DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(3)       Members are also welcome to disclose interests which are not disclosable pecuniary interests but which they consider should be made in the interest of clarity.

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

The report of the Strategic Director, Place (Document “M”) considers a petition requesting permit parking on Naples Street, Bradford.

 

Recommended -

(1)       That no further action be taken on the request for permit parking on Naples Street, Bradford.

(2)       That the Police and wardens increase passing patrols of Naples Street and that residents be encouraged to contact the Police in respect of obstructive and/or dangerous parking.

(3)       That the petitioners are informed accordingly.

The report of the Strategic Director, Place (Document “N”) details how the service currently manages the Local Highway Maintenance (LHM) function and allocates resources.

 

It also updates the committee with regard to current operations being undertaken on the network and the indicative costs of works undertaken in the current financial year.

 

Recommended –

 

(1)       That the Bradford West Area Committee notes the current operational methods adopted for Local Highway Maintenance.

(2)       That the Bradford West Area Committee notes the indicative costs to date for the current financial year.

(3)       That the Bradford West Area Committee approves the list of current and proposed CAT3/4 works as shown in Appendices 5 and 6.

The report of the Strategic Director, Place (Document “O”) is the annual report for the devolved Parks & Green Spaces Service reviews activity during thepast year and also considers the significant issues that will have an effect over the coming 12 months with optionswhere available for future service delivery, investment and savings.

Minutes:

The report of the Strategic Director, Place (Document “O”) was the annual report for the devolved Parks & Green Spaces Service reviews activity during thepast year and also considers the significant issues that would have an effect over the coming 12 months with optionswhere available for future service delivery, investment and savings.

 

Following a synopsis of the report, the following question and answer session ensued:

·         How regularly were parks maintained by the Council?

o   The grass was cut ten times on an annual basis. In relation to litter collection, this was collected once a week;

·         What difference had volunteers made towards contributing towards green spaces?

o   The Council had around 15 volunteers across the Bradford District to assist with green space activities. Volunteers always gave an added value to delivering a vital service;

·         Did the Council work with horticultural students in the university?

o   This was an area that could be explored in the future?

·         Had any apprenticeships been offered to young people in order to help kick start careers?

o   This was something being looked at with students in Shipley College;

·         Had the England and Wales Cricket Board been consulted with  regards to Bowling Greens?

o   A meeting had been taken place a short while age in relation to raising £100,000 and it became apparent within the meeting that the interest of a younger generation was adamant in order to progress further;

·         No other funding was available at present time nevertheless the Council was exceptionally creative in terms of utilising alternative strategies to ensure delivering quality services in all areas; and,

o   Were there active friends/groups in Parks?

·         Yes, limiting to looking after green spaces but not Bowling Greens.

 

The Chair concluded by thanking officers for their efforts towards making the potential to create a more sustainable and quality green spaces across the district.

 

Resolved –

 

That the contents of Document “O” be noted and welcomed.

YOUTH OFFER - BRADFORD WEST AREA pdf icon PDF 424 KB

The report of the Assistant Director, Place (Document “P”) informs the Area Committee of the progress made in relation to the establishment of the new Youth Offer across the Bradford District and specifically in the Bradford West Area.

 

Recommended –

 

(1)       Bradford West Area Committee notes the achievements of the Youth Offer Working Group, and the Youth Sector as a whole, as outlined in the Action Plan (Appendix A of this report) and receives a further update in respect of this work in 12 months time.

 

(2)       Bradford West Area Committee considers and comments on the shared direction of travel and of the continued commitment from the Youth Sector to work together, and to do things differently.

 

(3)       Bradford WestArea Committee notes the work already undertaken around Youth Voice and commits to formalising Youth Voice arrangements in respect of the Bradford WestArea Committee work plan for 2017-18.

The report of the Strategic Director, Place (Document “P”) informed the Area Committee of the progress made in relation to the establishment of the new Youth Offer across the Bradford District and specifically in the Bradford West Area.

 

The Commissioner (Youth Provision) gave a synopsis of the report.

