ELECTION OF LORD MAYOR FOR 2017/18

To elect a Lord Mayor for the 2017/2018 municipal year.

Minutes:

It was moved by Councillor Hinchcliffe and seconded by Councillor Ali supported by Councillor Jeanette Sunderland and Councillor Khadim Hussain.

 

Resolved -

 

That Councillor Abid Hussain be appointed Lord Mayor for the 2017/18 municipal year.

 

The newly elected Lord Mayor then made a declaration of acceptance of office in the prescribed form and assumed the Chair.

 

 

2.

APPOINTMENT OF DEPUTY LORD MAYOR FOR 2017/18

To appoint a Deputy Lord Mayor for the 2017/2018 municipal year.

Minutes:

It was moved by Councillor Greenwood and seconded by Councillor Val Slater.

 

Resolved –

 

That Councillor Doreen Lee be appointed Deputy Lord Mayor for the 2017/18 municipal year.

 

The newly appointed Deputy Lord Mayor then made a declaration of acceptance of office in the prescribed form.

3.

EXPRESSION OF APPRECIATION

Minutes:

Councillors Jeanette Sunderland, Hinchcliffe and Cooke placed on record their appreciation to the retiring Civic Team on behalf of their respective Political Groups.

 

The Lord Mayor presented badges to Councillor Geoff Reid and Mrs Chris Reid to commemorate their year of office as Lord Mayor and Lady Mayoress.

 

The outgoing Lord Mayor responded with thanks.

4.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

DEATH OF FORMER COUNCILLOR MARK BLACKBURN

 

With sadness the Lord Mayor reported that the former Labour Councillor Mark Blackburn had died on 5 May 2017. Former Councillor Blackburn ably represented the Shipley East ward from 1999 to 2004 and this Council placed on record gratitude for his service.

 

The Lord Mayor had written to former Councillor Blackburn’s family to express condolences. Members and Officers stood in a minute’s silence and afterwards the Leader of Council paid tribute.

 

WELCOME TO COUNCILLOR ANDREW SENIOR

 

Councillor Andrew Senior, the new Conservative Councillor for the Queensbury ward following the election on 4 May 2017, was welcomed to the meeting. 

 

TOUR DE YORKSHIRE 2017 CYCLE RACE

 

Congratulations were given to all those from the Council who had worked with partners to ensure the success of stage 3 of the cycle race, Tour de Yorkshire, on Sunday 30 April 2017. The event was a magnificent showcase for this area and was only achieved through a great deal of hard work and collaborative working.

 

THE BRADFORD DRAGONBOAT FESTIVAL 2017

 

Thanks and admiration were conveyed by the Lord Mayor to the volunteer Council officers, Councillors, members of the public and local businesses who delivered the 3rd Bradford Dragonboat Festival which took place over three days in Roberts’ Park, Saltaire between Friday 5 and Sunday 7 May 2017. 

 

NATIONAL PPMA AWARDS

 

It was reported that Bradford Council officers had received two awards in the Public Services People Managers Association (PPMA) awards on 27 April 2017. 

 

BRADFORD CITY FC SUCCESS

 

Bradford City Football Club would play Millwall at Wembley in the League One play-off final on 20 May 2017 and the Club’s achievement had been the source of much jubilation throughout the district.

AMENDMENTS TO THE CONSTITUTION - FINANCIAL REGULATIONS AND CONTRACT STANDING ORDERS pdf icon PDF 173 KB

At the meeting of the Governance and Audit Committee on 25 April 2017 the report of the City Solicitor (Governance and Audit Committee Document “AN”) provided Members with details of the annual review of the Financial Regulations and Contracts Standing Orders Sections of the Council’s Constitution and makes recommendations for their amendment. It is,

 

Recommended –

 

(1)       That the proposed amendments to the Constitution listed in Appendices 1 and 2 attached to Governance and Audit Committee Document “AN” be adopted and implemented.

 

(2)       That the City Solicitor ensures the agreed amendments are implemented.

 

(3)       That the City Solicitor be granted delegated authority to make consequential amendments to the Constitution as a result of the recommendations approved by Council.
