DISCLOSURES OF INTEREST

(Members Code of Conduct – Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

(b) a reasonable member of the public knowing all the facts would believe that it would affect your view of the wider public interest; in which case speak on the item only if the public are also allowed to speak but otherwise not do not participate in the discussion or vote; and leave the meeting unless you have a dispensation.

 

(2)       Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(3)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992. 

 

(4)       Officers must disclose interests in accordance with Council Standing Order 44.

INSPECTION OF REPORTS AND BACKGROUND PAPERS

(Access to Information Procedure Rules – Part 3B of the Constitution)

 

Reports and background papers for agenda items may be inspected by contacting the person shown after each agenda item.  Certain reports and background papers may be restricted. 

 

Any request to remove the restriction on a report or background paper should be made to the relevant Strategic Director or Assistant Director whose name is shown on the front page of the report. 

 

If that request is refused, there is a right of appeal to this meeting.

To hear questions from electors within the District on any matter this is the responsibility of the Committee.

OBJECTIONS RECEIVED TO THE 2022-23 TRAFFIC REGULATION ORDER FOR WAITING RESTRICTIONS ON VARIOUS ROADS IN THE BRADFORD SOUTH CONSTITUENCY pdf icon PDF 693 KB

The Strategic Director Place will submit a report (Document “D”) which considers objections to the proposed Traffic Regulation Order on various roads in the Bradford South Constituency.

 

Recommended –

 

(1)     That the objections to the introduction of waiting restrictions on Cemetery Road, Park Road and Paternoster Lane be overruled and the Order sealed and implemented as advertised.

(2)     That the Cemetery Road/Studley Avenue area be monitored post-implementation to determine if the inclusion of additional restrictions in a future TRO would be appropriate.

(3)     That the objectors be informed accordingly.

16.

UK SHARED PROSPERITY FUND - VERBAL UPDATE

At its meeting held on 22 June 2023, the Area Committee received a report by the Strategic Director Place (Document “C”) which provided a review of the above funding opportunity and provided an outline of how the devolved funding will be distributed in Bradford. The report also focussed on the role of the Area Committees in terms of decision maker of local funding and influencer of the district delivery.

 

The Area Committee resolved amongst other things, that the UKSPF be added as a standing agenda item for future Area Committee meetings. To this end, the UKSPF Programme Delivery Manager will provide the Area Committee with a verbal update on any matters of progress since the last meeting.
