A. PROCEDURAL ITEMS

1.

ALTERNATE MEMBERS (Standing Order 34)

The Director of Legal and Governance will report the names of alternate Members who are attending the meeting in place of appointed Members. 

 

2.

DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

(2)       Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(3)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

B. BUSINESS ITEMS

6.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR BRADFORD SOUTH CONSTITUENCY - 2025/26 pdf icon PDF 231 KB

The Strategic Director, Place, will submit a report (Document “P”) which provides information on the Capital Highway Maintenance funding element of the Local Transport Plan for 2025/26, with particular focus on recommendations for the allocation of non-classified road resurfacing schemes and Surface Dressing sites within the Bradford South constituency.

 

Recommended-

 

(1)  That the Bradford South Area Committee approves the proposed list of schemes for 2025/26 as shown in Appendices 1 and 2.

 

(2)  That a further report is taken to Area Committee next year, 26/27, detailing future Highway Maintenance resurfacing and surface dressing schemes.

7.

EMPLOYMENT AND SKILLS UPDATE pdf icon PDF 4 MB

The Assistant Director, Office of the Chief Executive will submit a report (Document “Q”) to provide an update on how the district’s approach to employment and skills is being implemented in Bradford South. It covers some of the key challenges in the district, our strategic response as a partnership, activity at an area level and our future plans.

 

Recommended-

 

It is recommended that members:

 

(1)  Note the content of this report, the challenges faced by the Bradford District and the strategic response;

 

(2)  Welcome the continued impact and progress of the partnership and promote this within members’ wider networks.

 

(3)  Consider how their connections and networks can support the partnership to expand its reach in Bradford South; and

 

(4)  To bring a follow up report in 12 months.
