To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

The report of the Chief Executive (Document “L”) provides an update on the contemporary strategic response to all forms of exploitation of children and adults at risk of exploitation and how partners from The Bradford Partnership – Working together to safeguard children and the Bradford Safeguarding Adults Board work to drive continuous improvement and to hold agencies to account for their work on this subject. This report also outlines the challenges presented to the partnership following the global pandemic – Covid 19.

Recommended –

(1)       The Area Committee is invited to note the report .

(2)       The Bradford West Area Committee commit to working closely with partners to continue to raise awareness of exploitation of both adult and children.

(3)       A further report to be presented in 12 months.

The report of the Chief Executive (Document “L”) provided an update on the contemporary strategic response to all forms of exploitation of children and adults at risk of exploitation and how partners from The Bradford Partnership (TBP) – Working together to safeguard children and the Bradford Safeguarding Adults Board work to drive continuous improvement and to hold agencies to account for their work on this subject. This report also outlined the challenges presented to the partnership following the global pandemic – Covid 19.

The Manager of Bradford Safeguarding was present at the meeting and at the invitation of the Chair, presented the report to the committee. He explained that partners were continuing to work together to protect vulnerable children and adults at risk through increased collaborative work between the Bradford Safeguarding Adults Board, The Bradford Partnership, and the Community Safety Partnership on the issue of exploitation. This had been achieved through continued awareness and understanding, which had enabled professionals to recognise and respond to at an earlier stage.

The All-Age Exploitation (AAE) sub-group had replaced the Risk and Vulnerability Sub Group. The AAE sub-group had a greater focus on the district's strategic response to those suffering from and experiencing exploitation, whether as an adult or a child. Superintendent Richard Padwell, who had recently joined the district, was the chair of this sub-group. There was a cross-section of representation from the Community Safety Partnership, Domestic and Sexual Violence Board, Adult Safeguarding Board, and TBP.

The impact of the global pandemic Covid -19 had changed the nature of vulnerability and had seen different methodologies being used by perpetrators to facilitate their continued offending behaviour. The Police and other law enforcement agencies had adapted their tactics to counter the threat they pose.

Building upon the existing structured response to exploitation, the Council's additional financial investment in services would develop an enhanced specialist multi-agency exploitation hub.

The Chair praised the work of the TBP’s strategic response to all forms of exploitation of children and adults at risk of exploitation. The committee echoed the sentiments of the Chair and therefore:

Resolved –

(1)       That the information presented in Document “L” be noted.

(2)       That the Bradford West Area Committee commit to working closely with partners to continue to raise awareness of exploitation of both adult and children.

(3)       That officers be thanked for attending the meeting to discuss the ongoing work, and that officers and partners working on the ground be highly praised for their increased collaborative working and commitment in continuing to protect the most vulnerable from exploitation.

(4)       That a further report to be presented in 12 months.

ACTION: Board Manager, Safeguarding Children's Board

The report of the Strategic Director, Place (Document “M”) considers petitions relating to Traffic matters at the following locations:

1. Great Horton Road, Bradford
2. Redburn Road, Heaton

Recommended –

(1)       That the request for parking restrictions on Great Horton Road be retained on the list of schemes to be given consideration by the Bradford West Area Committee when the 2022-24 Safer Roads schemes programme is determined.

(2)       That the Police and wardens be requested to increase passing patrols of Great Horton Road and that residents be encouraged to contact the Police in respect of obstructive and/or dangerous parking.

(3)       That local residents be encouraged provide as much information as possible about the sale of vehicles from the highway to enable this to be further investigated by the Council’s Highway Enforcement team.

(4)       That no further action be taken on the request to introduce traffic calming measures, traffic islands or safety cameras on Redburn Road.

(5)       That the Police be requested to continue their patrols to tackle the anti-social behaviour in the area.
