34.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR BRADFORD WEST - 2022/23 pdf icon PDF 286 KB

This report of the Strategic Director, Place (Document “N”) provides information on Capital Highway Maintenance funding and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites.

 

Recommended –

 

That the Bradford West Area Committee approves the proposed programme of works for as shown in Appendix 1 and 2.

This report of the Strategic Director, Place (Document “N”) provided information on Capital Highway Maintenance funding and made recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites.

 

Resolved –

 

(1)       That Aldermanbury be removed from appendix 1 priority site list due to new developments in the City Centre and it be replaced to a similar value with Back Oulton Terrace even numbers and also Back Oulton Terrace odd numbers and the unnamed connecting road at the end.

 

(2)       That the proposed programme of works, attached as Appendix 1 and 2 to Document “N” be approved.

OBJECTIONS RECEIVED TO THE TRAFFIC REGULATION ORDER FOR WAITING RESTRICTIONS ON VARIOUS ROADS IN THE BRADFORD WEST CONSTITUENCY pdf icon PDF 613 KB

The report of the Strategic Director, Place (Document “O”) considers objections to the proposed Traffic Regulation Order on various roads in the Bradford West Constituency.

 

Recommended –

 

(1)       That the prohibition of waiting at the junction of Beamsley Road and Granville Terrace be modified as detailed on drawing HS/TRSS/104773/CON-4C, that that the layout of the blue badge parking bay on Jesmond Avenue as shown on drawing HS/TRSS/104773/CON-17B be noted and the remaining objections be overruled and the Traffic Regulation Order sealed and implemented as modified.

 

(2)       That the objectors be informed accordingly.

The report of the Strategic Director, Place (Document “O”) considered objections to the proposed Traffic Regulation Order on various roads in the Bradford West Constituency.

 

Resolved –

 

(1)       That consideration of the objections in respect of the proposed BBPP on Jesmond Avenue be deferred to a future meeting of the Bradford West Area Committee to enable further consultation with ward members.

 

(2)       That the prohibition of waiting at the junction of Beamsley Road and Granville Terrace be modified as detailed on drawing HS/TRSS/104773/CON-4C to Document “O”, and the remaining objections be overruled and the Traffic Regulation Order partially sealed and implemented as modified.

 

(3)       That the objectors and BBPP applicant be informed accordingly.
