1.

ALTERNATE MEMBERS (Standing Order 34)

The Director of Legal and Governance will report the names of alternate Members who are attending the meeting in place of appointed Members.

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

(3)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

The Committee is asked to note the referral listed above and decide how it wishes to proceed, for example by incorporating the item into the work programme, requesting that it be subject to more detailed examination, or refer it to an appropriate Working Group/Committee.

B. OVERVIEW AND SCRUTINY ACTIVITIES

OS REPORT ON THE DISTRICT'S CASUALTY AND ROAD SAFETY PROGRESS TO 31 AUGUST 2024 pdf icon PDF 717 KB

The Strategic Director, Place will submit a report (Document “AB”) providing an update on casualty levels and trends in the Bradford District for the year ending 31 August 2024. The report covers progress in initiatives targeting dangerous driving, anti-social driving, and road safety, including educational, enforcement, and engineering efforts. It highlights the Council’s commitment to the Vision Zero strategy, updates from stakeholder discussions on potential changes to Public Space Protection Orders (PSPOs), developments within the CRSTS Safe Roads programme, and new district-wide education initiatives. The report also includes the latest verified casualty data from West Yorkshire Police, with efforts underway to improve the speed of data dissemination.

 

Recommended-

 

(1)  That the Committee notes the new casualty figures for 2024 and the rise in KSI, reaffirming the urgency of Vision Zero measures.

 

(2)  That the expanded child-safety initiatives be supported and, where possible, accelerated to address persistent child casualty concerns.

 

(3)  That the Council continues to work closely with West Yorkshire Police and other partners (via Operation Steerside, CRSTS schemes, and the Vision Zero Delivery Group) to bolster enforcement and predictive analytics.

 

(4)  That any necessary PSPO amendments resulting from the City Solicitor’s review be brought to the Committee in a timely manner, ensuring legal compliance and operational effectiveness.

 

(5)  That a further, detailed update on 2024 casualty data, newly funded capital schemes, and final PSPO decisions be presented to this Committee at the earliest opportunity in 2025/26.

HACKNEY CARRIAGE AND PRIVATE HIRE SERVICE pdf icon PDF 995 KB

The Strategic Director, Place will submit a report (Document “AC”) which will provide an update to the committee on how the service is working towards achieving a high performing, customer focused hackney carriage and private hire service. How it analyses information to drive improvements in service delivery to the benefit of trade and employees.

 

Recommended-

 

It is recommended that members:

 

(1)  Note the content of this report, the challenges faced by the Bradford District and the strategic response.

 

(2)  Welcome the continued impact and progress of the partnership and promote this within members’ wider networks.

 

(3)  Consider how their connections and networks can support the partnership to expand its reach in Bradford South; and

 

(4)  To bring a follow up report in 12 months.

The Chair of the Corporate Overview and Scrutiny Committee will submit a report (Document “AD”) which includes topics for the Corporate Overview and Scrutiny Committee work programme for 2024/25.  The Committee is asked to consider the work programme.
