DISCLOSURES OF INTEREST

(Members Code of Conduct - Part 4A of the Constitution)

 

To receive disclosures of interests from members and co-opted members on matters to be considered at the meeting. The disclosure must include the nature of the interest.

 

An interest must also be disclosed in the meeting when it becomes apparent to the member during the meeting.

 

Notes:

 

(1)       Members may remain in the meeting and take part fully in discussion and voting unless the interest is a disclosable pecuniary interest or an interest which the Member feels would call into question their compliance with the wider principles set out in the Code of Conduct.  Disclosable pecuniary interests relate to the Member concerned or their spouse/partner.

 

(2)       Members in arrears of Council Tax by more than two months must not vote in decisions on, or which might affect, budget calculations, and must disclose at the meeting that this restriction applies to them.  A failure to comply with these requirements is a criminal offence under section 106 of the Local Government Finance Act 1992.

OBJECTIONS RECEIVED TO THE TRAFFIC REGULATION ORDER FOR WAITING RESTRICTIONS ON VARIOUS ROADS IN THE BRADFORD SOUTH CONSTITUENCY pdf icon PDF 4 MB

The Strategic Director Place will submit a report (Document “C”) which sets out objections to the proposed Traffic Regulation Order on various roads in the Bradford South Constituency.

 

Recommended –

 

(1)          That the objections be overruled with the exception of those in             respect of Huddersfield Road and New Works Road which be            partially upheld and the Order modified as per the plans in       Appendix 2 to Document “C” and sealed and implemented as             otherwise advertised.

 

(2)          That the objectors be informed accordingly.

Minutes:

The Strategic Director Place submitted a report (Document “C”) which set out objections to the proposed Traffic Regulation Order on various roads in the Bradford South Constituency.

 

A number of objectors were present in relation to the proposed TRO on Huddersfield  Road and they stated that although they did not have objections to the principle of the TRO, the removal of the restrictions outside of their properties would enable them to park their vehicles.  In response the Senior Highways Engineer acknowledged that a modification could be made in line with the residents wishes. 

 

A objector was also present in relation to the proposed TRO on Ullswater Drive and she stressed that the proposed yellow lines towards the top end of Ullswater Drive would inhibit parking and not necessarily improve the vehicular access to the farm.  In response the Senior Highways Engineer suggested that removal of the restrictions to the turning head could still enable vehicular access to the farm and residents parking on the turning head would be unaffected.

 

Subject to the above provisos it was therefore:

 

Resolved –

 

(1)       That the objections be overruled with the exception of those in respect of Huddersfield Road, New Works Road and Ullswater Drive which be partially upheld and the Order modified as per the plans in Appendix 2 to Document “C” and by removing the proposed waiting restrictions within the turning area on the north east side of Ullswater Drive, and sealed and implemented as otherwise advertised

 

 (2)          That the objectors be informed accordingly.

The Strategic Director Place will submit a report (Document “B”) which sets out objections received to the advertised Traffic Regulation Order proposing changes to waiting restrictions on Northside Road and Ingleby Road, Bradford, associated with an adjacent housing development.

 

Recommended –

 

(1)          That the objections be overruled and the Order be sealed and   implemented as advertised.

 

(2)      That consideration be given to the inclusion of the removal of a length of restriction outside No. 1 Northside Road and replacement with a limited waiting bay within a future Bradford South Area-Wide TRO.

ANNUAL UPDATE ON ROAD SAFETY EDUCATION, TRAINING AND PUBLICITY IN THE BRADFORD DISTRICT pdf icon PDF 1 MB

The Strategic Director Place will submit a report (Document “A”) which seeks to update members on current casualty levels and trends in the Bradford District and on the Road Safety Education, Training and Publicity initiatives aimed at preventing these casualties.

 

Recommended –

 

That the Bradford South Area Committee notes the contents of this report.

Minutes:

The Strategic Director Place submitted a report (Document “A”) which sought to update members on current casualty levels and trends in the Bradford District and on the Road Safety Education, Training and Publicity initiatives aimed at preventing these casualties.

 

During the discussion the Chair stressed that one of the main issues that posed a danger to road safety was drop off and pick up times outside schools in the district and he ascertained the measures in place to address this.  In response it was stated that besides raising awareness and enforcement in conjunction with PCSO’s, the problem required a real culture change.  In addition a number of new initiative we being looked at a West Yorkshire level to improve road safety measures across the piece.

 

A Member suggested that the staggering drop off times could improve road safety outside schools, which had been a feature in some schools during the pandemic.

 

A Member stressed that improving driver behaviour was key in reducing our casualty figures.

