DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

(3)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

Minutes:

In the interest of transparency Councillor Mitchell declared an interest in the item relating to Back Lane, Queensbury (Minute 61), as his house backed onto the Lane.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report.

PETITION - BACK LANE, QUEENSBURY pdf icon PDF 471 KB

The Strategic Director Place will submit a report (Document “AC”) which sets out a petition requesting traffic safety measures on Back Lane, Queensbury.

 

Recommended –

 

(1)       That the Bradford South Area Committee notes the petition.

 

(2)       That based on the findings in Appendix 1 to Document “AC”, no further action be taken in respect of the request for additional safety measures on Back Lane.

 

(3)       That the petitioners be informed accordingly.

Minutes:

The Strategic Director Place submitted a report (Document “AC”) which set out a petition requesting traffic safety measures on Back Lane, Queensbury.

 

The Senior Engineer alluded to the traffic survey that had been undertaken on Back lane to determine traffic volume and speed, following which average speeds showed vehicles travelling at 20mph, with 85% of speeds recorded at 24mph.  Given the presence of existing traffic calming features and the low incidents of road traffic collisions, no further action was recommended.

 

A Ward Councillor was present at the meeting and stated that a number of issues were affecting residents, and that some action was required on Back Lane. She also questioned the validity of the survey that was undertaken as the closure of the nearby road had given a skewed result, as many drivers would have avoided the area due to the road closure.

 

A number of residents attended the meeting to express their concerns around the volume and speed of traffic using Back Lane, echoing the Ward Councillors comments that the road closure had affected the traffic survey that had been undertaken, it was suggested that a further survey should be undertaken before any judgement is reached on the matter as speeding traffic, HGVs; erratic driving and quad bikes continued to plague the area and residents were concerned that a serious accident could happen anytime.

 

Following a discussion Members suggested that a new traffic survey should be undertaken that would give a better understanding of traffic speed, volume as well as weight of the vehicles using Back Lane, and it was therefore:

 

Resolved –

 

(1)      That the petition be noted.

 

(2)      That a further traffic survey be undertaken on Back Lane which in addition to measuring speeds and traffic volumes also captures vehicle weight, and that the survey be undertaken at a time and place in consultation with ward councillors and local residents. The results of the traffic survey be brought back to the Area Committee for further consideration.

 

(3)      That the petitioners be informed accordingly.

OBJECTIONS RECEIVED TO THE TRAFFIC REGULATION ORDER FOR WAITING RESTRICTIONS ON VARIOUS ROADS IN THE BRADFORD SOUTH CONSTITUENCY pdf icon PDF 836 KB

The Strategic Director Place will submit a report (Document “AB”) which sets out objections to the proposed Traffic Regulation Order on various roads in the Bradford South Constituency.

 

Recommended –

 

(1)       That after considering the objections and any material points raised   therein that it be determined that the Order be sealed and         implemented as advertised.

 

(2)       That the objectors be informed accordingly.

Minutes:

The Strategic Director Place submitted a report (Document “AB”) which set out objections to the proposed Traffic Regulation Order on various roads in the Bradford South Constituency.

 

A business owner who had recently moved his business to the nearby industrial park, suggested that there was sufficient parking for HGVs off Rook Lane and that he had advised his staff to park inside the industrial park and not outside residents houses, however there was some parking opposite the houses that could be utilised and the installation of double yellow lines along the full length of Rook Lane was unnecessary.

 

A number of residents were also present to raise their concerns about the proposed parking restrictions on Rook Lane.  It was suggested by a resident that the double yellow lines were necessary to prevent HGV parking, particularly as nighttime parking caused a noise nuisance and disturbed his and other residents’ sleep.  The parking during the day was another concern as the businesses whose employees parked their vehicles on Rook Lane had access to ample offsite parking.

 

Following a lengthy discussion, it was felt that the main problem facing residents of Rook Lane was that relating to HGV parking, and that the main focus of attention should be to inhibit HGV parking; and that this should be trialled for one year and its impacts considered by the Area Committee at a future meeting, and it was therefore:

 

Resolved –

 

(1)      That after considering the objections and any material points raised therein, the proposals for Rook Lane be amended so that the double yellows lines are spaced sufficiently to prevent HGV parking, and that this be trialled for one year and its impacts brought back to this Area Committee for further consideration.

 

(2)      That the Order be sealed and implemented as otherwise advertised.

 

(3)     That the objectors be informed accordingly.

The Strategic Director Place will submit a report (Document “AD”) which sets out objections to the proposed right-turn ban from Hutton Road to Southfield Road, Bradford.

 

Recommended –

 

(1)      That the objections to the proposed right-turn ban from Hutton Road to Southfield Road have been taken into account and determined not to outweigh the benefits of the proposed scheme and therefore that the Order be sealed and scheme implemented as advertised.

 

(2)     That the objectors be informed accordingly.

Minutes:

The Strategic Director Place submitted a report (Document “AD”) which set out objections to the proposed right-turn ban from Hutton Road to Southfield Road, Bradford.

 

A resident was present at the meeting and suggested that the right-turn ban was insufficient, and the addition of speed humps was necessary.  It was explained that the inclusion of speed humps would require the advertising of a new Traffic Regulation Order, and it was therefore:

 

Resolved –

 

(1)     That the objections to the proposed right-turn ban from Hutton Road to Southfield Road have been taken into account and determined not to outweigh the benefits of the proposed scheme and therefore that the Order be sealed and scheme implemented as advertised.

 

(2)     That the objectors be informed accordingly.

HIGHWAY MAINTENANCE NON-CLASSIFIED ROADS AND SURFACE DRESSING ALLOCATION FOR BRADFORD SOUTH - 2024/25 pdf icon PDF 148 KB

The Strategic Director Place will submit a report (Document “AE”) which provides information on Capital Highway Maintenance funding and makes recommendations on the allocation for Non-Classified road resurfacing schemes and Surface Dressing sites.

 

Recommended –

 

That the Bradford South Area Committee approves the proposed programme of works as shown in Appendix 1 and 2 to Document “AE”

the Bradford South Area Co-ordinator will submit a report (Document “AF”) which summarises the grants that have been awarded in the Bradford South Constituency between 1st of April 2023 to 31 March 2024.

 

Recommended –

 

(1)       That the wide range of applications from groups and organisations

across Bradford South are noted and welcomed.

 

(2)       That the Grants Advisory Group is thanked for their work in allocating all of the grants from the past financial year – 2023/2024.

Minutes:

The Bradford South Area Co-ordinator submitted a report (Document “AF”) which summarised the grants that had been awarded in the Bradford South Constituency between 1st of April 2023 to 31 March 2024.

 

Resolved –

 

(1)      That the wide range of applications from groups and        organisations across Bradford South are noted and   welcomed.

 

(2)      That the Grants Advisory Group is thanked for their work in allocating all of the grants from the past financial year – 2023/2024.

 

(3)       That a new Grants Advisory Group be set up in the new Municipal Year.
