13.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

 

 

Minutes:

Councillor Azam disclosed an interest in the item relating to the Ellercroft Terrace, Lidget Green - Request for a Disabled Persons Parking Place (minute 16) as he had spoken with the applicant at one point during the process.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

ELLERCROFT TERRACE, LIDGET GREEN - REQUEST FOR A DISABLED PERSONS PARKING PLACE pdf icon PDF 607 KB

The report of the Strategic Director, Place (Document “G”) considers an application for a Disabled Persons Parking Place where the application has received objections.

 

Recommended –

 

That the Bradford West Area Committee determines whether or not to allow the installation of a Disabled Persons Parking Place at 18 Ellercroft Terrace.

 

That the applicant be informed accordingly.

(2)       That the applicant and objector be informed accordingly.

SALISBURY ROAD, BUXTON AVENUE AND HIGHFIELD ROAD, FRIZINGHALL, BRADFORD - PETITION pdf icon PDF 225 KB

The report of the Strategic Director, Place (Document “H”) considers a petition requesting permit parking on Salisbury Road, Buxton Avenue and Highfield Road, Frizinghall, Bradford.

 

Recommended –

 

That the request for permit parking on Salisbury Road, Buxton Avenue, Highfield Road and other streets in the vicinity of Frizinghall train station remains on the list of schemes awaiting funding and be considered by this committee when it next meets to consider the Safer Roads Budget.

The report of the Strategic Director, Place (Document “H”) considered a petition requesting permit parking on Salisbury Road, Buxton Avenue and Highfield Road, Frizinghall, Bradford.

 

Resolved –

 

(1)       That the request for permit parking on Salisbury Road, Buxton Avenue, Highfield Road and other streets in the vicinity of     Frizinghall train station remains on the list of schemes awaiting             funding and be considered by this Committee when it next meets         to consider the Safer Roads Budget.

 

(2)       That any proposals consider the impact on a wider area.

 

(3)       That officers discuss options for alternative funding with the West       Yorkshire Combined Authority and update Ward Members with      the findings within the next two months.

 

(4)       That the petitioners be informed accordingly.

18.

BRADFORD WEST WARD PLANS pdf icon PDF 104 KB

The report of the Bradford West Area Co-ordinator (Document “I”) presents Ward Plans for consideration by the Bradford West Area Committee.

 

Recommended –

 

(1)       That the Bradford West Area Committee approves and adopts the        six Ward Plans.

 

(2)       That the Bradford West Area Committee requests Council           Officers, partner agencies and community organisations to           support the implementation of the Ward Plans.

 

(3)       That the Bradford West Area Committee requests the Area Co-  ordinator to work with the relevant officers to support the implementation of the Ward Plans.

 

(4)       That the Bradford West Area Co-ordinator reports back to this   Committee on a six monthly basis on the progress in addressing    the priorities contained in the Ward Plans.

The report of the Bradford West Area Co-ordinator (Document “I”) presented Ward Plans for consideration by the Bradford West Area Committee.

 

The Committee praised the efforts of the Bradford West Area Co-ordinator and the Ward Officers towards their efforts in the development of the Bradford West Ward Plans.

 

Resolved –

 

(1)       That the six Bradford West Ward Plans be approved and adopted.

 

(2)       That Council Officers, partner agencies and community   organisations be requested to support the implementation of the        Bradford West Ward Plans.

 

(3)       That the Bradford West Area Co-ordinator be requested to work            with relevant officers to support the implementation of the   Bradford West Ward Plans.

 

(4)       That the progress in addressing the priorities contained in the   Bradford West Ward Plans be reported back to the Bradford West            Area Committee on a bi-annual basis.

 

(5)       That officers in the Bradford West Area Office be thanked and    commended for their support to Ward Councillors and hard work              in compiling the Bradford West Ward Plans.