 

In response to a question regarding road safety publicity, it was stated that social media provided a platform to enable the right messages to be disseminated to different audiences, as opposed to undertaking general local or national campaigns on road safety.

 

In response to a number of questions regarding specific ward related data and issues, the Chair suggested that officers should consult ward members to determine if there were any local initiatives that could be looked at to promote road safety in their areas.

 

The high levels of child KSi rate in Bradford was also alluded to, and it was suggested that a further report should be brought to the Area Committee as to the reasons for the high levels.

 

Resolved -

 

(1)       That the contents of Document “A” be noted.

 

(2)       That officers bring a future report to the Bradford South Area Committee when further analysis has been undertaken to give an insight into the comparatively high child KSI rate in the Bradford district in 2021.

 

(3)       That officers consult ward members to determine if there are any        new local community opportunities to promote road safety.

10.

SAFE ROADS PROGRAMME 2022/23 pdf icon PDF 914 KB

The Strategic Director Place will submit a report (Document “D”) which seek approval for the 2022/23 Safe Roads programme for the Bradford South Constituency.

 

Recommended –

 

(1)       That the Bradford South Area Committee approves the    programmes of Safe Roads schemes for 2022/23 listed in    Appendices 1 and 2 to Document “D”.

(2)       That any Traffic Regulation Orders, or any legal procedures linked      to the             processing of traffic calming measures or pedestrian       crossing facilities which are necessary to implement the chosen    schemes be approved for processing and advertising subject to the          scheme details being agreed with the local Ward Members.

(3)       That any valid objections to the advertised Traffic Regulation Orders, traffic calming or pedestrian facilities be submitted to this Area         Committee for consideration or in the event of there being no valid           objections the Traffic Regulation Orders be sealed and implemented and     the traffic calming or pedestrian facilities be implemented as advertised.

(4)       That should inflationary pressures on the projects listed in        Appendices 1 and 2 to Document “D” make delivery of the full          programme impossible a further report be brought to the Area           Committee to reconsider scheme priorities.

(5)       That officers determine a priority matrix for highways mobility improvement requests (based on factors including the level of          benefit to the wider community, proximity to facilities and links to         surrounding pedestrian routes) and agree this with ward members             before finalising a proposed programme with the Area Committee       chair.

(6)       That officers review the list of outstanding requests for Traffic Regulation Orders, Traffic Management Measures and highway             mobility improvements in conjunction with ward members with a       view to reducing the lists by removing requests in excess of 5 years             old.

Minutes:

The Strategic Director Place submitted a report (Document “D”) which sought approval for the 2022/23 Safe Roads programme for the Bradford South Constituency.

 

During the discussion Members raised a number of clarifications to schemes specific to their wards.  In relation to schemes pertaining to High Street, Queensbury and Law St/Rook Lane, it was suggested that further ward Member consultation be undertaken to finalise the details.

 

The Chair stressed that unfortunately given the limitations of the Safer Roads budget, it was not always possible to deliver holistic schemes that delivered all the solution in any given area.  Beacon Road was cited as a road that needed looking at, with a view to bringing back a report to this Area Committee on the options available.

 

Members also expressed concerns that a number of schemes on the future schemes list had been on the list for a number of years with no realistic expectation that they would ever be implemented, given the costs involved and their priority on the list, and it was suggested that this list should be revisited in consultation with Ward Members, with a view to culling the number of schemes.

 

Resolved –

 

(1)       That the programme of Safe Roads schemes for 2022/23 listed in         Appendix 1 to Document “D” be approved subject to the    addition of an item for Traffic Surveys with a budget of £1000 and         the reduction of the Bradford South constituency-wide TRO             budget to £12,000.

 

(2)       That the programmes of Traffic Regulation Orders for 2022/23   listed in Appendix 2 to Document “D be approved subject to the      addition of items for new or revised waiting restrictions on        Spencer Road, Northside Road, High Street Queensbury and (to          be determined following further ward member consultation) Law   Street/Rook Lane.

 

(3)       That any Traffic Regulation Orders, or any legal procedures linked      to the processing of traffic calming measures or pedestrian       crossing facilities which are necessary to implement the chosen    schemes be approved for processing and advertising subject to     the scheme details being agreed with the local Ward Members.

The Strategic Director Place submitted a report (Document “E”) which outlined the proposed agenda items for the Bradford South Area Committee between 2022 and 2023.

 

The Area Coordinator stressed that the proposed Work Programme would enable the Area Committee to undertake its work more efficiently and that routine annual updates on any given topic, could be provided in the form of a briefing notes to Members, rather than formal consideration by the Area Committee.

 

Resolved –

 

That the Bradford South Area Committee noted the report and requested that Members provide the Area Coordinator with any suggestions/ amendments to the Forward Plan.
