DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

(2)       Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(3)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

In relation to the UK Shared Prosperity Fund (Minute 47), for the interest of transparency Councillor Shaheen disclosed that she was the Chair of Girlington Community Centre.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR BRADFORD WEST - 2023/24 pdf icon PDF 129 KB

This report of the Strategic Director, Place (Document “S”) provides information on Capital Highway Maintenance funding and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites.

 

Recommended –

 

That the Bradford West Area Committee approves the proposed programme of works for as shown in Appendix 1 and 2, attached to Document “S”.

The report of the Strategic Director, Place (Document “T”) considers objections received to recently advertised proposals for traffic calming measures on Legrams Lane, Bradford.

 

Recommended –

 

(1)       That the objections be overruled and the proposed traffic calming measures be implemented as advertised.

The report of the Strategic Director, Place (Document “V”)provides a review of the above funding opportunity and provides an outline of how the devolved funding will be distributed in Bradford. The report will focus on the role of the Area Committees in terms of decision maker of local funding and influencer of the district delivery.

 

Recommended –

 

(1)       That the contents of this report are noted.

 

(2)       That the Area Committee agree the proposals for funding allocation in Appendix B, attached to Document “V”..

 

(3)       That the Area Committee accept annual report on the progress on UKSPF delivery.

Minutes:

The report of the Strategic Director, Place (Document “V”) provided a review of the above funding opportunity and provided an outline of how the devolved funding would be distributed in Bradford. The report focused on the role of the Area Committees in terms of decision maker of local funding and influencer of the district delivery.

 

In response to a clarification sought by the committee, it was stated that a website was available for people to access information on the improvement of public services, especially in those places where they were weakest. Information on restoring a sense of community, local pride and belonging, especially in those places where they had been lost. Empowering local leaders and communities, especially in those places lacking local agency.

 

Resolved –

 

(1)       That the contents of Document “V” be noted.

 

(2)       That the proposals for funding allocation in Appendix B, attached to Document “V”, be agreed.

 

(3)       That the annual report on the progress on UKSPF delivery, be accepted.

That Bradford West Area Committee approves the Community Buildings Grants as set out in Para 3.4 in Document “W”.

Recommended –

 

(1)       That the wide range of applications from groups, organisations and individuals across Bradford West Constituency are noted and welcomed.

 

(2)       That the Bradford West Area Co-ordinator’s Office continues to ensure the effective allocation of the Community Chest Budget by providing appropriate advice and support to applicants.
