DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from Members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the Member during the meeting.

in which case speak on the item only if the public are also allowed to speak but otherwise not do not participate in the discussion or vote; and leave the meeting unless you have a dispensation.

 

(2)        Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(3)        Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(4)        Officers must disclose interests in accordance with Council Standing         Order 44.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

The report of the Strategic Director (Document “K”) gives an update on work undertaken by the Youth Service in the Bradford West Area in the past 12 months and outlines the direction of travel for the next 12 months.

 

The report outlines the following information:

·         An update on how the Youth Service continues to respond to increased demand and complexity of need.

·         An update on youth provision ward by ward and key developments within Bradford West

 

Recommended –

 

That the work undertaken by the Youth Service in the Bradford West Area as detailed in this report be welcomed.

The report of the Strategic Director (Document “K”) gave an update on work undertaken by the Youth Service in the Bradford West Area in the past 12 months and outlined the direction of travel for the next 12 months.

 

The report outlined the following information:

·         An update on how the Youth Service continued to respond to increased demand and complexity of need; and,

·         An update on youth provision ward by ward and key developments within Bradford West.

 

Resolved –

 

(1)       That the work undertaken by the Youth Service in the Bradford West Area as detailed in Document “K” be welcomed.

 

(2)       That the entire team based in Bradford West Youth Service team be congratulated on the quality of the work they are delivering to the young people and communities in Bradford West.

BRADFORD WEST LOCALITY PLAN 2022-25 pdf icon PDF 99 KB

The report of the Strategic Director, Place (Document “L”) provides information on the Council, working with partner agencies, is undertaking work to strengthen its approach to Locality Working. A key part of that approach is the development of Locality Plans. This report presents a draft of the Bradford West Locality Plan 2022-25, which includes the six Ward Plans for the Area Committee’s approval.

 

Recommended –

 

1)         Bradford West Area Committee approves the draft Bradford West Locality Plan 2022-25, as detailed in this report at Appendix A.

 

2)         Bradford West Area Committee requests that the Bradford West Area Co-ordinator presents a progress report to the Area Committee in 6 months’ time, setting out the progress and achievements made for each of the priorities detailed in the Bradford West Locality Plan 2022-25, including the six Ward Plans.

This report of the Strategic Director, Place (Document “M”) provides an overview of the work of the District Youth Work team and gives an update on work undertaken by the District Youth Service during the last 12 months.

Minutes:

This report of the Strategic Director, Place (Document “M”) provided an overview of the work of the District Youth Work team and gave an update on work undertaken by the District Youth Service during the last 12 months.

 

Resolved –

 

(1)       That a revised report be presented to the Bradford West Area Committee on 17th November 2022 that gives information on:

 

·         The specific role of the District Youth Team, its structure, and overview of where the teams are deployed;

·         Clearly describes the work the team has undertaken in each ward, defines the levels of intervention, outlines the offer to young people, explains the routes into the service and what happens when young people leave.

·         Illustrate how this approach is sustainable in the long term; and,

·         Clarify the specific sources of the £1,088,000 budget for the District Youth Service Team, what will be delivered and by when.

 

(2)       That the Bradford West Area Committee on 17th November 2022 be attended by the Assistant Director, Neighbourhoods & Customer Services and the Youth Services Development Manager.

 

ACTION: Strategic Director, Place
