ELECTION OF LORD MAYOR 2016/2017

To elect a Lord Mayor for the 2016/2017 municipal year. 

 

Minutes:

It was moved by Councillor Jeanette Sunderland and seconded by Councillor Hinchcliffe supported by Councillor Gibbons.

 

Resolved -

 

That Councillor Reid be elected Lord Mayor for the 2016/17 municipal year.

 

The newly elected Lord Mayor then made a declaration of acceptance of office in the prescribed form and assumed the Chair.

 

 

2.

APPOINTMENT OF DEPUTY LORD MAYOR 2016/2017

To appoint a Deputy Lord Mayor for the 2016/2017 municipal year. 

 

Minutes:

It was moved by Councillor Fear and seconded by Councillor Nicola Pollard.

 

Resolved –

 

That Councillor Griffiths be appointed Deputy Lord Mayor for the 2016/17 municipal year.

 

The newly appointed Deputy Lord Mayor then made a declaration of acceptance of office in the prescribed form.

 

3.

EXPRESSION OF APPRECIATION

Minutes:

Councillors Green, Pennington and Jeanette Sunderland placed on record their appreciation to the retiring Civic Team on behalf of their respective Political Groups.

 

The Lord Mayor presented badges to Councillor Joanne Dodds and Mr Robert Dodds to commemorate their year of office as Lord Mayor and Lady Mayoress.

 

The outgoing Lord Mayor responded with thanks.

 

4.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

LORD MAYOR'S ANNOUNCEMENTS

(To be circulated before the meeting).

Minutes:

DEATH OF COUNCILLOR LYNNE SMITH

 

The Lord Mayor reported with sadness the death of Councillor Lynne Smith, who died on 15 May 2016, after a long illness. Lynne had represented the Wibsey ward since 2006 and was Chair of the Council’s Governance and Audit Committee.  The Lord Mayor placed on record this Council’s gratitude for Lynne’s service.  Lynne would be very sadly missed not only by her family and friends, but by all in the Council Chamber and by the many people she so ably represented. The Lord Mayor had written to Lynne’s family to express condolences on their loss.

 

Councillors Green and Ellis paid tribute to Councillor Lynne Smith.

 

DEATH OF FORMER LADY MAYORESS, MRS FLO COLLARD

 

It was also with sorrow that the Lord Mayor reported to Council the death of Mrs Flo Collard on 20 April 2016 at the age of 93. Mrs Collard served as Lady Mayoress in 1991/1992 supporting her husband, Sydney John Collard, as Lord Mayor. Mrs Collard also served as a Councillor for the Great Horton Ward from 1996 until 2000. The Lord Mayor had written to Mrs Collard’s family to express sincere condolences and the Lord Mayor and her Consort represented the district at the funeral service.

 

Members and Officers joined the Lord Mayor in standing for a minute in memory of Councillor Lynne Smith and Mrs Collard.

 

ELECTIONS

 

All Members of Council were welcomed to this Annual Meeting, with a special welcome to those elected for the first time.

9.

REVIEW OF THE COUNCIL'S CONSTITUTION pdf icon PDF 352 KB

At the meeting of the Governance and Audit Committee on 15 April 2016 the report of the Interim City Solicitor (Governance and Audit Committee Document “AW”) detailed  proposed amendments to the Constitution for recommendation to Council to be implemented at the commencement of the municipal year 2016/17. It was,

 

Recommended –

 

(1)       That the amendments to the constitution contained in Document “AW” be recommended to Council subject to the definition of “call-off” being included in the Contract Standing Orders.

 

(2)       That the City Solicitor be granted delegated authority to make consequential amendments to the Constitution as a result of the recommendations approved by Council.

 

(3)                   That the Director of Finance and the Assistant Director Commissioning and Procurement give consideration to the possibility of establishing a Board that examines high value and high risk procurement.

 

(4)                   That due to the nature of the work covered by this Committee the City Solicitor give consideration to arranging training for Committee Members on the work of the Governance and Audit Committee.
