DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

COPPICE WOOD AVENUE, BRADFORD - PETITION pdf icon PDF 325 KB

The Strategic Director, Place will submit a report (Document “V”) that considers a petition requesting the removal of an existing residents only permit parking scheme on Coppice Wood Avenue.

 

Recommended –

 

(1)           That the request to remove the existing permit parking on Coppice Wood Avenue (and Grove) be added to the waiting list for a Traffic Regulation Order to be considered as and when future Safe Roads budgets are prioritised.

 

(2)           That the lead petitioner be informed accordingly.

Minutes:

The Strategic Director, Place submitted a report (Document “V”) that set out a petition requesting the removal of an existing residents only permit parking scheme on Coppice Wood Avenue.

 

Following a petition to Full Council on 12 December which contained 24 signatures, 21 of which were from residents of Coppice Wood Avenue, with a further 9 properties on Coppice Wood Grove, which also formed part of the same permit parking scheme. The Principal Engineer suggested that the request to remove the existing permit parking scheme should be added to the waiting list for a Traffic Regulation Order, and it was therefore:

 

Resolved –

 

(1)          That the request to remove the existing permit parking on Coppice Wood Avenue (and Grove) be added to the waiting list for a Traffic Regulation Order to be considered as and when future Safe Roads budgets are prioritised.

 

(2)          That the lead petitioner be informed accordingly.

53.

BRADFORD SOUTH SAFE ROADS PROGRAMME 2024/25 pdf icon PDF 256 KB

The Strategic Director, Place will submit a report (Document “W”) thatseeks approval for the 2024/25 Safe Roads programme for the Bradford South Constituency.

 

Recommended –

 

(1)           That the Bradford South Area Committee approves the programmes of Safe Roads schemes for 2024/25 listed in Appendices 1 and 2.

 

(2)           That any Traffic Regulation Orders, or any legal procedures linked to the processing of traffic calming measures or pedestrian crossing facilities which are necessary to implement the chosen schemes be approved for processing and advertising subject to the scheme details being agreed with the local Ward Members.

 

 

(3)           That any valid objections to the advertised Traffic Regulation Orders, traffic calming, or pedestrian facilities be submitted to this Area Committee for consideration or in the event of there being no valid objections the Traffic Regulation Orders be sealed and implemented and the traffic calming, or pedestrian facilities be implemented as advertised.

 

(4)           That should inflationary pressures on the projects listed in Appendices 1 and 2 make delivery of the full programme impossible a further report be brought to the Area Committee to reconsider scheme priorities.

Minutes:

The Strategic Director, Place submitted a report (Document “W”) that sought approval for the 2024/25 Safe Roads programme for the Bradford South Constituency.

 

The Principal Engineer suggested that the Coppice Wood Avenue/Grove scheme should be added to the list of schemes set out in Appendix 2, together with the removal of restrictions to accommodate certain types of vehicles in the vicinity of Beacon Community Church, as well as a correction in Appendix 2 to the entry for Reevy Avenue to inculde Beacon Grove.

 

The Chair stressed that the budget for this programme was limited and therefore any additions and deletions had to be met within the existing budget.

 

In response to a question regarding assessing the quality of the work undertaken by contractors, it was stated that the Council used an approved list of contractors and that all work was supervised, with a 12 month guarantee on the quality of the work undertaken.

 

The Chair suggested that the enforcement of TROs needed looking with a view to better enforcement of them, and it was therefore:

 

Resolved –

 

(1)       That  the programmes of Safe Roads schemes for 2024/25 listed in     Appendices 1 and 2 to Document “W” be approved subject to the           inclusion of items in Appendix 2 for Coppice Wood Avenue/Grove    (removal of permit parking) and Beacon Road near Beacon             Community Church (restrictions to accommodate funeral vehicles      and access bus) and a correction in Appendix 2 to the entry for        Reevy Avenue to include Beacon Grove.

 

(2)      That an item for a Pedestrian Crossing on Halifax Road at its     junction with St Paul’s Avenue be added to Appendix 4 to      Document “W”.

 

(3)      That any Traffic Regulation Orders, or any legal procedures linked      to the processing of traffic calming measures or pedestrian       crossing facilities which are necessary to implement the chosen    schemes be approved for processing and advertising subject to     the scheme details being agreed with the local Ward Members.

 

(4)       That any valid objections to the advertised Traffic Regulation    Orders, traffic calming or pedestrian facilities be submitted to this Area Committee for consideration or in the event of there being          no valid objections the Traffic Regulation Orders be sealed and             implemented and the traffic calming or pedestrian facilities be implemented as advertised.

INVESTMENTS WITHIN BRADFORD SOUTH FROM THE COUNCIL'S PLAYABLE SPACES AND SPORTS PITCHES INVESTMENT PROGRAMMES pdf icon PDF 180 KB

The Strategic Director, Place will submit a report (Document “X”) which providesa progressupdate ondelivery ofthe Council’s Playable Spaces and Sports Pitches Investment Programmes within Bradford South.

 

Recommended –

 

That the Bradford South Area Committee notes the content of this report and welcomes the significant capital investment into parks and green spaces facilities within the area.

Minutes:

The Strategic Director, Place submitted a report (Document “X”) which provided aprogress updateon deliveryof theCouncil’s Playable Spaces and Sports Pitches Investment Programmes within Bradford South.

 

A comprehensive overview was given with specific reference to the facilities in the Bradford South area. 

 

In response to a question regarding the involvement of the Rugby Football League/ Rugby Football Union, it was stated that the Council was keen to work with the relevant governing bodies, however no specific contact had been made.  The Chair stressed that given our heritage and long-standing tradition with the game, the loss of playing pitches was a concern and therefore the governing bodies should be approached in this regard.

