implemented.
