DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

 

Minutes:

For the sake of transparency, Councillor Engel disclosed an interest in the item relating to Consultation on the Prevention and Early Help Estates Strategy Proposal (Minute 54) as her young child was attending a Children’s Centre.

CONSULTATION ON THE PREVENTION AND EARLY HELP ESTATES STRATEGY PROPOSAL DOTX 271 KB

Following decision by Executive of 5 February 2019, the report of the Interim Strategic Director, Children’s Services (Document “AC”) presents the proposal for consultation for the use of buildings within the Prevention and Early Help Service.

 

This follows: the creation of a new 0-19 years Prevention and Early Help Service that was informed by a public consultation carried out between November 2017 and February 2018; and a decision by Council Executive Committee of the 3rd of April 2018 that the use of buildings be reviewed to look for ways in which the two year additional funding for staffing could be sustained through different use of buildings assets.

 

Recommended:

 

Bradford West Area Committee to note the details of this report and make comment.

Minutes:

Following a decision by Executive of 5 February 2019, the report of the Interim Strategic Director, Children’s Services (Document “AC”) presented the proposal for consultation for the use of buildings within the Prevention and Early Help Service.

 

This followed the creation of a new 0-19 years Prevention and Early Help Service that was informed by a public consultation carried out between November 2017 and February 2018; and, the decision of Executive in April 2018, that the use of buildings be reviewed to look for ways in which the two year additional funding for staffing could be sustained through different use of buildings assets.

 

The aim of the new model was to deliver new 0-19 Prevention and Early Help Service targeting those communities/neighbourhoods with the poorest outcomes; deliver the Children’s Centre core offer to support school readiness, parenting skills and family health in early childhood; ensured high levels of early education quality and take up; support education and attendance as a priority; ensure intensive support for those families in greatest need; cut out duplication and provide a ‘whole family’ approach so families do not receive a series of interventions from different services.

 

Following a synopsis of the report by the Assistant Director, Performance, Commissioning and Partnerships, a question and answer session ensued:

·         How cost effective would the formation of a new 0-19 years Prevention and Early Help Service become?

o   This community asset based approach would assist the Council to identify and maximise the opportunities to support and sustain local organisations, to work together with partners to deliver integrated early childhood services and to generate savings. It had further been envisaged by officers that the premises review would generate potential savings that could be utilised to meet the end of the transitional funding in March 2020;

·         How would savings be made in terms of publicity?

o   This would entail targeting young people through the means of social media Internet-based applications, such as text posts or comments on Facebook and other data generated through all online interactions; and,

·         How was the Eastern European communities being engaged with and how were they being trained in order to gain awareness on accessing vital services to meet their needs?

o   Debt advice was offered across all wards in the Bradford Constituency and staff were available to assist communities for various subject areas of need.

 

Resolved –

The report of the Strategic Director, Place (Document “AD”) gives an update on work undertaken by the Youth Service in the Bradford West Area in 2018-19.

Minutes:

The report of the Strategic Director, Place (Document “AD”) gave an update on work undertaken by the Youth Service in the Bradford West Area in 2018-19.

 

The Bradford South Area Co-ordinator was present, accompanied by Council representatives and with the invitation of the Chair, they jointly gave a synopsis of the report.

 

It was highlighted that Bradford Council Youth Service was part of the wider Bradford District Youth Offer that aimed to ensure the provision of a range of activities and services that took place in safe spaces, where young people could develop a sense of belonging, socialise with their peers and develop relationships with adults they can trust. It recognised that with the right supportive relationships, strong ambitions and good opportunities, all young people could realise their potential and be positive and active members of society.

 

A question and answer session ensued:

·         Why was work being undertaken with young people from other areas?

o   It was about focusing more on partnership work and sharing of resources in order to get more young people involved due to the result of decreased resources for each individual 5 areas;

·         How was work addressed in areas outside of West?

o   Staff were allocated to specific areas;

·         As a result of partnership work, had the levels of staff in West decreased?

o   The structure had been agreed with Union but this was a reality of what we had on the ground in terms of staff, the Bradford West staffing base budget was £385,000, 1 x Advanced Practitioner 26-29, 2.5 x Youth Worker 16-19, 3 x Youth Worker 12-15, 3 x Apprentice Youth Workers and up to 110 part time hours (combination of Youth Support Worker and Leaders in Charge contracted and casual from base budget). West area total substantive posts were 9.5.

o   The West area had a great mix of staff to support the structure and building strong links with young people;

·         What was the Youth Service doing in terms of focusing on areas such as young people and skills?

o   Youth Workers were now dealing with caseloads and ensuring that staff were well resourced with additional help for the purpose of supporting areas of skills for young people;

·         Appendix A – there were some schools in the West area that were missing?

o   In relation to the What’s on Guide list, if the Youth Service had previously worked with a particular school then the service was avoiding the duplication of work by working with different schools; and,

·         Due to the lack of detach work, what was being undertaken to build on this factor?

o   The Youth Service was applying different ways of working in order to meet reduced resources by targeting specific areas of work and less universal focus.

 

The Committee highlighted that detach workers be open to discussions in their areas of work with respective Ward Members when approached.