 

In response to a question regarding the English Cricket Board and the funding of provision locally, it was stressed that the ECB were very active in the district and that significant funding had already been received and spent on new facilities, however the funding came directly from the ECB. 

 

It was suggested that Members should be contacted about where playing facilities were lacking or where they should be targeted.

 

A Member stated that there was anecdotal evidence that many facilities were utilised by non-Bradford residents, and this was to the detriment of our residents and therefore more effort should be made to ensure that Bradford residents received priority booking.  In response it was stated that the issue would be investigated further and whether priority can be given as suggested by Members.

 

In response to a question regarding play areas, it was noted that sites were being earmarked for investment based on the condition of those play areas and that these would be done on a priority basis.

 

In relation to the lack of sporting facilities in the Great Horton Ward, it was suggested that Brackenhill Park should be looked at in terms of what further provision can be provided on there.

 

It was agreed that further information would be provided to Members on the play areas identified to receive refurbishment works in Bradford South within the third and final phase of the Playable Spaces Refurbishment Programme.

 

Resolved –

 

That the contents of Document “X” be noted and that the significant capital investment into parks and green spaces facilities within the area be welcomed.

DEVELOPMENT OF PROPOSALS FOR A PARK AND RIDE SITE IN SOUTH BRADFORD pdf icon PDF 129 KB

The Strategic Director, Place will submit a report (Document “Y”) which details the background and continued development of the Park and Ride proposals in South Bradford as part of the Transforming Cities Fund programme. The report also covers the history and context of proposals to develop the South Bradford Park and Ride scheme.

The Strategic Director, Place submitted a report (Document “Y”) which detailed the background and continued development of the Park and Ride proposals in South Bradford as part of the Transforming Cities Fund programme. The report also covered the history and context of proposals to develop the South Bradford Park and Ride scheme.

 

A detailed overview was given of the proposals which were set out in Document “Y”.

 

The Chair stated that given the costs associated with developing the Odsal site, the proposal to develop the scheme on this site was never a viable one, given that it was situated in the middle of a residential area which would generate a lot of vehicles movements in an already congested area and that it was a former waste site, however he welcomed the proposals to enhance the bus lanes on Manchester Road, on the proviso that the bus companies can sort out the bus timetable and run a more reliable service.

 

In response to a question regarding costs to date for the proposed park and ride scheme, it was stated that this information could be provided to Members.

 

A Member stressed that bus connectivity in the BD4 area was already very poor and ascertained what improvements were earmarked for this area of Bradford South. In response it was stated that the West Yorkshire Combined Authority was looking at developing a package of measures, however the focus was very much around improving public transport and the provision of cycle lanes, as a sustainable approach was required going forward.

 

Resolved –

 

(1)       That the contents of Document “Y” be noted.

 

(2)       That this Area Committee supports the proposed improvements in      bus priority lanes along the Manchester Road corridor, however         the proposed Richard Dunn Park and Ride Scheme should not be           pursed in line with the views expressed through the consultation            process.

The Strategic Director, Place will submit a report (Document “Z”) which provides Members with a progress update on the Smart Street Lighting Project and the work undertaken to date in the Bradford South constituency.

 

Recommended –

 

(1)           That Members acknowledge the progress of the Smart Street Lighting project in Bradford South and welcome future updates.

 

(2)           That Members endorse the project and the positive impact for the Bradford South constituency and its wards.

Minutes:

The Strategic Director, Place submitted a report (Document “Z”) which provided Members with a progress update on the Smart Street Lighting Project and the work undertaken to date in the Bradford South constituency.

 

During the discussion and in response to a question regarding the removal of defunct lighting columns, it was stated that the way the contract was structured the contractor had not always done this in sequence, following replacement, however they will be removing defunct columns as the contract progresses.

 

In response to a question regarding barriers and work that was ongoing, it was stated that sometimes it was necessary for the barriers to be left in situ for a while in case further work was required.

 

There was a discussion around how complaints were being dealt with and that the contractor was not very responsive to the issues raised and resolving complaints, and it was suggested that the contractor should take a more proactive approach to dealing with complaints going forward.

 

Resolved –

 

(1)           That the progress of the Smart Street Lighting project in Bradford South be acknowledged and that this Area Committee welcomes future updates.

 

(2)           That the project and the positive impact for the Bradford South constituency and its wards be endorsed.

 

(3)       That the views expressed by Members on the Smart Street Lighting project be taken on board, in particular that the Contractor takes a more proactive role in dealing with complaints.

The Strategic Director, Place will submit a report (Document “AA”) which requests members to consider the reallocation of Combined Funds returned from a Bradford South organisation from the amalgamation of funding from United Kingdom Shared Prosperity Fund (UKSPF), West Yorkshire Mayor’s Cost of Living fund (CoLF) and Household Support Fund (HSF) for Round 2.

 

Recommended –

 

That the Area Committee agree the proposals for the funding allocations as outlined within section 2.7 and 3.1 of this report.

Minutes:

The Strategic Director, Place submitted a report (Document “AA”) which requested members to consider the reallocation of Combined Funds returned from a Bradford South organisation from the amalgamation of funding from United Kingdom Shared Prosperity Fund (UKSPF), West Yorkshire Mayor’s Cost of Living fund (CoLF) and Household Support Fund (HSF) for Round 2.

 

In response to a query regarding monitoring, it was suggested that the Area Coordinator be requested to go back to the funding body to revisit the monitoring process, so it is more proportionate to the grant regime.

 

Following a discussion on the residual underspent amount, it was agreed that this be allocated to the following projects:

Members agreed for the remaining underspend detailed within Document “AA” and any further underspend to be allocated towards the purchase of electrical blankets and other resources to support eligible individuals, families and service provision.