 

A select few young people who had been under the guidance of Youth Workers attended the meeting and gave a snapshot of their lives since being helped to reach their full potential in society, as follows:

 

·         Young Person 1

o   Had been referred by Child and Adolescent Mental Health Services(CAMHS) due to suffering with mental illness. Never left the house until deciding to visit the Youth Centre that helped considerably in regaining her reason from her illness.

 

·         Young Person 2

o   Arrived from a children’s home and was on the path of progressing towards youth offending due to the extreme temper since being involved with the Youth Service, which is now a constant part of her life reflected on life now in a positive aspect.

 

·         Young person 3

o   Was unable to cope with pressures of exams and with the continuous help of the Youth Service, was now considerably confident in dealing with many pressures young people faced in today’s society.

 

·         Young person 4

o   Victim of bullying; on verge of becoming a recluse until the Youth Service intervened. Now actively involved with outdoor activities and helping others.

 

Following presentations, information was sought as to the numbers of young people that had been reformed through the Youth Service. The Committee was advised that a significant number of young people from various backgrounds across the district.

 

A question was asked in relation to the current funding arrangements. It was responded that additional funding had come directly from Central Government and the Youth Service was utilising funds to continue operating on a high level in order to make a positive difference in young people’s lives.

 

The Committee praised the Youth Service for the District wide work to help young people make a better life for themselves, therefore:

 

Resolved –

 

(1)       That the achievements of the Youth Offer Working Group, and the Youth Sector as a whole, as outlined in the Action Plan (Appendix A to Document “P”) be noted and a further update be received in respect of this work in 12 months time.

 

(2)       That the Bradford West Area Committee considered the shared direction of travel and the continued commitment from the Youth Sector to work together, and to do things differently.

 

(3)       That the work already undertaken around Youth Voice be noted and Youth Voice arrangements be formalised in respect of the Bradford WestArea Committee work plan for 2017-18.

 

(4)       That the young people and the Youth Workers be thanked for their commitment towards Youth Provision.

CLEANER AND GREENER STREETS AND NEIGHBOURHOODS IN BRADFORD WEST - DEVOLUTION TO AREA COMMITTEE pdf icon PDF 350 KB

The report of the Strategic Director, Place (Document “Q”) provides an update relating to Council Wardens, Environmental Enforcement and Street Cleansing in the Bradford West Area. It highlights a developing approach that delivers on the cleaner/greener agenda at an Area, Ward, neighbourhood and street level that is supported by residents, businesses and community organisations as part of the People Can – Make a Difference Campaign.

Minutes:

The report of the Strategic Director, Place (Document “Q”) provided an update relating to Council Wardens, Environmental Enforcement and Street Cleansing in the Bradford West Area. It highlighted a developing approach that delivered on the cleaner/greener agenda at an Area, Ward, neighbourhood and street level that was supported by residents, businesses and community organisations as part of the People Can – Make a Difference Campaign.

 

The Bradford West Area Co-ordinator began the item by presenting the report to the Committee.

 

In response, the following question and answer session ensued:

·         How good was the system in response to car collisions and glass being shattered?

o   The service was responsible during first part of the day and after 1530 hours it was the responsibility of Highways;

·         How many Wardens should Bradford West have and how many actual Wardens were operational in the area?

o   A total of 9 Wardens covering 6 Wards and 1 Warden was on long term sick. There was a vacancy for 2 Wardens;

·         Who had the responsibility of street bins after builders removed them?

o   This was the responsibility of builders to replace the bins but the Council would never know unless reported; and,

·         Following the sponsoring of bins by Dixons Academy, had this made improvements in the associated area?

o   Yes because the school was a cleaner place directly outside.

 

During the discussion, it was mentioned that the support of Apprenticeships was crucial but it should be noted that they should not be to replace full time cleansing staff. The Council should do more to get leaflets out to residents relating to cleaner streets and reporting litter.

 

Resolved –

 

(1)       That the information contained in Document “Q” be noted and welcomed.

 

(2)       That the Bradford West Area Co-ordinator’s office, the Council’s Cleansing Team, Council Wardens and the Enforcement Team be thanked for their continued and outstanding commitment towards street cleansing in the Bradford West area.
