DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

21.

ANNUAL UPDATE ON ROAD SAFETY EDUCATION, TRAINING AND PUBLICITY IN THE BRADFORD DISTRICT pdf icon PDF 203 KB

The report of the Strategic Director, Place (Document “H”) seeks to update members on current casualty levels and trends in the Bradford District and on the Road Safety Education, Training and Publicity initiatives aimed at reducing these casualties.

 

Recommended –

 

That the Area Committees continue to support an evidence based approach to determining Road Safety priorities.

Minutes:

The report of the Strategic Director, Place (Document “H”) updated members on current casualty levels and trends in the Bradford District and on the Road Safety Education, Training and Publicity initiatives aimed at reducing these casualties.

 

At the invitation of the Chair, the following synopsis of the report was given to the committee. In 2020 there had been an overall decrease in casualties in the Bradford District, down from 1,117 in 2019, to 937 in 2020. This continued the well-established long term trend which was also mirrored at West Yorkshire level. When taking different road user groups into consideration, car occupant casualties reduced from 688 to 570 and pedestrian casualties reduced from 244 to 192. There were however casualty increases for two road user groups; cyclists, where casualties increased from 80- 89, and motorcyclists where casualties increased from 45 to 62.  Both issues had been brought to the attention of the West Yorkshire Safer Roads Executive and would be examined in detail and reported back to this committee.  The global Covid-19 pandemic and associated lockdowns had a significant impact on road traffic volumes and it is therefore difficult to establish how much of the downward trend seen in 2020 was due to an overall reduction in road traffic and how much was continuing the well-established downward trend from previous years.

 

Resolved –

 

That the Area Committees continue to support an evidence based approach to determining Road Safety priorities.

YOUTH SERVICE UPDATE - BRADFORD WEST pdf icon PDF 249 KB

The report of the Strategic Director, Place (Document “I”) gives an update on work undertaken by the Youth Service in the Bradford West Area in the past 12 months and outlines the direction of travel for the next 12 months.

 

The report outlines an overview of youth provision and a timeline of the Youth Services response to the Covid 19 pandemic; an update on how the Youth Service continues to respond to increased demand and complexity of need; an introduction to the work of the Young Covid Recovery Ambassadors and their role in the community; and, an update on youth provision ward by ward and key developments.

 

Recommended –

 

That the work undertaken by the Youth Service in the Bradford West Area as detailed in this report be welcomed.

The report of the Strategic Director, Place (Document “I”) gave an update on work undertaken by the Youth Service in the Bradford West Area in the past 12 months and outlined the direction of travel for the next 12 months.

Resolved –

 

(1)       That the work undertaken by the Youth Service in the Bradford West Area as detailed in this report be welcomed.

 

(2)       That the Bradford West Area Co-ordinator’s Office and the Youth Service be highly praised for their efforts and commitment in response to youth provision over the course of the Covid 19 pandemic and the for the partnership work undertaken in focusing on Bonfire activities 2021.
