ELECTION OF LORD MAYOR

To elect a Lord Mayor for the 2018/2019 municipal year. 

 

Minutes:

It was moved by Councillor Gibbons and seconded by Councillor Hinchcliffe supported by Councillor Sunderland.

 

Resolved -

 

That Councillor Zafar Ali be appointed Lord Mayor for the 2018/19 municipal year.

 

The newly elected Lord Mayor then made a declaration of acceptance of office in the prescribed form and assumed the Chair.

2.

APPOINTMENT OF DEPUTY LORD MAYOR

To appoint a Deputy Lord Mayor for the 2018/2019 municipal year. 

 

Minutes:

It was moved by Councillor Ellis and seconded by Councillor Poulsen.

 

Resolved –

 

That Councillor Martin Smith be appointed Deputy Lord Mayor for the 2018/19 municipal year.

 

The newly appointed Deputy Lord Mayor then made a declaration of acceptance of office in the prescribed form.

3.

EXPRESSION OF APPRECIATION

Minutes:

Councillors Hinchcliffe, Cooke, Pennington and Sunderland placed on record their appreciation to the retiring Civic Team on behalf of their respective Political Groups.

 

The Lord Mayor presented badges to Councillor Abid Hussain and Mrs Shahnaz Akhtar to commemorate their year of office as Lord Mayor and Lady Mayoress. The outgoing Lord Mayor responded with thanks.

4.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

 

Minutes:

In relation to Minute 11 Councillor Ian Greenwood disclosed an interest as a trade union nominee on the West Yorkshire Pension Fund but as the disclosure was on the basis of transparency Councillor Greenwood remained in the meeting during consideration and voting on the item.

ELECTIONS

The Lord Mayor welcomed everybody to the Annual Meeting of Council, particularly to those Members elected for the first time. On behalf of Elected Member colleagues the Lord Mayor expressed gratitude for the work carried out by staff and volunteers during the Election period.

 

DEATH OF FORMER COUNCILLOR KENNETH ALWYN BAXTER

It was with sadness that the Lord Mayor reported the death of former Councillor Ken Baxter. Ken served this Council as elected Member for the Idle Ward from 1980/1987, 1990/1994 and 1995/1999. The Lord Mayor had written to Ken’s family to express condolences.

 

Members stood in silent tribute to Ken Baxter.

 

DEATH OF MR JED DIN, DIRECTOR OF BRADFORD HATE CRIME ALLIANCE AND BRADFORD CITY CENTRE PROJECT

Tributes had been made to prominent Bradford charity campaigner Jed Din, who had died aged 50. Jed worked tirelessly, fighting hate, protecting victims and bringing communities together.

 

TOUR DE YORKSHIRE 2018

The 2018 Tour de Yorkshire was welcomed to the District this month. Stage 2’s summit finish of the Men’s and Women’s races took place at the Cow and Calf Rocks, Ilkley, on Friday 4 May and Stage 4 of the Men’s Race passed through the Worth Valley on Sunday 6 May. The Lord Mayor placed on record gratitude to all those who participated in making it such an enjoyable and memorable event.

 

THE LIGHT CINEMA

The newly opened Light Cinema was based in an extension to the Broadway Shopping Centre, and included six screens. It was anticipated that the venue, together with the re-opening of St George’s Hall and the programme of events in City Park, would kick-start Bradford city centre’s evening economy.

 

33RD BRADFORD CITY AFC FIRE MEMORIAL

Friday 11 May 2018 was the 33rd anniversary of the Bradford City AFC fire, a tragedy resulting in the loss of 56 lives. A service of remembrance was held at the Memorial Sculpture in City Park attended by staff and players from the Club, members of the emergency services, Council and Elected Members and hundreds of people who gathered to remember friends, family, colleagues and fellow Bradfordians.

REVIEW OF THE COUNCIL'S FINANCIAL REGULATIONS/CONTRACT STANDING ORDERS pdf icon PDF 177 KB

At the meeting of the Governance and Audit Committee held on19 April 2018 consideration was given to the report of the Interim Strategic Director Corporate Resources (Monitoring Officer) (Governance and Audit Committee Document “AK”)on the annual review of the Financial Regulations and Contracts Standing Orders Section of the Council’s Constitution. The Committee made recommendations for their amendment contained in Document “A”.

 

Recommended –

 

 (1)    That the Council consider the proposed amendments to the Constitution (Financial Regulations) listed in Table 1 and the Proposed Financial Regulations for 2018/19 contained in Appendix 1 (as amended by the Governance and Audit Committee on 19 April 2018) recommended for adoption and implementation by the Governance and Audit Committee.

 

(2)     That the Council consider the proposed amendments to the Constitution (Contract Standing Orders) and recommend to Council the Proposed Contract Standing Orders for 2018/19 contained in Appendix 2 (as amended by the Governance and Audit Committee on 19 April 2018) recommended for adoption and implementation by the Governance and Audit Committee.

 

(3)     That the Interim Strategic Director Corporate Resources (Monitoring Officer) be granted delegated authority to implement any recommendations approved by Council and to make consequential amendments to the Constitution as a result of the recommendations approved by Full Council.

At the meeting of the Governance and Audit Committee on 19 April 2018 consideration was given to the report of the Interim Strategic Director Corporate Resources (Monitoring Officer) (Governance and Audit Committee Document “AK”) on the annual review of the Financial Regulations and Contract Standing Orders sections of the Council’s Constitution. 10.

REVIEW OF THE COUNCIL'S CONSTITUTION pdf icon PDF 135 KB

At the meeting of the Governance and Audit Committee on 19 April 2018 the report of the Interim City Solicitor (Governance and Audit Committee Document “AL”) detailed proposed amendments to the Constitution for recommendation to Council. The Committee recommended to Council that the proposed amendments be adopted and implemented with the exceptions of: “The proposed addition of new wording at 6.7.1 be removed from Appendix 3” and “the composition of the Health and Wellbeing Board at Appendix 5 be amended to read at (o) The Chief Executive of Bradford District Care NHS Foundation Trust and at (p) One Member from the GP Community.” The Interim City Solicitor’s report is attached as Document “B”.

 

Recommended –

 

(1)       That the Council consider the proposed amendments to the Constitution set out in Appendices 1 to 5 of this report as considered and recommended by the Governance and Audit Committee on 19 April 2018 for adoption and implementation.

 

(2)       That the Interim City Solicitor be granted authority to make any consequential amendments to the Constitution as a result of any recommendations approved by full Council.
