ALTERNATE MEMBERS (Standing Order 34)

The City Solicitor will report the names of alternate Members who are attending the meeting in place of appointed Members. 

 

2.

DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

6.

CONSULTATION ON THE PREVENTION AND EARLY HELP ESTATES STRATEGY PROPOSAL DOTX 271 KB

Following decision by Executive of 5 February 2019, the report of the Interim Strategic Director, Children’s Services (Document “AC”) presents the proposal for consultation for the use of buildings within the Prevention and Early Help Service.

 

This follows: the creation of a new 0-19 years Prevention and Early Help Service that was informed by a public consultation carried out between November 2017 and February 2018; and a decision by Council Executive Committee of the 3rd of April 2018 that the use of buildings be reviewed to look for ways in which the two year additional funding for staffing could be sustained through different use of buildings assets.

 

Recommended:

 

Bradford West Area Committee to note the details of this report and make comment.

The report of the Strategic Director, Place (Document “AD”) gives an update on work undertaken by the Youth Service in the Bradford West Area in 2018-19.

 

Recommended –

 

That the work undertaken by the Youth Service in the Bradford West Area as detailed in this report be welcomed.

(1)       That the work undertaken by the Youth Service in the Bradford             West   area, as detailed in Document “AD”, be welcomed.

 

(2)       That Youth Workers meet with Ward Councillors in the Bradford           West area with a view to discussing the operational level of Youth Work within their respective wards.

 

(3)       That a progress report be presented to the Bradford West Area             Committee in 6 months time.

BRADFORD WEST AREA COMMITTEE ALLOCATION OF COMMUNITY BUILDINGS GRANTS FOR 2019 - 2021 AND APPROVAL FOR THE DISTRICT WIDE ALLOCATION pdf icon PDF 132 KB

The report of the Strategic Director, Place (Document “AE”) outlines the recommendations of the Bradford West Area Committee Grants Advisory Group for the allocation of Community Buildings Grants 2019-2021. It also includes the recommendation of the Area Chairs for the District Wide allocation of Community Building Grants 2019-21.

 

Recommended –

 

That Bradford West Area Committee approves the Community Buildings Grants as outlined in 3.1 of Document “AE”.
