62.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

18 ARNOLD PLACE, BRADFORD - REQUEST FOR A DISABLED PERSONS PARKING PLACE FOLLOWING AN OBJECTION pdf icon PDF 789 KB

The report of the Strategic Director, Place (Document “AH”) considers an application for a Disabled Persons Parking Place where the application has received an objection.

 

Recommended –

 

(1)       That the Bradford West Area Committee determines whether or             not to allow the installation of a Disabled Persons Parking Place     at 18 Arnold Place.

 

(2)       That the applicant be informed accordingly.

MIDLAND ROAD AREA, MANNINGHAM - TRO OBJECTIONS pdf icon PDF 1 MB

The report od the Strategic Director, Place (Document “AI”) considers objections to a proposed Traffic Regulation Order for match-day waiting on various roads in the Midland Road area, in the vicinity of Bradford City football stadium.

 

Recommended –

 

(1)       That the objections be overruled and the Traffic Regulation Order        be sealed and implemented as advertised.

 

(2)       That the objectors be informed accordingly.

The Strategic Director, Place (Document “AJ”) updates the Bradford West Area Committee following the consideration of a petition from residents of School Green, Thornton at the meeting on 19 September 2018.

 

Recommended –

 

(1)       That the request for a point closure on Allerton Lane be added to          the list of schemes awaiting funding from the Safer Roads budget.

 

(2)       That as and when funding is allocated to Allerton Lane, a public            consultation exercise be undertaken prior to the commencement   of any formal legal process to implement a point closure.

 

(3)       That the petitioners are informed accordingly.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR BRADFORD WEST - 2019/20 pdf icon PDF 84 KB

The Strategic Director, Place (Document “AK”) provides information on Capital Highway Maintenance funding and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites.

 

Recommended –

 

That the Bradford West Area Committee approves the proposed programme of works for 2019/20 as shown in Appendix 1 and 2, attached to Document “AK”.

(2)       That during the planning approval process for future new           developments, that further consideration be given towards the     effects of that development on the existing adopted highway.
