Minutes:

The report of the Strategic Director, Place (Document “Y”) considered objections received to a recently advertised Traffic Regulation Order for proposed one-way systems on Olive Grove and Vine Terrace West.

 

The Principal Engineer explained from the report that at a previous meeting of the Committee, the Bradford West Area committee approved, as part of its Safer Roads Scheme programme, the promotion of a Traffic Regulation Order for one-way systems on Olive Grove and Vine Street West.

 

Subsequently, a Traffic Regulation Order was advertised between 8 December 2017 and 5 January 2018. Affected residents, Crossley Hall Primary School and local shops were notified of the proposals by letter during the advertising process.

 

Having considered the outcome of the Traffic Regulation Order, as highlighted in the report, the Committee therefore:

 

Resolved –

 

(1)       That the objections be overruled and the proposed one-way      systems on Olive Grove and Vine Terrace West be        implemented as advertised.

 

(2)       That the objectors be informed accordingly.

ARRANGEMENTS BY THE COUNCIL AND ITS PARTNERS TO TACKLE CHILD SEXUAL EXPLOITATION pdf icon PDF 709 KB

The Strategic Director, Children’s Services (Document “Z”) provides an update to the report presented to the Bradford West Area Committee in 2017 regarding the issue of child sexual exploitation (CSE). It sets out the arrangements that have been put in place, and which continue to develop, to safeguard children from CSE.

 

Recommended –

 

(1)       That the contents of the report be noted.

 

(2)       That ways in which CSE can be tackled at a local level be            considered.

Minutes:

The Strategic Director, Children’s Services (Document “Z”) provided an update to the report presented to the Bradford West Area Committee in 2017 regarding the issue of Child Sexual Exploitation (CSE). It set out the arrangements that had been put in place, and which continue to develop, to safeguard children from CSE.

 

Following a synopsis of the report by The Bradford Safeguarding Children Board Manager, a question and answer session followed:

·         In regards to bus drivers, how seriously was training being considered?

o   This was a good suggestion that could be considered as conditions as part of the recruitment process;

·         Succeeding the review of Local Safeguarding Children Boards, when would the statutory arrangements be introduced with the new statutory framework for multi-agency arrangements for child protection, requiring the three key agencies, health, police and local authorities?

o   The statutory guidelines would be released in the coming months which would include safeguarding requirements in the Council run operations. Safeguarding arrangements will continue to exist in the district;

·         Had the appointment for a new harm reduction Police Sergeant been made to date?

o   Yes;

·         Was the new operational CSE and Missing Tactical Operations Group looking at incidents of children that may have been missed?

o   This area was looked into on a daily basis;

·         The Bradford Safeguarding Children Board undertook a partnership review of the working of the CSE Hub in December 2015. It included 8 agencies and resulted in a detailed plan containing 18 actions. The detailed plan, as highlighted in Appendix 2, was this a one off action?

o   There was no outstanding activity and at present, a continual improvement plan;

·         The review provided evidence of the necessity for clearer pathways into therapeutic services for children and adults who had experienced sexual exploitation. Which services had been utilised in order to assist with necessary services?

o   During a previous count, there were a total of 76 provisions available for delivery of services, however services were continuously changing. It was about identifying the correct service need;

·         Was the CSE prevention theatre production “Mr Shapeshifter” available for all schools?

o   This production was delivered to every school who requested the service;

o   In response to answer, why was the Council unable to make this a mandatory obligation onto schools? The Council was not allowed to mandate until new legislation in 2019. Nevertheless, it was a must on schools to have safeguarding arrangements in place and in order for the Council to establish such arrangements, a questionnaire had gone out to all schools to this effect;

·         What was the consequences of different agencies disagreeing on a safeguarding issue in a school?

o   It was possible to escalate the issue to a higher level which would allow schools and each individual agency to challenge the safeguarding of a particular child;

o   In response to answer, was this a policy in effect now? Yes, since February 2018;

·         Had the Council made contact with Asian radio shows?

ALLOCATION OF COMMUNITY BUILDINGS GRANT (CBG) CONTINGENCY FUND FOR 2017-19 pdf icon PDF 108 KB

The report of the Strategic Director, Place (Document “AB”) outlines the allocation of the CBG contingency fund to the Voluntary and Community Sector organisations in Bradford West Area for 2017 -2019 as recommended by the Grants Advisory Group.

 

Recommended –

 

(1)       That Bradford West Area Committee acknowledges and agrees with the decision of the Grants Advisory Group for the allocation of CBG contingency funding as outlined in paragraph 3.2, 3.3 and 3.4 of this report.

 

(2)       That Bradford West Area Committee approves the allocation of CBG contingency funding as outlined in paragraph 3.2, 3.3 and 3.4 for 2018-2019 ( subject to funding being available).

 

(3)       That responsibility for the allocation of any remaining CBG contingency funds in Bradford West be delegated to the Area Co-Ordinator in consultation with members of the Grant Advisory Group.

 

(4)       That Members of Bradford West Grants Advisory Group be thanked for their active participation in the CBG contingency fund allocation across Bradford West.

It will address education attainments and attendance, poverty levels, information about looked after children and other key issues.

Minutes:

The report of the Strategic Director, Children’s Services (Document “AE”) provided a summary of the volume of work undertaken locally related to children, young people and families. It addressed education attainments and attendance, poverty levels, information about looked after children and other key issues.

 

Following the presentation of the report to the Committee, the Chair moved the discussion of the item into the following question and answer session:

·         The report highlighted that the figure of school children in Bradford had risen by 21% over a 9 year period compared to an overall 16.5% rise in the district over the same period. Therefore how was the service managing to deal with an above average of 4.5% in comparison to neighbours?

o   The service was undertaking a targeted approach in order to maintain a flow of positive actions whilst concentrating on particular areas of rising children;

·         It was acknowledged that there had been considerable work undertaken in the  west constituency, however despite previous years planning, children were finishing schools with substandard quality of qualifications as opposed to excellent attainment levels that would open further doors to them. What was being done to tackle this contentious fact?

o   Improvements were continually being made and the team was at the service of individual Councillors should they wish to address particular schools and areas in their wards; and,

·         How was present work being affected by significant reduction of funding on a yearly basis?

o   Planned models were being implemented through detailed mitigation.

 

During the discussion, the Committee stated that some areas in Bradford West contained children from the lowest income earning families and therefore dealing with the bottom 5% areas should, in particular, be focused on and the service should design specific strategies in tackling underlying problems tailored for specific poverty affected areas. Progress was being made but on a very slow level.

 

The Chair concluded by stating that it was paramount that the Strategic Director, Children’s Services be in attendance to present an update report in the future. The Committee echoed the sentiments of the Chair in addition, praised the work of the officers who worked tirelessly in trying to raise standards of services for children in the Bradford West area.

 

Resolved –

 

That the report be received.
